Minutes of the Parks Sales Tax Committee Meeting March 22, 2018 In Attendance were Keith Hannaman, Brandon Jackley, Dena Duhon, Justin Stuart, Assistant Director of Parks and Recreation and Dennis Dovel, Director of Parks and Recreation. Dena Duhon called the meeting to order. No Visitors Minutes – November 2017 minutes were approved. Brandon made motion to accept, Keith second and approved 3-0. Adams Pointe Golf Club update was provided by Director Dovel. The bunker project is progressing slowly with the weather not cooperating. The contractor is about 2 weeks behind schedule. They have completed the back nine holes and are working on the front nine. Trees still have trimming and stumps need to be removed. Tennis Court Update for Blue Springs Park and Pink Hill Park – Director Dovel stated work has begun on both locations and concrete should be poured soon. Currently the surface has been removed, fence removed and leveling of the surface has begun. Playground Update – Director Dovel stated the Rotary Park Playground is under construction. The weather and kids playing on the equipment are the biggest issues the contactor is having. Ward Park Playground will begin shortly after the Rotary Park Playground is completed. Page 2 Old Mill Park Playground – Representatives from Confluence were present to review the Park Concept Designs for Burrus Old Mill Park and Young Park. Terry Berkbuegler, Hank Moyers and Caitlin Henricksen. They led the following discussion: 1. Site Analysis Review Hank provided a brief overview of the analysis & inventory of each park. Wilbur Young Park i. Improvements to entry drive/visibility ii. Opportunity for tennis court improvements iii. Improve circulation space around existing playground at softball fields iv. Disconnected walkways throughout park v. Connectivity from west parking to ball fields, etc. Old Mill Park i. Passive park with large, well established trees and open space. ii. Some hidden amenities - such as practice baseball field and basketball courts iii. Full loop trails exist iv. Opportunity to improve vehicular flow v. Potential loop drive connection 2. Concept Review Caitlin reviewed design concepts for each park Wilbur Young Park – Committee Input i. Some concern about an entrance off Route AA. Traffic speeds are relatively high and would likely require a traffic signal. ii. Having an entrance off Route AA would probably increase the use of the south parking lot (not current fully utilized) iii. The idea of having a separate park entry off of Route AA would be a nice improvement to make it “the park entrance” rather than appear to be an extension of the school. iv. Would need to communicate with disc golfers relative to any Page 3  course modifications associated with future park entry to ensure safety and appropriate distances between tees. v. Consensus to leave the future potential drive connection to Route AA in the overall park plan. vi. Overall preference for Option 2 (without separate championship court). Old Mill Park – Committee Input i. How does this accommodate larger vehicles/buses bringing kids from daycare? They can double park on roadside parallel parking. This one-way circulation route alleviates current issues with traffic jams at field/game changeover. ii. Option 2 expands the parking along the loop drive (angled parking) in addition to parallel parking. This would provide more total parking than Option 1. Additionally, parking could be phases in as funds allow. iii. Moving basketball court into center of loop road provides more separation from adjacent neighborhood (noise). Also by clustering uses inside loop, these elements have a safer user experience. Provides more open space outside the loop drive as well. iv. The City plans to remove or renovate the existing restroom facility to install a potential prefabricated unit with family restrooms/changing rooms. v. Overall preference for Option 2. vi. The priority is to install the splash pad, re-do playground, then connect the existing drive with the full loop road. By doing so, other elements such as restroom replacement, shelters, volleyball court improvements, etc. may be delayed a year. This phasing will ultimately be based on costs and brought back to committee for approval. Feel confident that we can achieve the playground splash pad and loop road with available funding now. Committee agrees these are the three primary items that need to be achieved now for public benefit. Provide Park Commission the opportunity to review April 3.
