Minutes of a Regular Public Art Commission Meeting February 9, 2022 A regular meeting of the Blue Springs Public Art Commission was held on Wednesday, February 9, 2022 at 3:30pm at the Fieldhouse. The Chairman called the meeting to order. Eleanor Frasier – Present City Council Liaison: Susan Culpepper Ramon Magee – Present Parks Dept. Staff: Justin Stuart Susan Rew- Absent Visitor: Kathy Cornelius Taylor Beller - Present Pam Vaughan – Absent Jeff Carpenter – Present Barbara Landes- Present A motion was made by Ramon and seconded by Taylor to accept the Minutes of the January meeting; it passed unanimously. Financial Report. The financial report was available for review. There were no questions “Regenerate” Thirteenth Public Art Temporary Exhibit -Status. Ramon indicated that plans were underway to install the art the last week of March and arrangements have been made for one or two artists to stay overnight courtesy of Colonial Gardens. -Next Steps. PAC discussed that preference would be to have the dedication in June. Ramon will check with Colonial Gardens to see what dates they prefer so that we can check with Mayor Ross and local artists so they are available for the event. -Dedication Program. Ramon has asked Kathy to help with the invitation and dedication promotional materials. PAC needs to update invitation list for this event -Logo. Eleanor said PAC needs a logo for promotional purpose and asked that ideas be brought to the March meeting. “20 + 1 Public Art in Blue Springs -Book Review. Each Commissioner was given a personal book. Upon review, PAC was pleased with the presentation and acknowledged appreciation to all who helped make it possible. -Storage of Books. Justin reported that he had arranged for storage at City Hall and would make the books available as needed from his office. -Books for City Council. Eleanor asked Justin to check that PAC could attend a City Council meeting and present copies of the book to each Councilperson. She felt that they should receive the first copies of the book before it is distributed to the public. -Publicity. PAC will ask that a news release to the Examiner and other outlets and PAC anticipates it will be reported by the Mayor’s State of the City and in the Mayor’s Newsletter. -Plans for Distribution. Eleanor indicated that PAC would be providing books to each artist in the book as possible. PAC has most artist emails but not mailing addresses and some artists we can no longer locate. Eleanor will check on shipping costs. PAC will need to make a list of who else gets a complementary book and she asked that each Commissioner bring suggestions to the next meeting. -Fundraising Discussion. Eleanor suggested that the books should serve two purposes: (1) to inform the public about the public art program and identify all the art placed in the City and (2) to provide a means to raise money to support the maintenance of public art. To meet these objectives, she suggested PAC set-aside 500 copies to be given away to past artists, future artists, BSSD art teachers, special persons (our list) that deserve a book and others as identified. The remaining 500 would be for fundraising. Eleanor felt that the suggestion made by Jeff at the last meeting had merit, e.g. that instead of having a set price for the book we make the book available by donation. After discussion, Eleanor moved and Ramon seconded to distribute the books by the donation method. The motion was approved. -Distribution Ideas. Justin and Eleanor will present a plan for distribution of books by Fieldhouse staff or by PAC members at special events. All monies collected would be placed in the PAC account. Eleanor indicated that she 1 had asked the Blue Springs Art League if PAC could have a table to distribute the books at the Art Show but did not have an OK yet. Information/Status/Updates -“Art of the State” has been installed at Vesper Hall. There are plans to replace the light over the mosaic. -Parade of HeARTs KC. Ramon reported on the progress of the arts initiative. Two hearts are expected to be placed in Blue Springs—one by City Hall and one near the entrance to Pink Hill Park. Susan reported that one of the Hearts was designed by a City employee. We have no guarantee that the Hearts designed by Blue Springs artists will be displayed in our City. Ramon will have more information at the March meeting. -Plans for placing “Sundance”. Justin said we will be able to do this as other work related to Railroad Lake must be done which allows access to art placement -Plans for Placing “The Visit”. Susan provided Justin with the contact name for arranging to place “The Visit” at St. Mary’s Health Center. We are very pleased to have this artwork return to its original home. -Plans for Moving “Ascending”. Justin reported that he contacted the artist, Robert Barnum, and he was very supportive of having the artwork removed and replaced at another Fieldhouse location. He gave Justin suggestions for removal and storage. Visitors/Public Comment: -None Other Business- None As there was no further business, a motion for adjournment was made by Jeff and seconded by Ramon.
