Minutes of a Regular Public Art Commission Meeting October 9, 2019 A regular meeting of the Blue Springs Public Art Commission was held on Wednesday, September 11, 2019 at the Fieldhouse. The Chairman called the meeting to order. Eleanor Frasier – Present Parks Dept. Staff: Justin Stuart Ramon Magee – Present City Council Liaison: Chris Lievsay- Present Joy Frazier Boyle – Absent Community Member: Susan Rew Larry Randall - Absent Community Member: Tom Beard Greta Hoener – Present Jeff Carpenter – Present Barbara Landes- Present A motion was made by Greta and seconded by Barbara to accept the Minutes of the September meeting; it passed unanimously. Public Art Commission Financial Report: The financial report was presented for review. Call for Artist for 2020 Commissioned Sculpture 1. Justin reported that the Call to Artist was on CAFÉ and ready to receive applications. He will add jurors when they have been determined and each juror will receive a unique password to access and jury the applications. Information will be sent to assist jurors in the process 2. Juror Selection. We will have 7 jurors; 2 from PAC; 2 from Parks; 3 External selected by PAC a. Jurors must be available to review applications on CAFÉ from Oct 31 to Nov 13 b. Jurors will join with PAC on Dec 11 for phone interviews with artist finalists at 2:00PM c. Jurors must be available for on-site presentations on January 9 beginning at 8:30AM. 3. Nominations were made for selecting three external jurors. Nominations included Teddy Jackson, Jan Duffendak, Steve Willman, Tom Beard, Marlo Clifton, Wanda Davenport. A vote was held to determine the top 3. The top 3 after results of the vote were: Steve Willman, Tom Beard and Jan Duffendack. 4. Justin reported that Parks Commissioner Megan Johnson will fill one spot, along with a staff member in the other spot. 5. Eleanor named Ramon and Greta as jurors from PAC. Eleanor asked Ramon to serve as Jury Leader. 6. Selection Panel Schedule: a. Jurors will judge applications on CAFÉ from Oct 31 to Nov 13 b. Jurors will join PAC members on Wednesday, Dec 11 for phone interviews of three artist finalists. There will be 30 minute interviews and the meeting will start at 2:00PM c. Jurors will join PAC members on Wednesday, Jan 8 for 45 minute on-site presentations by the three artist finalists. Meeting will start at 8:30AM d. Justin will make technology available for phone interviews and on-site presentations. Artists will inform Justin of special needs for presentations which will be in Fieldhouse Conference Room. “Moving the Stars” 1. Eleanor reviewed that PAC will need both City Council and Walmart Foundation approval to remove the current artwork and replace it with another. If PAC purchases the bronze, this will deplete the Walmart Foundation monies, plus will need to use some of current art funds. 2. PAC will continue to discuss the issue and make a decision soon if the desire is to have the bronze cast and completed in 2020. It will take 10 months at minimum for this process. Eleanor would like to have this decision at the November meeting if possible. Special Projects Committee 1 1. Justin stated that the former Task Force would no longer meet but suggested PAC divide the responsibilities into three special project committees. 2. Eleanor appointed Ramon as the chair of the three committees and announced the members who will assist Ramon in each special project. Ramon and Justin will determine schedules for each committee to meet. The committees will determine their scope of work, goals to accomplish, and process to complete the assignment. a. Public Art in Private Development: Jeff and Joy b. “Public Art in Blue Springs”: Barbara, Eleanor (Susan as community memher) c. Fund Raising for Public Art” Larry, Greta (Susan as community member) Updates/Information/Status 1. “Fire, Earth and Water”. Janet Kummerlein has completed cleaning of the art and is ready for it to be retrieved. Eleanor will contact Larry to see when he is available to drive 2. “The Story of Blue Springs”. Still being edited and will be printed after approvals 3. “Basics” Information. Eleanor provided updates sent by Matthias Neumann on his various “Basics” artworks. He is placing a different “Basics” throughout the country. We have “Basics 31” and his latest is “Basics 38” and located in Chicago. Again, PAC has chosen a national artist to display in the “Momentum” art exhibit 4. “Tunnels Murals”. Eleanor said that she had informed Dr. Annette Seago of the possibility of using the tunnel for student murals. She is interested as a summer art project and asked that Justin follow up on information. 5. MACAA. Eleanor has been told that we will not quality for MACAA money this year as the Blue Springs Theatre has applied for MAC funds and MACAA cannot fund in the same region that MAC funds are allocated. Tom announced the MACAA meeting is November 8.
