MAY 16, 2022
A meeting of the Land Bank of Blue Springs, Missouri was held on Monday, May 16, 2022 at 3:00
p.m. with Chairman May presiding.

ATTENDANCE Jennifer Irey Kirk Sampson - Arrived at 3:03
Also present were Staff Liaisons Karen Van Winkle, Chris Sandie,
Jackie Sommer, Mike Mallon; Lance Dillenschneider, realtor and
Board Secretary Julia Porter.
CALL TO ORDER AND Chair May called the Land Bank meeting to order at 3:02 p.m. The
CONFIRMATION OF A Board Secretary confirmed a quorum of the Lank Bank was present.
QUORUM
APPROVE BOARD Commissioner White-Baldridge moved to approve the minutes of the
MINUTES April 26, 2022 Special Meeting of the Land Bank of Blue Springs.
Motion seconded by Commissioner Irey and carried with the following
votes:
Sampson - ABSENT Irey-Aye
White-Baldridge - Aye May-Aye
STATUS UPDATE ON Director of Public Works Chris Sandie gave the staff update for the
PARCEL 2013-28 City Code violation on Land Bank Parcel 2013-28-36-940-15-01-01-0-
00-000 which included the status of the Task Order through the City's
contract with Olsson to draft a preliminary plat to divide the property
into 15 separate parcels and join them with the neighboring properties.
LAND BANK CODE Board Secretary Julia Porter outlined the amendments to Section
AMENDMENT 120.570 of the Code of Ordinance of the City of Blue Springs relating
to the Land Bank.
ELECTION OF Chairman May open the floor for nominations for Chair, Vice Chair,
OFFICERS and Treasurer to serve a one year term ending May 2023.
Commissioner White-Baldridge nominated James May for the Chair
position. Commissioner May nominated Tracy White-Baldridge for the
Vice Chair position and Kirk Sampson for the Treasurer position.
Commissioner Irey moved to approve the slate of officers to serve
through May 2023 as follows:
• James May as Chair
• Tracy White-Baldridge as Vice Chair
• Kirk Sampson as Treasurer
The motion was seconded by Commissioner Sampson and carried
with the following votes:

EXECUTIVE SESSION At 3:09 p.m ., Commissioner White-Baldridge moved that the Land
Bank go into closed session pursuant to Section 610.021,
subparagraph (2), Revised Statutes of Missouri , for the purpose of
privileged communications between a governmental body or its
representative and legal counsel including real estate, and that any
minutes, documents and other records discussed or taken during the
closed session remain closed , and that this body stand adjourned at
the completion of such session. Motion seconded by Commissioner
Irey and carried with the following votes:

APRIL 26, 2022
A special meeting of the Land Bank of Blue Springs, Missouri was held on Tuesday, April 26,
2022 at 3:00 p.m. with Chairman May presiding.
CONFIRMATION OF A James May, Chair Kirk Sampson – ABSENT

Also present were Staff Liaisons Christine Cates, Jackie Sommer,
Chris Sandie, Karen Van Winkle, Mike Mallon, and Board Secretary
Julia Porter.
CALL TO ORDER Chairman May called the Land Bank meeting to order at 3:02 p.m.
APPROVE BOARD Commissioner Irey moved to approve the minutes of the April 18,
MINUTES 2022 meeting of the Land Bank of Blue Springs. Motion seconded
by Commissioner White-Baldridge and carried with the following
votes:

REMOVE DEADLINE TO Commissioner White-Baldridge moved to remove the deadline to
REMOVE ITEMS FROM remove items from Parcel 2013-28-36-940-15-01-01-0-00-000.

REIMBURSE CITY FOR A Commissioner White-Baldridge moved to reimburse the City of Blue
SURVEY TO DIVIDE 2013- Springs for a survey to divide Parcel 2013-28-36-940-15-01-01-0-
28 INTO 15 PARCELS 00-000 into 15 parcels lining up with the adjoining properties and
related expenses. Motion seconded by Commissioner Irey and
carried with the following votes:

DISCUSSION – Chairman May discussed the process for transferring the parcels
TRANSFER PROPERTIES from the division of Parcel 2013-28 to the neighboring property
FROM DIVISION OF 2013- owners. City Attorney Jackie Sommer informed the Board that a
28 TO NEIGHBORING preliminary plat would be drawn up and sent to each of the

neighboring property owners to accept or reject and responded to
questions from the Commissioners and the residents. Ms. Sommer
reiterated to the Board that all of the parcels from dividing 2013-28-
36-940-15-01-01-0-00-000 will need to be claimed to avoid land
locking any properties.

ADJOURNMENT There being no further business, Commissioner Irey moved to
adjourn the meeting. Motion seconded by Commissioner White-
Baldridge and carried with the following votes:

LAND BANK AGENCY
Article IX Land Bank Agency
Section 120.570 Governing Board.
A. Composition. The Land Bank Agency shall be composed of a Board of Commissioners which shall
consist of five (5) members. All members shall be residents of Blue Springs, with the exception of
appointments from community partner agencies, which shall be current employees or members of the
organization. , all of whom shall be residents of the City. One (1) Commissioner shall be appointed by
Jackson County, One (1) Commissioner shall be appointed by the school district that is wholly or
partially located within the City and Jackson County and then has the largest population according to
the last preceding Federal decennial census, and the three (3) remaining Commissioners shall be
appointed by the Mayor pursuant to Section 4.4(C) of the City Charter. The initial term of the
Commissioner appointed by Jackson County shall be one (1) year, and thereafter each appointment by
the County shall be for a period of four (4) years. The initial term of the Commissioner appointed by the
school district shall be two (2) years, and thereafter each appointment by the school district shall be for
a period of four (4) years. The initial terms of the three (3) Commissioners appointed by the Mayor,
shall be staggered, for one (1), two (2) or three (3) years, and thereafter four-year terms. The purpose
of such staggering of the initial terms is to provide ongoing continuity, with a majority of the Board of
Commissioners remaining in office at any one time. Subsequent to the initial term of office of the
Commissioners, Eeach term shall be for four (4) years. Commissioners shall serve at the pleasure of
each Commissioner's appointing authority, and no cause need be stated for the removal of a
Commissioner. Commissioners shall serve without compensation. Any vacancy shall be filled by the
same appointing authority that made the original appointment. Commissioners of the first Board of a
Land Bank Agency shall be appointed within sixty (60) days after the effective date of the ordinance
establishing the Land Bank Agency. If any appointing authority fails to make any appointment within the
time the first appointments are required, or within sixty (60) days after any term expires, then the
appointment shall be made by the Mayor. Except as otherwise provided in Subsection 2 of Section
141.720, RSMo., the City or school district, as an appointing authority for this Land Bank Agency, shall
not be an appointing authority under Section 141.720, RSMo., for the Land Trust of Jackson County
(Land Trust) upon completion of all transfers to the Land Bank Agency from the Land Trust, or one (1)
year after the effective date of the ordinance establishing the Land Bank Agency, whichever shall first
occur.
B. Eligibility To Serve As Commissioner. Notwithstanding any law to the contrary, any public officer shall
be eligible to serve as a Board Commissioner, and the acceptance of the appointment shall neither
terminate nor impair such public office. For purposes of this Section, "public officer" shall mean a
person who is elected to a political subdivision office. Any political subdivision employee shall be
eligible to serve as a Board Commissioner. All Commissioners shall be at the time of appointment and
remain throughout their term residents of the City and shall resign their appointment effective
immediately upon the loss of residency.
