Julia Porter Board Secretary  CITY OF BLUE SPRINGS, MISSOURI MINUTES OF LAND BANK MEETING MARCH 20, 2023 A meeting of the Land Bank of Blue Springs, Missouri was held on Monday, March 20, 2023 at 3:00 p.m. with Chairman May presiding. COMMISSIONERS IN James May, Chair Tracy White-Baldridge - ABSENT ATTENDANCE Jennifer Irey Kirk Sampson Rodney Hill Also present were Staff Liaisons Mike Ekey, Christine Cates, Sarah Carnes, Mike Mallon, Cara Elbert, Karen Van Winkle, and Board Secretary Julia Porter. CALL TO ORDER AND Chair May called the Land Bank meeting to order at 3:00 p.m. The CONFIRMATION OF A Board Secretary confirmed a quorum of the Lank Bank was present. QUORUM APPROVE BOARD Commissioner Sampson moved to approve the minutes of the MINUTES February 21, 2023 Meeting of the Land Bank of Blue Springs. Motion seconded by Commissioner Hill and carried with the following votes: Sampson – Aye Irey – Aye White-Baldridge – ABSENT Hill – Aye May – Aye STATUS UPDATE ON Director of Community Development Mike Mallon gave the staff update PARCEL 2013-28 on the replat of Land Bank Parcel 2013-28-36-940-15-01-01-0-00-000. CONVEYANCE PLAT Commissioner Irey moved to approve new conveyance plat to create FOR 2013-28 TO creek area for the creek area for Blue Springs Reserve on Parcel 2013- CREATE NEW TRACT 28-36-940-15-01-01-0-00-000. Motion seconded by Commissioner Hill FOR CREEK AREA and carried with the following votes: Sampson – Aye Irey – Aye White-Baldridge – ABSENT Hill – Aye May – Aye CONVEY PARCEL 2013- Commissioner Irey moved to convey Parcel 2013-25-36-910-09-48-01- 25 TO CITY OF BLUE 1-00-000 to the City of Blue Springs. Motion seconded by SPRINGS Commissioner Hill and carried with the following votes: Sampson – Aye Irey – Aye White-Baldridge – ABSENT Hill – Aye May – Aye BID RESULTS - FARM Board Secretary Julia Porter presented the results of the bid for a Farm LEASE ON 2017-03, Lease on Parcels 2017-03-41-700-03-03-00-0-00-000, 2017-04-54- 2017-04, & NE PART OF 100-02-03-00-0-00-000, and NE portion of 2017-05-B-54-200-01-08- 2017-05-B 01-0-00-000. Hackley 03, 2017-04, & NE PART Farms on Parcels 2017-03-41-700-03-03-00-0-00-000, 2017-04-54- OF 2017-05-B 100-02-03-00-0-00-000, and NE portion of 2017-05-B-54-200-01-08- 01-0-00-000. Motion seconded by Commissioner Hill and carried with the following votes: Sampson – Aye Irey – Aye White-Baldridge – ABSENT Hill – Aye May – Aye INFO ONLY – FARM Board Secretary Julia Porter informed the Board that an invitation to LEASE BID ON SW bid for a farm lease on SW portion of Parcel 2017-05-B-54-200-01-08- PART OF 2017-05-B & 01-0-00-000 and Parcel 2017-06-54-200-04-10-00-0-00-000 was 2017-06 published on March 16, 2023. All bids must be submitted by March 30, 2023 and the farm lease will be awarded at the Land Bank meeting on April 17, 2023. INFO ONLY – ACCESS Board Secretary Julia Porter informed the Board of a request from a TO PARCELS 2017-03, citizen for access to Parcels 2017-03-41-700-03-03-00-0-00-000, 2017-04, 2017-05-B, & 2017-04-54-100-02-03-00-0-00-000, 2017-05-B-54-200-01-08-01-0- 2017-06 00-000 and Parcel 2017-06-54-200-04-10-00-0-00-000 for shed hunting. VISITORS David Harris introduced himself to the Board and expressed interest in purchasing Land Bank owned property. ADJOURNMENT There being no further business, Commissioner Irey moved to adjourn the meeting.
