Minutes of a Regular Public Art Commission Meeting September 9, 2020 A regular meeting of the Blue Springs Public Art Commission was held on Wednesday, September 9, 2020 at 3:30pm at the Fieldhouse. The Chairman called the meeting to order. Eleanor Frasier – Present Parks Dept. Staff: Justin Stuart Ramon Magee – Present Susan Rew- Present Larry Randall - Absent Greta Hoener – Present Jeff Carpenter – Absent Barbara Landes- Present A motion was made by Barbara and seconded by Ramon to accept the Minutes of the August meeting; it passed unanimously. Financial Report. The financial report was provided for review Information/Status/Update a. Eleanor reported that Miranda had placed information on Facebook about the 20th Anniversary of PAC and that it will also be provided in the Mayor’s Newsletter. b. PAC members were encouraged to attend the October 5 meeting of the City Council at 6:00PM, at which time the annual update from PAC will be given by Eleanor and Ramon. Slides and script are being prepared for the presentation. c. Greta provided an update on the proposal from Intern Cassie Brown. She met with Pam Buck who had written for a grant to place the art images on various Downtown business properties, but it was not funded. Discussion was that PAC wants to continue this proposal and that meeting with BSSD would be next step. d. Eleanor said that she had received a request for an Eagle Scout project for landscaping at the Veterans Way Memorial. This project would involve Randy Cooper helping with supervision of the youth involved. The landscaping material will be provided at no cost. e. An update about the proposed coloring book by Frederick Baus was given by Eleanor and Greta. They met with the children’s author who showed them other books he had written and explained that this book would be centered around the Mayor’s Christmas Tree lighting. Verses in the book would include visits to three public artworks. These works would be pictured with appropriate content, all taken from the Blue Springs “10 Years of Public Art”. Mr. Baus requested $500 from PAC to help sponsor the book. Discussion was that we would not object to the inclusion of our art but not to be a sponsor. f. Eleanor encouraged everyone to visit James Lewis Elementary to see “Cultivate” and the Howard Brown Public Safety Building to see the placement of “Providence”. g. Justin provided photos of several trees in Burrus Old Mill Park that Randy felt could support the re- installation of “Tapped”. Discussion was that the proposed trees were satisfactory and encouraged that the artwork be placed when convenient. A motion was made by Ramon and seconded by Barbara that “Tapped” be re-installed at the selected tree in Burrus Old Mill Park; it passed unanimously h. Justin indicated that as renovations of the Adams Pointe Conference Center are being completed and that “Fire, Earth and Water” can be installed when convenient. PAC members will be asked to help choose the site of placement. i. Justin gave an update on “Ascend” is still convalescing and has not yet approved the footings information provided by Kaw Engineering. Justin will followup to secure agreement and work. “Moving the Stars” is expected sometime in October. j. Ramon explained that the inventory management system of public assets is continuing. Presentation by Zoom: Eric Feinstein proposal for Mobile App Platform for Audio Guide. 1 Feinstein had previously provided a summary of his proposals for mobile app which was given to PAC to review before the meeting. He explained in more detail how the mobile app program worked, the various options available, and how it would be available for public view. He showed how other communities are using the app. Discussion was that there was an initial cost based on the number of artworks displayed on the app and then an annual fee. PAC members were urged to consider the information and to be prepared to discuss at the October meeting whether to proceed with plans for possible implementation.
