Main Street, Blue Springs, Missouri, with Chairman Eric Johnson presiding. COMMISSIONERS Eric Johnson James May IN ATTENDANCE Tracy Baldridge - Absent Bill Cowling Jim Fairbanks Also present were Assistant City Administrator, Christine Cates, City Attorney, Jackie Sommer, Senior Planner, Matt Wright, Public Works Director, Chris Sandie, Finance Director, Karen Van Winkle, Board Secretary, Dylan Gibson, and City Clerk, Sheryl Morgan. CALL MEETING Chairman Eric Johnson called the meeting of the Land Bank of Blue TO ORDER Springs to order at 10:00 a.m. APPOINTMENT OF Commissioner James May moved to appoint Dylan Gibson as the NEW BOARD new Board Secretary for the Land Bank of Blue Springs. Motion SECRETARY seconded by Commissioner Jim Fairbanks and the motion carried unanimously. APPROVAL OF Commissioner Jim Fairbanks moved to approve the Minutes of the MINUTES OF JUNE 6, June 6, 2017 meeting of the Land Bank of Blue Springs, Missouri. 2017 MEETING Motion seconded by Commissioner James May and the motion carried unanimously. REPORT OF LEGAL City Attorney and Legal Counsel for the Land Bank of Blue Springs, COUNSEL Jackie Sommer, presented the Board with a report and updates on the properties discussed during the June 6 meeting. EXECUTIVE SESSION Chairman Johnson gave the floor to City Attorney, Jackie Sommer, who read the Motion to Go into Closed Session. MOTION TO GO INTO At 10:07 a.m. Commissioner James May moved the Board go into EXECUTIVE SESSION an executive session to discuss the sale of real estate and AND ADJOURNMENT specifications for competitive bidding pursuant to Section 610.021(2) and (11) of the Revised Statutes of Missouri and the minutes, votes and records of such session remain closed and that the Board stand adjourned at the conclusion of the session. Main Street Blue Springs, MO 64015 816-220-4596 November 14, 2017 Request for Proposals The Land Bank of Blue Springs (“Land Bank”) is requesting proposals regarding the Selling, Leasing, and/or development of all Land Bank owned properties for sale. A list of Land Bank owned properties and information is available on the City’s Website. On your letterhead provide answers to the following questions: 1. A brief summary of your history and capabilities 2. Answers to the following questions: a. What uses for the Land Bank properties for sale does your firm envision? b. What is the time frame to begin work on marketing these properties? c. What types of development relationships between the Land Bank of Blue Springs and the developer do you envision being most beneficial? Additionally, please provide the following with your proposal: 1. A sample contract or sample listing agreement between your firm and the Land Bank of Blue Springs 2. Marketing Plan which must include following information: a. Target audience specific to each property for sale b. Sample signage that will be used on properties or to advertise properties c. Market analysis used to determine listing prices and fair market values for each property d. Commission, including how it would be split among agents e. Details specifying transaction management during the contract term f.
