Vicinity Map / General Location Map BACKGROUND INFORMATION/SUMMARY: The applicant is requesting to build a 6-ft. wood privacy fence in the rear yard of 1800 SW Walnut Street, which is located in the Old Town Historic District. The fence covers approximately 390 linear feet around the perimeter of the rear yard. PREVIOUS ACTIONS/APPROVALS:  On February 20, 1990, the Board of Alderman approved a rezoning into the “H-O” (Historic-Overlay) which established the Old Town Historic District (Ordinance No. 1916).  On March 26, 2007, the Planning Commission recommended approval of a rezoning from “SF-7” (Single-Family) to “T3” (Sub-Urban) as part of the rezoning for the Downtown Zoning District. The City Council approved the rezoning on April 2, 2007.  On June 26, 2018, the Historic Preservation Commission approved a 550-sf. detached garage in the rear yard of the subject property. Page 2 of 3 Project: HPC – 1800 SW Walnut St. OLD TOWN HISTORIC DISTRICT (1990): The house is within the boundaries of the local Old Town Historic District, approved in 1990 by the Board of Alderman (Ordinance No. 1916). The house was built in 1950 and is considered a contributing building to the Historic District. HISTORIC RESOURCES SURVEY (2013): The house was built in 1950 and was given an integrity rating of “fair,” due to alterations to siding, windows, and front porch. FUTURE APPLICATIONS/REVIEWS ANTICIPATED OR REQUIRED: A building permit is required for all fences. Since the subject property is in the Historic District, it must be reviewed by the Historic Preservation Commission before a building permit can be issued. The Downtown Review Board does not review detached accessory structures in the “T3” (Sub-Urban) zoning district. The location, material, and height are common elsewhere in the Historic District and will not impact the historical integrity of the house or property. RECOMMENDATION: Staff recommends approval of the fence at 1800 SW Walnut Street. Page 3 of 3
