Minutes of a Regular Parks & Recreation Commission Meeting September 1, 2020 A regular meeting of the Blue Springs Parks Commission was held on Tuesday, September 1, 2020 at the Fieldhouse. The Chairman called the meeting to order. George Deibert -- Present Parks Dept. Staff: Dennis Dovel Kathy Richardson – Present Parks Dept. Staff: Justin Stuart Keith Hannaman -- Present Parks Dept. Staff: Mary Herrington Maureen Johnson – Present Parks Dept. Staff: Randy Cooper Megan Johnson – Present Parks Dept. Staff: Jayla Coleman Dena Duhon – Present City Council Liaison: Galen Ericson -- Present Richard Mitchem – Present Gabriel Mejia – Present Ken Horrell - Present A motion was made by Dena Duhon and seconded by George Deibert to accept the Consent Agenda. It passed unanimously. Visitors/Correspondence: New park commissioners, Gabriel Mejia and Ken Horrell, introduced themselves to staff and their fellow commissioners. Program/Activity Spotlight: None Finances: Financials were reviewed by Dennis. Staff Reports: Staff reviewed their reports. Parks and Recreation Commission Chairman’s Report: Keith Hannaman presented that CBDG needs a park commissioner to attend meetings for the next year. Meetings are held 3 times a year to discuss the neighborhood block grant that is issued by the government. Richard Mitchem volunteered to be on staff. City Council Liaison Report: None Old Business: Dennis reviewed updates regarding the Park Sales Tax. The park site studies for Roscoe Righter Park and Southwest Park have wrapped up. The final presentation to Park Commission and City Council will occur on September 21st at the Council meeting. Dennis then discussed the renewal of the Park Sales Tax. In order to get a continuation of the current Sales Tax that is in place, we would need to get the extension in place by April 2022. A sub-committee of three park commissioners is needed to get the process started. Dena Duhon will be chairperson and Ken Horrell and Megan Johnson will be committee members. A date of the initial planning meeting is yet to be determined. New Business: Dennis reviewed how the presentation for the aquatics study went. There were an estimated 70 participants who saw the presentation either in person at Fieldhouse or watched the presentation online. Commission members provided feedback on the designs and Dennis will take their suggestions to the architects. After a shortened season, The Burrus Old Mill Park Splash Pad with close Monday September 7th, Labor Day, for the summer.
