MINUTES OF MEETING
April 13, 2022
A meeting of the Main Center Redevelopment Corporation Board of Directors was held on
Wednesday, April 13, 2022 at 1:30 p.m. in at Blue Springs City Hall with Chairman Snyder
presiding.

CALL TO ORDER AND Chairman Snyder called the meeting to order at 1:30 p.m. and confirmed
CONFIRMATION OF a quorum of the Board was present.
QUORUM
APPROVAL OF Board Member Jen Hauschild moved to approve the Minutes of the April
MINUTES 11, 2019 and October 22, 2019 Main Center Redevelopment Corporation
meetings. Motion seconded by Board Member Vickie Jacks and carried
unanimously.
PRESENTATION OF Acting City Administrator Christine Cates presented information on the
APPLICATION FROM tax abatement application from Loving Cup, LLC d/b/a Scooter’s Coffee
LOVING CUP, LLC to make improvements to 210 NW 11th Street to house Loving Cup’s
corporate offices with a budget of $660,000. Applicants Melanie Graeve,
Jacob Burnett and Mackenzie Burnett shared further details of the project
and responded to questions from the Board.
APPROVAL OF Board Member Jen Hauschild moved to recommend approval of a Level
LOVING CUP, LLC B tax abatement (10 year 100% +15 year 50%) for Loving Cup, LLC d/b/a
TAX ABATEMENT Scooter’s Coffee to make improvements to 210 NW 11th Street to house
APPLICATION Loving Cup’s corporate offices and authorize the Chair to execute the
Abatement Agreement at the appropriate time. Motion seconded by
Board Member Lyle Shaver and carried unanimously. The project will be
presented to the City Council for consideration at the May 16, 2022
meeting.
PRESENTATION OF Acting City Administrator Christine Cates presented information on the
APPLICATION FROM tax abatement application from Dwellings by Design to construct five 8-
DWELLINGS BY plex apartment buildings at 110 and 106 9th Street with a budget of
DESIGN $4,355,000. Applicant John Broker reviewed additional details of the
project and responded to questions from the Board. The project would
require rezoning.
Board Member Jack requested an analysis of tax flow, including
projected income and an analysis of the anticipated rent. Attorney
Granath advised the information requested is not required for the level of
abatement requested and if produced would be public record.
APPROVAL OF Board Member Hauschild moved to recommend approval of a Level A
DWELLINGS BY tax abatement (10 year 100% + 15 years 75%) for Dwellings by Design
DESIGN TAX to in order to construct five 8-plex apartment buildings at 110 and 106 9th
ABATEMENT Street and authorize the Chair to execute the Abatement Agreement at

After Board discussion, Board Member Hauschild withdrew her motion.
MOTION TO Board Member Hauschild moved to continue the consideration of the
