LAND BANK MEETING February 29, 2016 2:00 pm East Conference Room City Hall 903 W. Main Blue Springs, Missouri 1. Call the meeting to order 2. Approval of the minutes of April 27, 2015 3. Secretary to the Board appointment o Appointment of Liz Powers 4. Discussion of Financial Statements o Christine Cates, Assistant City Administrator, will discuss the financial status of the Land Bank. Refer to attached financial statements. 5. Discussion and adoption of the budget o The Land Bank sold two properties last year, resulting in revenues for the Land Bank. Karen Van Winkle, Director of Finance, will provide a budget summary. Refer to attached report from Karen Van Winkle. 6. Discussion of new properties and classification determination o Jackson County deeded four parcels to the Land Bank in 2015. Staff held a meeting and discussed recommendations for those parcels. Nancy Yendes, City Attorney, will discuss those recommendations. Refer to attached parcel details. 7. Discussion of parcel status and classification determination o Staff held a meeting and discussed moving parcels that are “land-locked” to “Not For Sale” on City website. Liz Powers, Secretary, will discuss those parcels. Refer to attached Land Bank Parcel Status. 8. Discussion of mowing and upkeep of properties and budget determination o Chris Sandie, Director of Public Works, will discuss mowing and upkeep of properties. Refer to attached spreadsheets. 9. Executive session pursuant to Sections 610.021(1), (2) and (12) for privileged communications with counsel, discussion of real estate transactions and negotiations related to contracts 10. Adjournment
