Minutes of the Meeting
Fieldhouse Conference Room
Wednesday, March 14, 2018
3:30 to 5:00PM
Attending: Ramon Magee, Larry Randall, Greta Hoener, Barbara Landes, Kathe White, Eleanor Frasier,
Justin Stuart, Danya Turkmani, Jerry Kaylor. Absent: Jeff Carpenter. Guests: David Watson, Cindy
Miller, Pam Buck
Call to Order. Eleanor called the meeting to order at 3:30PM. She introduced Danya Turkmani, new
City Communications Manager who spoke briefly about her background and plans in the position.
Minutes. The minutes were approved as emailed. Motion to approve by Kathe; seconded by Barbara.
Justin explained how official minutes would need to be posted in the future. It was decided that Eleanor
would continue to send minutes to PAC and Justin would submit official minutes.
Updates/Information
Grant Information. Eleanor reported that the MACAA grant for $750 was approved. We are uncertain if
the State Farm grant will be available but Justin will continue to check to see if it comes in. Hallmark
Foundation check should arrive in April.
Maintenance of Public Art Documents. Kathe reported the progress made in this project and that we are
continuing to add information to the file.
Status of “Public Art in Blue Springs”. Eleanor provided an update on what is needed and asked Danya
for her assistance in completing the booklet. Danya explained that we will need to submit our request to
her as priorities will determine when she can work on it. Since this is the basis of the MACAA grant, this
may be a problem of completing it on time for grant requirements.
“The Ultimate Truth. Eleanor gave update on status of donations; we need nine more donors to meet the
goal of $5000. Larry will arrange with committee members to work on this plan to determine which art
needs immediate care, some of which may need washing and others more professional maintenance. A
list of priorities and methods will be developed.
Contracts with Metalabs. Justin reported that he, Eleanor and Ramon met with Meg Zahner to review the
contracts for art maintenance. When we arranged for restoration of “BlueSprings.Net”, the contract
included that we would have them inspect and clean the sculpture for two years. After this time, we will
need to approve a new contract for inspection, care and maintenance. An annual contract for care and
maintenance of “BattleCross” and “Restless Recovery” will be forthcoming to Justin and will be paid for
with funds from Veterans Way Memorial account.
“Capricious” 2018 Temporary Public Art Exhibit
Aritist Schedules and Plans for Installation and Videography. Justin provided a schedule of dates and
time for artists to arrive. David will video during installations and interviewing. Justin said he asked the
artists to first meet us at the north entry to Napoleon Dr and then we will move up the trail to the site. A
map showing sites was provided by Randy. Justin reported the bases are all in place and that Parks would
be available to help place the art.

Artist Statements, Photos and Signatures. All artists have submitted statements and photos and we have
two signatures. We will collect the remaining signatures when the artists arrive.

Where to Have Dedication. Justin said he had been trying to find out who owns the building where the
Stewart Title is located and that we wanted to use for Dedication. Jerry will check to find out who is the
owner and report this to Justin.
Possible Dates for Dedication. We decided a tentative date of Thursday, June 21 at 5:30pm, subject to
availability of the Mayor and the approval for the Dedication site
Plans for Brochure, Invitations. Speakers. Danya will be responsible for the brochure but we need to
meet with her to determine what is involved and arrange for allocation of time. Also, we will ask if any
of the artists plan to attend (if not, they will be asked to provide a statement to be read at the event). We
would like to have the brochure printed and the DVD completed to give to BSSD teachers and students
in early May in order to encourage school field trips or personal visits to the sculpture walk.
Dedication Refreshments. Kathe, Barbara and Greta will plan the reception to be sponsored by Parks.
Public Art Funding. Ramon said this subcommittee is in place and will be working to determine various
issues regarding the public art program. They will be suggesting a one, three and five year strategic plan
to accomplish objectives. He asked Justin for meeting space in the Fieldhouse for subcommittee
meetings. He also asked if there needed to be a posting of the agenda and minutes. Justin will check on
these requests. The subcommittee members are: Ramon, Larry, Jeff and Greta.
Planning Ahead.
Installation of “Sundance”. Justin reported that Randy hopes to place “Sundance” prior to the time that
Cecilia Lueza arrives to install “Celebration”.
Status of “Angelic Interlude” and “Providence”. Justin reported that “Angelic Interlude” was removed
from City Hall as it is undergoing renovation. It will be stored and we will later decide if we want it
placed in City Hall or an alternate site. “Providence” is stored for future placement when and where we
decide it to be placed.
Informational Flyer on art at Adams Pointe Conference Center and Adams Point Golf Club. Eleanor
suggested we have a flyer that can be place at these close-by locations that describe the art
(“BlueSprings.Net”; Fire, Earth and Water”; “The Ultimate Truth”, “From East of Here” and
“Tumbleweeds”). This would need to be arranged for through Danya when her time permits.
Partner in “An Illustrated History of Blue Springs Through Time”- Eleanor stated that PAC members
would be assisting in this project which will be submitted to THCF for funds provided by the Jelley Fund
(funds provided from estate of Blue Springs Dr. Jelley).
2019 Call to Artist. We will need to decide plans for the next Call to Artist by June meeting
2020. Eleanor asked everyone to think how we could celebrate our 20th anniversary.
Other.
Downtown Alive representatives, Cindy Miller and Pam Buck, presented ideas for the proposed entry
planned for 8th and Main. We reviewed plans and posters of the project that is currently under
consideration by Downtown Alive. They will be looking for donors for the approximately $40,000
project. Levels of donors are $4000, $2000, $1000, and $500. They want to begin construction in late
summer. Discussion was to determine any interest in having an artistic aspect on the back (west) side of
the arch and if so, how it would be incorporated in the project. No decision.
Adjournment. The meeting was adjourned at 5:00pm. Motion to adjourn by Barbara; second by Larry.
