Minutes of Public Art Commission Taskforce Meeting August 23, 2018 A regular meeting of the Blue Springs Public Art Commission was held on Wednesday, August 8, 2018 at the Fieldhouse. The Chairman called the meeting to order. Ramon Magee – Present Parks Dept. Staff: Justin Stuart Jeff Carpenter –Absent City Attorney: Jackie Sommer Greta Hoener – Present City Council Liaison: Dale Carter- Absent Community Member: Kyle Caswell Community Member: Roscoe Righter A motion was made by Greta and seconded by Ramon to accept the Minutes of the Aug 8 Taskforce meeting meeting; it passed unanimously. A motion was made by Greta and seconded by Ramon to nominate Ramon as chair of the Blue Springs Public Art Taskforce committee with voting members Ramon, Greta, and Jeff. Discussion with Dale Carter, City Council Liason- Blue Springs tax/levy funding process: Dale provided an overview of the process and related costs involved in order to place an item on a city ballot for a public vote. Dale also expressed the city council’s current negative appetite for any additional forms of taxation. He also noted that the city council would need to approve the request as the first step in the process. Restoration and Conservation Policy review: Jackie Sommer, City Attorney, noted that the Restoration and Conservation document would need to be divided into its individual components. The policy portion of the document is all that is necessary to be placed on the city council agenda for approval. Jackie will meet with Justin to discuss separating the document and prepare the policy portion for consideration by the taskforce and PAC. Once formally adopted by the PAC, it would then go forward to city council for consideration.
