Minutes of a Regular Parks & Recreation Commission Meeting January 3, 2023 A regular meeting of the Blue Springs Parks Commission was held on Tuesday, January 3, 2023, at the Fieldhouse. The Chairman called the meeting to order. Jon Burke -- Present Parks Dept. Staff: Dennis Dovel Keith Hannaman -- Absent Parks Dept. Staff: Justin Stuart Gabriel Mejia – Present Parks Dept. Staff: Griffin Fellows Almitra Buzan – Present City Council Liaison: Susan Culpepper –Absent Debbie Canfield – Present A motion was made by Nick Brummel and seconded by Ken Horrell to accept the Consent Agenda. It passed unanimously. Visitors/Correspondence: None Program/Activity Spotlight: Griffin Fellows presented on Fieldhouse Pickleball Frenzy Tournament. Total enrollment for this event was 74 participants and seven divisions. A new sponsor JustPaddles.com was a great addition. Looking ahead for new additions this event is to change to a shift tournament format-multiday. Also, to adjust registration pricing. Fall of 2022 was the first season of Fall Adult Pickleball League . There were 22 teams in the summer league and 20 teams in the fall. Spring 2023 we are introducing a pickleball clinic geared specifically to guests who have never played pickleball before and interested in learning about the activity. The January session is already full. Finances: None. Staff Reports: Staff reviewed their reports. Parks and Recreation Commission Chairman’s Report: None City Council Liaison Report: None Old Business: Dennis presented an update on Park Sales Tax. At Adams Pointe Golf Club the Irrigation Pump Replacemnt contract has been approved and the parts are ordered. Also, for the Door Replacement staff is evaluating vendors and procuring pricing currently. At Pink Hill Park the BMX Fence Replacement is to be removed and replaced with new fencing. This project was completed at the end of November 2022. At Hidden Valley Park the Baseball/Football Parking Lot Overlay is scheduled to have new concrete curbs installed and the surface overlayed. This project was completed in late November 2022. Dennis then presented an update on the Aquatic Center. The Blue Surf Bay Waterpark construction is going well with the parking lot being taken out and seeing dirt work being laid. Construction of the aquatic center began in mid- November and continues to move forward. Much of the work has been limited to clearing the site, grading, pier installation and footings and foundation work. A look ahead over the next month will be to continue pier installation, footings, and foundations in preparation for the pre-cast panels to be installed in early March. New Business: Dennis provided an update on the submission of the Gold Medal Award. This award honors public park and recreation agencies and state park systems throughout the United States and armed forces recreation programs world wide that demonstrate excellence in long-range planning, resource management and innovative approaches to delivering superb par and recreation services with fiscally sound business practices. Staff has been working over the last two months on our submission. The deadline for submitting the required information is March 1 3, 2023. It is our intent to complete the responses by the end of January for review by others within the city to assist us in submitting the best information possible. Miscellaneous: Park cameras are up and operational at Old Mill Park, Wilbur Young Park, Rotary Park, and Woods Chapel Park. Phase 2 will add cameras at more parks such as Pink Hill Park, Hidden Valley Park, and Keystone Park. Park Commissioner Ken Horrell handed out discussion packets for how park commissioners can become more involved in the Blue Springs Parks System. As there was no further business, a motion for adjournment was made by Tony Lopez and seconded by Nick Brummel. 2
