CALL TO ORDER Chair May called the Land Bank meeting to order at 3:05 p.m. APPROVE BOARD Commissioner Sampson moved to approve the minutes of the MINUTES December 20, 2021 meeting of the Land Bank of Blue Springs. The Financial STATEMENTS Statements are attached to these Minutes and incorporated hereto. EXECUTIVE SESSION At 3:07 p.m., Commissioner Irey moved that the Land Bank go into closed session pursuant to Section 610.021, subparagraph (2), Revised Statutes of Missouri, for the purpose of privileged communications between a governmental body or its representative and legal counsel including real estate, and that any minutes, documents and other records discussed or taken during the closed session remain closed, and that this body stand adjourned at the completion of such session. Motion seconded by Commissioner Sampson and carried with the following votes: Sampson – Aye Fairbanks – ABSENT White-Baldridge – ABSENT Irey – Aye May – Aye ______________________________ ________________________ James May, Vice Chair Julia Porter, Board Secretary MEMORANDUM DATE: February 1, 2022 TO: Land Bank Board of Commissioners FROM: Christine Cates, Acting City Administrator; Jackie Sommer, City Attorney; Chris Sandie, Director of Public Works; Mike Mallon, Director of Community Development; and Julia Porter, Board Secretary SUBJECT: Vehicles and trailers parked on Land Bank Parcel 2013-28-36-940-15-01-01-0-00-000 Background: The City’s Codes Enforcement department received a citizen complaint in January 2022 concerning vehicles and trailers parked on the grass behind a house at 324 SE 2nd Street. Codes Enforcement staff went to the site and confirmed that there is currently a violation of the City’s code on property that is owned by the Land Bank. (2013-28-36- 940-15-01-01-0-00-000) The parcel in question runs along the backside of fifteen houses on SE 2nd Street between 110 SE 2nd Street and 324 SE 2nd Street. A creek runs through the length of the property. Upon visiting the site, staff observed many unauthorized items that had been placed on the Land Bank property, including other vehicles, sheds, trampolines, gardens, and other miscellaneous items. Per Section 407.010.E.4 of the City’s Code of Ordinances, off-street parking areas shall consist of five inches of concrete, six inches of asphalt, or three inches of asphalt combined with eight inches of aggregate base and subgrade base. In addition, all passenger cars shall be parked on paved driveways or parking areas relating to a garage or carport. All vehicles and items put on the property are trespassing and will need to be removed from the property in order to come into compliance. The neighboring property owners are currently maintaining the property up to the creek area. 1 Staff Recommendations: • Land Bank responds to City Code department’s notification that a violation is present on the subject property, as a result of the citizen complaint o Post “No Trespassing” signs on the Land Bank property o Send letter to neighboring property owners requesting for them to remove all items within 45 days from the Land Bank property o Determine next steps if items are not removed from the subject property 2
