Tuesday, June 5, 2018
A meeting of the Historic Preservation Commission of the City of Blue Springs was held in the Municipal Annex
Conference Room located at 1304 W Main Street on Tuesday, June 5, 2018 with the following members, guests
and staff in attendance:

Chris Birkenmaier chaired the meeting due to the absence of the Chair
and Vice-Chair.
CALL TO ORDER Chris Birkenmaier, called the meeting to order at 5:37 p.m.
CONSENT AGENDA Commissioner Birkenmaier requested action on the Consent Agenda
APPROVAL with a motion by Commissioner Ken Billups Jr., a second from
Commissioner Mary Potter, and a unanimous vote, the Minutes of May
15, 2018 were approved as submitted.
AGENDA ITEM 2A Matt Wright, Senior Planner, Community Development, stated that
HPC-05-18-6417 / “Hannahs before the Historic Preservation Commission is a request for approval of
Place Lot 10” / 827 SW a new single-family home located at 827 SW Walnut Street, Hannahs
Place Lot 10. The Commission has reviewed all the homes on this corner

Walnut Street / New Single- area except for 819 SW Walnut, and that will eventually come before
Family House the Commission.
The applicant is purposing an 1,833-sq. ft. single-family two-story house
with an attached rear-loaded two-car garage with a private access
easement and a partially-finished basement. The house material and size
is compatible to the other homes located in the Hannahs Place
Subdivision.
The home will meet the 5-ft. side setbacks and the 11-ft. setback on the
front, as well as the 6 ½ ft. deep front porch. There is a little under 31ft.
setback from the rear property line. There is a 2ft. encroachment into the
corner of the lot, that is permitted, as it is an architectural feature for a
covered porch to encroach up to 2ft. into the setback. The only condition
is that the porch can never be enclosed.
QUESTIONS Commissioner Birkenmaier asked if the basement started under the
porch area. Mr. Wright stated that it did not. The basement will start
back under the house. Mr. Wright noted that there will be a covered
balcony up above.
Commissioner Birkenmaier asked about the basement window. Mr.
Wright stated that there would be an egress for the window along 9th
Street side. There is no setback requirement for the egress.
Commissioner Potter asked about the drive along the back. Mr. Wright
stated that it is a private street. Commissioner Potter stated that the
Council didn’t care for private drives in the past. Mr. Wright stated that
the street will run all the way through 8th and 9th Street. There should be
no issue for the Fire Department and the street is part of an HOA.

BACKGROUND INFORMATION/SUMMARY:
The applicant is requesting to build a 22-ft. wide by 25-ft. deep (550-sf.) detached garage
in the rear yard of 1800 SW Walnut Street, which is located in the Old Town Historic
District. The two-car detached garage will meet all accessory structure setbacks and will
not exceed the maximum square footage under the Downtown Development Code (DDC).
The proposed detached garage will be cladded with vinyl siding and composite roofing to
match the house. The existing house is 1,107-sf., which permits up to 553.5-sf. of
accessory structures (max. 50% of main structure finished floor area). The applicant will
be removing the existing small shed on the lot to construct the garage.
PREVIOUS ACTIONS/APPROVALS:
On February 20, 1990, the Board of Alderman approved a rezoning into the “H-O”
(Historic-Overlay) which established the Old Town Historic District (Ordinance No.
1916).

On March 26, 2007, the Planning Commission recommended approval of a
rezoning from “SF-7” (Single-Family) to “T3” (Sub-Urban) as part of the rezoning
for the Downtown Zoning District. The City Council approved the rezoning on April
2, 2007.
OLD TOWN HISTORIC DISTRICT (1990):
The house is within the boundaries of the local Old Town Historic District, approved in
1990 by the Board of Alderman (Ordinance No. 1916). The house was built in 1950 and
is considered a contributing building to the Historic District.
HISTORIC RESOURCES SURVEY (2013):
The house was built in 1950 and was given an integrity rating of “fair,” due to alterations
to siding, windows, and front porch.
FUTURE APPLICATIONS/REVIEWS ANTICIPATED OR REQUIRED:
A building permit is required for all accessory structures 250-sf. or larger. Since the subject
property is in the Historic District, it must be reviewed by the Historic Preservation
Commission before a building permit can be issued. The Downtown Review Board does
not review detached accessory structures in the “T3” (Sub-Urban) zoning district.
