Minutes of a Regular Parks & Recreation Commission Meeting August 2, 2022 A regular meeting of the Blue Springs Parks Commission was held on Tuesday, August 2, 2022, at the Fieldhouse. The Chairman called the meeting to order. Jon Burke -- Present Parks Dept. Staff: Dennis Dovel Keith Hannaman -- Present Parks Dept. Staff: Derek Mayden Gabriel Mejia – Absent Parks Dept. Staff: Mary Herrington Ken Horrell – Present Parks Dept. Staff: Matt Asikainen Nick Brummel – Present Parks Dept. Staff: Jayla Coleman Tony Lopez – Present City Council Liaison: Susan Culpepper –Present Almitra Buzan - Absent A motion was made by Ken Horrell and seconded by Nick Brummel to accept the Consent Agenda. It passed unanimously. Visitors/Correspondence: None Program/Activity Spotlight: Derek presented on Right-of-Way Improvements. The some of the area responsibilities of parks maintenance staff is Adams Dairy Parkway Roanoke Dr. to Wyatt Rd, South 7 Highway, and Woods Chapel extension and roundabout. At Adams Dairy Parkway both sides of the road and medians are maintained. At Woods Chapel extension and roundabout is mowed from I-70 South to the Roundabout. Derek then highlighted some of the maintenance that has occurred and some coming this fall. Preventative herbicide and chemical treatments occur every 60-90 days. The goal is to improve an area monthly with all hands-on deck to help. This fall some tree planting with occur along with some renovations to the art piece at 7 Highway and I-70. Finances: None. Staff Reports: Staff reviewed their reports. Parks and Recreation Commission Chairman’s Report: Keith informed the commission that he has been named Citizen of the Year by the Truman Heart Foundation part of the Heartland Community. There will be a celebration ceremony in the coming weeks. Dennis explained that staff is very fortunate to have Keith a part of the park commission. He has greatly contributed to the community. City Council Liaison Report: None Old Business: Dennis presented an update on Park Sales Tax. The new restroom buildings for Blue Springs Park and Wilbur Young Park are in production. Olsson is working on the foundation design and utilities. Once we receive the document, we will send out for bids on the work. The buildings are still on target to be installed in early 2023. The Aquatic Center continues to move towards establishing the guaranteed Maximum Price. Currently the bid documents have been provided to McCown Gordon Construction from SFS Architecture. Staff will be meeting with the design team in late August/early September to review bids and set the GMP for City Council approval. Currently, staff is working with McCown Gordon and SFS Architecture on setting a Groundbreaking Ceremony. Dennis then discussed an update on the Park Sales Tax Projects for 2023. The projects for next year are a smaller list due to the construction of the Aquatic Center. A few projects slated for next year are Adams Dairy Parkway Trail Segment Renovation, BMX Fence Replacement, Hidden Valley Football/Baseball Parking Lot Renovations, and Blue Springs Aquatic Center Ninja Cross Course. We will also be looking at ways to begin the process of planning for Southwest Park and the construction of that facility. New Business: None Miscellaneous: September Park Commission meeting is moved to September 13th due to the Labor Day holiday. 1 As there was no further business, a motion for adjournment was made by Tony Lopez and seconded by Ken Horrell. 2
