Minutes of a Regular Public Art Commission Meeting February 12, 2020 A regular meeting of the Blue Springs Public Art Commission was held on Wednesday, January 8, 2020 at 1pm at the Fieldhouse. The Chairman called the meeting to order. Eleanor Frasier – Present Parks Dept. Staff: Justin Stuart Ramon Magee – Present City Council Liaison: Chris Lievsay- Present Joy Frazier Boyle – Absent Community Member: Tom Beard Larry Randall - Present Community Member: Susan Rew Greta Hoener – Present Jeff Carpenter – Present Barbara Landes- Present A motion was made by Barbara and seconded by Greta to accept the Minutes of the January meeting; it passed unanimously. Public Art Commission Financial Report: The financial report was presented for review. “Moving the Stars” 1. PAC welcomed Spencer Schubert, artist for “Moving the Stars”, who presented information about his various sculptures and the process used in creating them. a. He discussed the process he would follow in creating a bronze sculpture of “Moving the Stars” and a general timeline required. b. It is expected that he will remove the fiberglass composite artwork March and begin making a new casting for bronze, working with his foundry and creating other final techniques. c. He hopes to provide the new sculpture by late September for our special anniversary celebration. 2. Next Steps- Justin will work with Schubert and the City to determine a new contract with the specifications noted in the December vote by PAC to purchase a bronze sculpture of “Moving the Stars”. “Ascending” Commissioned Artwork 1. Justin reviewed the photos and details regarding plans for the “Ascend 2” sculpture and his discussions with artist Robert Barnum. Barnum has continued to refine some of the issues and plans for sculptural enhancement. A motion was made by Ramon and seconded by Larry to move forward with the revised concepts and continue working with Robert Barnum to finalize details for the “Ascend 2” sculpture 2. Justin is working with Barnum and the city to determine a contract with the specifications generally agreed to but which needs to be in legal format. Special Projects for PAC 1. There will not be special projects committees designated for this work. Justin and Ramon will discuss the procedures to formulate suggestions for the PAC to consider. a. Ramon will continue to work on the wording for a proposal for PAC approval that will go to the City lawyer and eventually to City Council to approve in order for PAC to place public art on private or business property. The goal is to have this available in the next temporary public art call to artist. b. Ramon will work with Susan to determine plans for fundraising for PAC and for the publication of “Public Art in Blue Springs” c. Ramon will work with Larry to determine needs and procedures for art maintenance d. All plans will be discussed with Justin and Eleanor and then provided to PAC for approval of these activities 1 “Momentum” Temporary Public Art Exhibit 1. Eleanor indicated that PAC should proceed with plans for the “People’s Choice” framed certificate to present to Timothy Jorgenson for “Cultivate”. 2. Plans for purchase of any of the “Momentum” artworks- Eleanor indicated PAC needs to make a decision by the March meeting so that Justin can inform the artists regarding de-installation a. Justin stated that he had heard from Luke Achterberg that he plans to remove “Inchoate” on March 20 b. Justin will contact Matthias Neumann regarding any plans or the process for removal or retaining in place ‘Basics 31” c. There was discussion that any decisions regarding “Wheels” and “Cultivate” would require that there is a site available to place. PAC will also want to be sure that donors can be secured. No decisions were made Other Business 1. Kohl’s Contract for Community Service. Justin is in contact with Kohl’s representative to see if City qualifies for community service requirements which will allow PAC to work directly with Kohl’s for art cleaning and maintenance and possible funding. 2. Larry provided possible dates for art care of April 13 and /or 14. He indicated great success in art cleaning projects last year with a crew assigned by Blue Springs Art League to assist PAC. Other Business- : None Visitors/Public Comment: None As there was no further business, a motion for adjournment was made by Jeff and seconded by Ramon.
