Blue Springs Public Art Commission Minutes of the Meeting Fieldhouse Conference Room Thursday, July 19, 2018 3:30 to 5:00PM Attending: Ramon Magee, Jeff Carpenter, Kerri Cole, Kathe White, Greta Hoener, Barbara Landes, Eleanor Frasier, Justin Stuart Call to Order: Eleanor called the meeting to order at 3:30PM. We welcomed Kerri Cole as the new member of PAC. We congratulated Jeff for the new baby and wish all the family well. Acceptance of Minutes: Hearing only editing suggestions, the minutes were accepted as emailed. Task Force Report Art Maintenance. Greta reported that the Art Maintenance Group had visited all artworks except those stored and determined needed repairs or care. Of concern is “Quasarc” and “Moving the Stars” and all of the Chimney Swift Towers. Discussion was regarding what steps to take to care and maintain art and how to retire art. Justin will discuss our concerns with Randy Cooper about “Quasarc” as he had previously committed Parks to help with this sculpture. Funding: Ramon reported the Task Force Group has been meeting to develop the process of work, policies for the Commission to follow, and the tools needed to secure funding. He has met with Christine Cates regarding “Grow Blue Springs”, an account with Kansas City Community Foundation that allows for 501-c-3 arrangement for donors and that earns interest on monies until needed. With the theme of “Spring for Art”, PAC will seek funding and plan to set up accounts for reserve and capital improvements. Ramon described on-going plans to meet with businesses to help support this project. 2019 Twelfth Temporary Public Art Exhibit 1. Call to Artist Review. Eleanor provided copies of the previous year’s Call and suggested changes that needed to be made. She suggested possible dates for consideration in the final document. 2. Sites. Discussion was that we would utilize the pathway along Adams Dairy Parkway as we did this year with using the same approximate locations (and bases if possible) for new artworks. If any art is purchased, we will decide placement as appropriate. 3. Timeline. We agreed to continue to have a 11-month exhibit. 4. Sponsors. Eleanor suggested we continue to have Parks and Recreation as they are responsible for the parkway area, provide needed assistance in installation, and assist in use of Adams Pointe Golf Clubhouse for our Dedication reception. Eleanor also suggested we ask Blue Springs Art League to be a sponsor as they have been very involved in past Dedication receptions and have helped in donations for purchase of art. 5. Theme. Each Commissioner provided suggested theme ideas and rationale for their ideas. Following extensive discussion, it was decided that the theme for the 2019 Twelfth Temporary Public Art Exhibit would be “MOMENTUM”. Jeff made the motion to accept the theme and Kathe seconded. There was unanimous approval of the motion. 6. Sponsor. We will request Blue Springs Art League become a joint sponsor with Parks for next year’s exhibit. 7. Selection Panelists. We need to identify panelists for the Selection Panel. Will do this at the August meeting. 8. Next steps: Justin will review CAFÉ contract and determine needed arrangements, Eleanor will revise the Call and provide copies in the minutes for everyone’s review. We will approve the Call at the next meeting and, proceed with plans for initiating the Call on August 13. Update/Information/Status 1. Dedication of “Capricious”—we agreed that this was one of the best events we had held and we look forward to returning to Adams Pointe Golf Clubhouse next year. We appreciate all that was done to help make it a success. 2. Corks and Canvas—Discussion was that we felt this was a good event for us and we appreciated everyone helping out. We had a great place for our tent (thanks to Parks for the tent, table and chairs) and we had $108.00 in donations which will be placed in the new Art Maintenance Fund. 3. “The Ultimate Truth”. Eleanor reported that she had received the $400 check from Hallmark Foundation and one other $100 check and that we would apply these monies to this project, bringing out total donation status to $4850. 4. “Public Art in Blue Springs: No report 5. Maintenance of Public Art Records. No report 6. Partnership in “History of Blue Springs Through Time”. Truman Heartland Community Foundation approved the grant request for $15,000. Seven organizations in Blue Springs are working to create a history book for fourth grade students. 7. Veterans Way Memorial Bench. No report 8. Informational Flyer on Public Art in ADP Corridor. No report 9. 2020 Public Art Commemorative Anniversary Project. Ramon provided update information on possible use of Colonial Gardens as a site for next year’s project. Eleanor suggested we think of multiple ways to celebrate the event, saying that several people had asked for another Art Walk. We will continue to discuss this important event.
