Minutes of a Regular Parks & Recreation Commission Meeting December 6, 2016 A regular meeting of the Blue Springs Parks Commission was held on Tuesday, December 6, 2016 at the Fieldhouse. Staff: Carol Reed Maureen Johnson – Present City Council Liaison: Dale Carter Brandon Jackley – Present Michelle Brown – Present A motion was made and seconded to accept the Consent Agenda; it passed unanimously. Visitors/Correspondence: None Program/Activity Spotlight: Marty Bears discussed Vesper Hall day trips. She reviewed trips taken this year, casino trips being especially popular. She also distributed a flyer outlining trips coming up January through March. OATS provides 11 passenger buses for most trips, 10 participants and a host. Staff calls those who are frequent participants to let them know about upcoming trips. Finances: Dennis Dovel said year-end figures have not been received. He reviewed the November financial report. Staff Reports: Staff reviewed their reports. Justin Stuart reviewed current programs and leagues. He said the Winter Activity Guide will be in the mail to households in Blue Springs between Christmas and New Year. Activities and programs in December include Brunch with Santa, Natural Wreath Making, and Winter Wiz Kids day camp. Rentals are picking up and there is one tournament this month, with more after the first of the year. Randy Cooper said staff is working on the addition of a wall at the Fieldhouse in the commons seating area. Staff is also involved in the many special events held throughout the City, including the Mayor’s Christmas Tree and construction of all the lighting displays. Staff has demolished a house east of City Hall, and is working at Hidden Valley on renovation of Fields 7, 8, and 9. Steve Willman said staff is reviewing all fees and charges and will bring any proposed changes to the budget committee on February 7th. The Community garden season ended November 8th and staff is completing the final clean up. Registration for the 2017 season will begin in January. 1 Steve reported on a survey taken at the recycling center. Of the 322 visitors surveyed, 80% lived in Blue Springs. A total of 10 different communities were represented in the survey. Dennis Dovel said investors have purchased Club 7 and will re-open in January. Parks and Recreation Commission Chairman’s Report: The Chairman thanked the subcommittee for their work on the ballot initiative. City Council Liaison Report: None Old Business: Dennis thanked the subcommittee for their work. He reviewed the history of the proposal and park funding in Blue Springs and presented the funding measure proposal. After discussion, Dena Duhon moved to accept the plan as presented. Keith Hannaman seconded the motion, which was unanimously approved. The subcommittee will meet Thursday, December 8th to review the final plan as it will be presented to City Council.
