Minutes of a Regular Public Art Commission Meeting
March 16, 2022
A regular meeting of the Blue Springs Public Art Commission was held on Wednesday, March 16, 2022 at
3:30pm at the Fieldhouse. The Chairman called the meeting to order.

A motion was made by Barbara and seconded by Ramon to accept the Minutes of the February meeting; it passed
unanimously.
Financial Report. The financial report was available for review. There were no questions
“Regenerate” Thirteenth Public Art Temporary Exhibit
-Logo. Ramon provided a proposed logo for the “Regenerate” brochure. PAC members liked it and agreed to
use it.
-Brochure. Justin reported that Parks staff would be providing assistance in design of the “Regenerate” brochure.
He will arrange with artists for photo signature, artist statement and website. Will need to decide at the April
meeting how many brochures to print.
-Art Installations. Justin reported that artists are being scheduled to bring in art the week of March 21. It is
expected Amie and Sally will install the first of the week and later Hilde and Jake will install. Jake may be
delayed as he injured his foot but expects to deliver by the first of month. Eleanor asked if David would be
videoing and photographing the art as it is installed. Justin will check.
-Dedication. Eleanor reported that PAC is in the process of deciding the date of the Dedication of the art. Several
dates will be given to the Mayor to determine when he can attend to Welcome. Kathy will be assisting in design
of the Invitations and the Program for the event.
“20 + 1 Public Art in Blue Springs
-Publicity Opportunities. Eleanor reported that PAC has had several publicity opportunities in the last week.
When PAC presented the books to City Council members, PAC identified that the book would be available April
1. The Examiner printed a piece about the Book and the Mayor will include in the State of the City address.
Ramon and Eleanor met with Miranda who will do a news release about the availability of the Book.
-Distribution Plan. Eleanor proposed a distribution plan for getting the Book to the public. The proposal would
be to have the books made available at the front desk of the Fieldhouse where patrons could get a book for a
donation. She provided a suggested method of maintaining a list of those wanting a book and how much they
donated. Justin said that he was in the process of arranging that proceeds would go into the PAC account. All
monies from the sale of books will be used for art maintenance.
-Blue Springs Art Show Distribution. Eleanor reported that PAC had a table at the Blue Springs Art Show and
that about 12 people had acquired the book and about $200 was raised. She will also take the books to the Art
League meeting for additional sales opportunity.
-List for Complementary Distribution. PAC’s plan was that one-half of the books would be given on a
complementary basis and the remainder would be “sold” by the distribution method. PAC began a list of those
who should have complementary books (all previous artists that have email contact, previous PAC
Commissioners, current Parks Commissioners, appropriate City personnel, BSSD art teachers, individuals who
provide special services, and others). Eleanor asked that PAC continue to create this list as giving out the book is
a means of publicity.
“Art of the State” Mosaic

-Financial Information. Eleanor indicated that PAC has asked Rebecca for a listing of the costs she incurred for
the materials used in the artwork ($1000). PAC also agreed to pay for consulting ($2500) and studio costs ($600).
She requested that PAC pay Rebecca $4,100. Eleanor requested that PAC pay Lawrence Randall $2500 as the
design artist of the mosaic. She stated that PAC traditionally pay an artist who brings temporary art $2500 to
display for one year, although in this case the artwork becomes a permanent PAC asset. A motion was made by
Taylor to make payment to Rebecca for consulting & studio costs of $4,100 and payment to Lawrence Randall of
$2500 for design of the mosaic. Ramon second the motion ; it passed unanimously
-What is Left to Do. Eleanor reported that Greta will be creating a booklet that will explain the purpose of the
mosaic and that details the process involved, the organizations and individuals involved in the creation of the art,
and the Bicentennial information. This booklet will be available in Vesper Hall so that anyone viewing the art
will understand the background.
Parade of HeARTs.
-Ramon provided a slide presentation of all the Heart Art. He gave additional information about the background
and future of the Hearts. Two Hearts are located in Blue Springs: on Main Street in front of City Hall and near
the entrance to Pink Hill Park along Park Road.
Information/Status/Updates
-“The Visit”. Justin and Eleanor will be discussing with St. Mary’s Health Center how and where to hang this
artwork at the Center.
-“Sundance”. This artwork is now re-installed in Railroad Lake in Rotary Park.
-Flags at Veterans Way Memorial. The flags were originally planned to be placed for Vietnam Veterans Day on
March 29 but there were scheduling problems. The first flag placement will be for Memorial Day weekend.

Barbara. Meeting was adjourned at 5:00pm
