Minutes of a Regular Public Art Commission Meeting November 9, 2022 A regular meeting of the Blue Springs Public Art Commission was held on Wednesday, November 9, 2022 at 3:30pm at the Fieldhouse. The Chairman called the meeting to order. Eleanor Frasier – Present City Council Liaison: Jerry Kaylor Ramon Magee – Present Parks Dept. Staff: Justin Stuart Taylor Beller - Present Pam Vaughan – Present Jeff Carpenter – Absent Kathy Cornelius- Present Robert Buzan- Absent A motion was made by Ramon and seconded by Taylor to accept the Minutes of the October meeting as presented; it passed unanimously. Financial Report. The financial report was available for review. There were no questions Maintenance of Art -Ramon reviewed the process that was being followed for art restoration. Ramon, Larry Randall and Roscoe Righter have visited each artwork listed for review to determine extent of restorative need. They determined that professional help would be needed for some artworks. -Ramon contacted Kat Zahner to determine interest in restoration and maintenance work and she is available to look at each piece and determine the kind of work needed -Ramon made a motion to proceed with spending $150 for Zahner to evaluate existing art pieces and provide a written report of each piece. Pam second the motion; it passed unanimously. Ramon will arrange a schedule for her visit -Discussion was that PAC would defer any decisions on which pieces need restoration and the method needed until an official report is received. Status/Information/Updates -Missouri Extension Request. Missouri Extension is partnering with Arts KC to determine a listing of arts organizations or artists in the metro area. Discussion was that the PAC published book was evidence of assets and work . -Art Purchase of “Regenerate”. Although PAC did not feel it would purchase any artworks from the exhibit, Ramon contacted Colonial Gardens to determine their interest. He reported that there is a change in administration and that they are not yet in a position to make any decisions on retaining any of the art. It is expected that a decision will be made in a future date. -Landscaping for “Blue Spring”. PAC members were pleased with the new landscaping of this iconic artwork and especially to see the lighted base and larger mound. Ramon suggested PAC send a thank you to Brummel Landscaping for their quality of work and donation to the project. Eleanor will write a note for Justin to send. -“The Visit”. Eleanor expressed concern that the artwork has problems that need to be addressed. The lighting is so bright that viewers can see the LED bulbs and the glass figures are no longer clear. The plaque is not displayed and the written information about the artist is not available. She asked each Commissioner to visit the art at St. Mary’s Health Center Chapel so that discussion can provide insight on next steps. -Distribution of “20 + 1 Years of Public Art in Blue Springs”. Eleanor reported that the last mailing had been prepared which involved sending art books to others we felt would enjoy the book and to groups or organizations that are art-related. So far, we have not heard from any artists regarding their pleasure and satisfaction with receiving the book. We will follow up to determine if there was a mailing problem. -Veterans Way Memorial. Eleanor noted that an organization had planned to have an event at the Memorial but did not know how to schedule. The questions were: how does PAC determine who can use the Memorial for any events and is there a policy for scheduling so that PAC would know times, dates and nature of the planned event. Justin will look into this to see if PAC can use the same method used to schedule Shelter Houses in the Parks. 1 Cats on Main Project by Downtown Alive! -Ramon and Kathy are PAC representatives on this project. Ramon reported that there is some concern that not enough artists have applied and they are still working on funding. Visitors/Public Comment: -None Other Business- -Eleanor stated that there will be no PAC meeting in December due to holiday scheduling conflicts As there was no further business, a motion for adjournment was made by Kathy and seconded by Ramon.
