Room 128 located at 903 W. Ken Billups Jr., and a unanimous vote, the Minutes of July 23, 2019 were approved as submitted. AGENDA ITEM 2A Matt Wright, Senior Planner, Community Development, stated that HPC-08-19-7035 / “1505 W before the Historic Preservation Commission is a home that is currently Main Street” / Exterior under renovation following a house fire. The home is located at 1505 W. renovation Main Street. The exterior is being rebuilt, most of which will be made to match the original condition. The applicant is requesting to make the following changes:  Relocate existing front door and install a new set of double doors in the right bay (currently the location of a window).  Replace existing windows with vinyl windows with grid pattern . New front steps will be wood with rails that match porch.  Install new walkway in bricks repurposed from the property.  Install cedar shake siding on front gable.  Other items listed on the application do not require review or approval by the Commission (painting, replacing gravel in driveway, and tree removal). A building permit will be required for the changes to the front porch and relocation of the window and door. The Downtown Review Board will not review the permit since is doesn’t enlarge the structure. QUESTIONS The applicant, Chris Keck Jr. was available to answer questions from MOTION the Commissioners. AGENDA ITEM 2A Matt Wright, Senior Planner, Community Development, stated that HPC-07-19-7015 / New before the Historic Preservation Commission is a request for the Single-Family House / 208 construction of a new house to be located at 208 NW 16th Street. NW 16th Street Chad McAtee, RC McAtee Construction, LLC is the applicant and property owner. Mr. McAtee was not present at the meeting. Mr. Wright stated that the home that was located on this property was demolished. Mr. McAtee is proposing a 1,357-sf. single-family home, which is part of Conservation Area #1 and the Downtown Zoning District. There will also be a single-car detached garage in the rear yard, which faces the street. Mr. Wright stated that the garages are allowed to face the street as long as they are located in the rear yard. The home meets the height and setback standards in the Code. HPC Minutes – 07.23.2019 Page 1 of 2 kf Mr. McAtee will have 12.4% of the total façade cement board siding, which will be located on the front façade. Cedar shake shingles will be installed in the gables on the front façade. The remainder of the house will be wood lap siding. The garage will also be wood lap siding to match the house. QUESTIONS Commissioner Mary Potter asked if the surrounding homes had a basement for tornadoes. This home doesn’t but the home next door and the church near this home does have a basement. There was discussion on the existing historic district signage and the possibility of replacing the large signs with smaller signs at each intersection, which would be attached to the street name signs. The Commission expressed interest in making this change in the future. Mr. Wright would bring back some proposals at a future meeting for consideration by the Commission. REVIEWS REQUIRED AND FUTURE ANTICIPATED REVIEWS: A building permit is required for changes to the front porch and relocation of the window and door. Permits are not required for re-siding of the house. The Downtown Review Board is not required to review the permit since it does not enlarge the structure. The Historic Preservation Commission will review the request for compliance with “H-O” (Historic Overlay) standards and applicable Secretary of the Interior Standards. No. 1916). • On April 2, 2007, the City Council approved a rezoning from “SF-7” (Single-Family) to “T3” (Sub-Urban) for the subject property as part of the establishment of the Downtown Zoning District. 1986 survey photo 2013 survey photo OLD TOWN HISTORIC DISTRICT (1990): The house is within the boundaries of the local Old Town Historic District, approved in 1990 by the Board of Alderman. The house was listed as a contributing structure in the Old Town Historic District. Per the Ordinance, any additions or alterations to properties of historic significance (i.e. contributing structures) shall be in accordance with the Secretary of Interior’s Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings. The following Standards are relevant to the request: Wood: Clapboard, weather-board, shingles, and other wooden siding and decorative elements Recommended: Identify, retain, and preserve wood features that are important in defining the overall historic character of the building such as siding, cornices, brackets, window architraves, and doorway pediments; and their paints, finishes, and colors. Not Recommended: Remove or radically change wood features which are important in defining the overall historic character of the building so that, as a result, the character is diminished; Remove a major portion of the historic wood frame from a façade instead of Page 3 of 5 Project: HPC – 1505 W. Main St. repairing or replacing only the deteriorated wood, then reconstructing the façade with new material in order to achieve a uniform or improved appearance. Entrances and Porches Recommended: Designing and installing additional entrances or porches when required for the new use in a manner that preserves the historic character of the building, i.e. limiting such alteration to non-character defining elevations. Not Recommended: Installing secondary service entrances and porches that are incompatible in size and scale with the historic building or obscure, damage, or destroy character-defining features. Windows Recommended: Identifying, retaining, and preserving windows – and their functional and decorative features – that are important in defining the overall historic character of the building. Not Recommended: Removing or radically changing windows which are important in defining the overall historic character of the building so that, as a result, the character is diminished; Changing the number, location, size or glazing pattern of windows, through cutting new openings, blocking-in windows, and installing replacement sash which does not fit the historic window opening. HISTORIC RESOURCES SURVEY (2013): The house was built in 1915 and had an integrity rating of “good” per the 2013 survey and states that the two-story home has a stone foundation, wood clapboards, and a hipped roof with lower side gable. The front façade has three irregular bays, with single windows flanking the center entrance, although the west bay pierces the gabled west wing. Replacement vinyl, one-over-one sashes fill the window openings. The front porch extends across the entire width of the front gabled wing. Simple wood posts set on brick bases support the hipped porch roof. A simple square balustrade encircles the porch. Additions extend from the rear of the home. Based on the survey, the only alternations noted have been that the windows are not historic, although there have been some porch changes based on the 1986 photo. DOWNTOWN DEVELOPMENT CODE / DOWNTOWN DESIGN STANDARDS: There are no applicable sections in the Downtown Development Code that applies to this request since there is not an expansion to the existing house. The Downtown Design Standards does not address single-family residential building design. DISCUSSION: Per Section 408.020.H, the Historic Preservation Commission should review the application based on how the proposed action will affect the appearance, materials, and architectural design of the landmark, or the buildings, structures, and land within the Historic Overlay District. In reviewing the application, it should be noted that this property is not part of a National Register Historic District (like the German Evangelical Pastors’ Page 4 of 5 Project: HPC – 1505 W. Main St. Homes), nor is it eligible as a standalone historic landmark (either Local or National). The house is generally of a vernacular cottage-style house from the 1910s, which were generally of a simple design with little ornamentation. Staff does not believe that the requested alterations change the overall architectural style of the house. The alterations to the house may change the architectural integrity of the house itself from a historical standpoint, but the alterations are still within the character of the historic district and the period of significance for the historic district (1900-1925).
