CALL TO ORDER Chairman Travis Graham called the meeting to order at 6:30 p.m. with a

STAFF REPORT Nathan Jurey, Associate Planner, stated that before the Planning Commission
is a request to vacate a 15-foot sanitary sewer easement that is located across
lots 2 and 3. The vacation doesn’t impact anyone in general except the lot in
question and the only entity that can use it is the City, which the City is in
agreement with the vacation. The second request is for the Final Plat for the
“Amended Oaks at Woods Chapel 2nd Plat.” The applicant is replatting a
portion of lots 2 and 3 to amend the boundary of the lots to enlarge lot 3 and
reduce lot 2 and also to include a few easements in the plat that were
additionally required. Before the staff report was completed the applicant had
not provided the required water quality and BMP easement which is
condition number three (3). The applicant has since provided the easement
on a submitted revised plat, thus the Commission can strike condition number
three (3) from the seven (7) conditions in the staff report. Mr. Jurey stated
that the financial guarantee has to be submitted before the Final Plat can be
approved by the City Council.

STAFF
RECOMMENDATIONS 1. Approval by the Planning Commission is based on the representations
of any drawings presented as part of this application and does not waive
any requirement or development standard contained in the UDC nor
any condition required by the Planning Commission as part of this
approval.
2. Prior to Final Plat approval, the required public improvements must be
installed and/or financially guaranteed. A five-foot sidewalk is required
along NW South Outer Road and NW 36th Street, which must have an
ADA Sidewalk Plan submitted with construction plans to ensure
compliance with ADA provisions. A right turn lane is required at the
right in / right out Drive 2 along NW Woods Chapel Road on Lot 3,
which must be installed prior to release of occupancy. Public
stormwater improvements are also required by Public Works.

3. Prior to Final Plat approval by City Council, the water quality BMP
easements must be shown on the Final Plat as required by Public
Works.
4. Prior to building permit issuance, a “Development and Maintenance
Agreement” must be executed outlining construction and maintenance
responsibilities for on-site stormwater quality best management
practices.
5. Prior to building permit issuance, a Missouri Department of Natural
Resources Land Disturbance Permit along with the associated storm
water pollution prevention plan (SWPPP) is required to ensure
maintenance, inspections, and flexibility for erosion control and
stormwater quality on the project during construction. Prior to building
permit issuance, a stormwater management plan (SWMP) prepared by
a professional engineer registered in the State of Missouri that
addresses stormwater quality requirements must be submitted for each
lot as it develops. Following construction, a final survey of stormwater
quality best management practices (BMP’s) is required to verify that
the as-built constructed features match storm drainage plan
requirements.
6. If warranted by a future traffic study, the City reserves the right to
require future development to alter and/or remove the access drive
along NW South Outer Road to ensure safe and efficient traffic
conditions.
7. Prior to building permit issuance, the Final Plat must be approved and
recorded with Jackson County and returned to the City of Blue Springs.
OTHER BUSINESS Commissioner Mitchell Peil spoke on a workshop that he, Commissioner
Ginger Duhon and Jim Holley, Assistant Director, Community Development,
attended on “Complete Streets” hosted by MARC. The study consisted of a
group given a block that they would demolish, and as Planning
Commissioners or as part of City Staff what they wanted to see in a particular
block and how were they going to align it to make it a complete street. The
definition of a Complete Street is, “A public right-of-way that is planned
designed operated and maintained with the consideration of the needs and
safety of anybody who uses all of the public qualities, handicap, bicycles, any
type of transportation or walking.” Commissioner Peil stated that their group
demolished an entire block and built retail on the front part of the block and
then above retail were apartments. There was also parking for the apartments
and the retail in the back with access to either or. Bike lanes were added along
with safety pedestrian crosswalks, and pedestrian refuge islands.
Commissioner Peil stated that part of the Complete Street Plan is a
roundabout instead of having a signal stop. It saves energy, it’s safer because
you have full access as to who’s in the circle and whether you have time once
you enter the roundabout when you have time to get off. Another safe design
is a “Road Diet,” where it takes a four lane road and turns it into three lanes.
Commissioner Peil brought some booklets that he is willing to share with the
Planning Commission. All the books are also available through MARC.

Commissioner Peil stated that you gain a lot of knowledge and encouraged
all the Planning Commissioners to attend the workshops.
Chairman Graham informed the Commission that the City Attorney, Nancy
Yendes, is retiring and this was her last meeting with the Commission.
Chairman Graham invited the Commission to a reception that will take place
for Nancy on Tuesday, November 29, 2016, 3:30 p.m. City Hall East Conf.
Room.
The next Planning Commission meeting is scheduled for Monday, December
12, 2016, which will be held in the Howard L. Brown Public Safety Building
located at 1100 SW Smith Street at 6:30 p.m.
The Wednesday, December 28, 2016 meeting has been canceled.
MEETING ADJOURN With no further discussion, a motion was made by Commissioner Mitchell
Peil, to adjourn at 6:48 p.m. Seconded by Commissioner Lynn Banks.
