Minutes of a Regular Parks & Recreation Commission Meeting April 2, 2024 A regular meeting of the Blue Springs Parks Commission was held on Tuesday, April 2, 2024, at the Fieldhouse. The Chairman called the meeting to order. Jon Burke -- Present Parks Dept. Staff: Justin Stuart Keith Hannaman -- Present Parks Dept. Staff: Derek Mayden Gabriel Mejia – Present Parks Dept. Staff: Mary Herrington Ken Horrell – Absent Parks Dept. Staff: Matt Asikainen Nick Brummel – Present Parks Dept. Staff: Jayla Coleman Tony Lopez – Present City Council Liaison: Ron Fowler –Present Almitra Buzan – Absent Debbie Canfield – Present Tara Johnson – Present A motion was made by Tony Lopez and seconded by Jon Burke to accept the Consent Agenda. It passed unanimously. Visitors/Correspondence: None Program/Activity Spotlight: Justin Stuart presented on the Temporary Art Exhibit. The theme this year is “Seasons.” There are 4 pieces located along the southern end of Adams Dairy Parkway. The art piece names are Wings by Hilde, Family Tree by Deveren, Everlasting by Tim, and First Light by Jonathan. These pieces will remain for one year. If we do not purchase the art piece, then the artist will pick up their piece to take home or move to the next exhibit. There will be a reception held sometime in June to celebrate the exhibit. Finances: Presented at meeting. Justin reviewed them. Staff Reports: Staff reviewed their reports. Parks and Recreation Commission Chairman’s Report: Keith Hannaman presented that he will be in attendance of Security Conferences on admissions and drones. City Council Liaison Report: Councilmember Fowler presented that Mayor Ross last meeting with the city is April 15th and then his retirement party will follow. Old Business: Justin presented an update on Aquatics. He reviewed a few photos of different parts of the aquatics area to show progress. Some of those pictures included plaster walls, water, surf simulator, concessions, cabanas, lobby, and front desk. Justin then reviewed membership numbers from 2023-24. Summer passes are now on sale for in-service area residence. Staff is planning a tour of aquatics for the park commission sometime in May. New Business: Justin presented on Fees and Charges. Department staff has worked to review each of our various programs/services fees and charges that Parks and Recreation Department offers. The goal is to have the review completed and approval by the Park Commission as part of the 2024-25 budget process. It then can be presented to the Finance Department and the City Administration for approval so that fees and revenue can be used in this year’s budget process. Most Fee changes will take effect October 1st, 2024 for budgeting purposes. A motion was made to approve Fees and Charges to present to Finance Department by Jon Burke and seconded by Nick Brummel. It passed unanimously. Miscellaneous: Fieldhouse will have some upcoming morning closures to allow for parking lot repaving. The facility will be closed May 23rd in preparation for the Grand Opening of Blue Surf Bay Waterpark. As there was no further business, a motion for adjournment was made by Nick Brummel and seconded by Tony Lopez. 1
