Public Art Commission

Minutes of a Regular Public Art Commission Meeting January 11, 2023 A regular meeting of the Blue Springs Public Art Commission was held on Wednesday, January 11, 2023 at 3:30pm at the Fieldhouse. The Chairman called the meeting to order. Eleanor Frasier – Present City Council Liaison: Jerry Kaylor Ramon Magee – Present Parks Dept. Staff: Justin Stuart Taylor Beller - Present Pam Vaughan – Absent Kamera Meaney- Present Kathy Cornelius- Present Cydney Carl- Present A motion was made by Ramon and seconded by Taylor to accept the Minutes of the November meeting as presented; it passed unanimously. Introductions: New members, Cydney Carl and Kamera Meaney, were welcomed to the Commission. Each member gave a brief introduction of their education, experience and interest in public art. Financial Report. The financial report was available for review. There were no questions Maintenance of Art Current Project of Art Maintenance. Ramon reviewed the rationale and background for art restoration and maintenance. He provided a written report from Kat Zahner with Zahner Metal Conservation, the public art collection sculptures she had examined and a summary sheet that was provided by Ramon. The Zahner report gave specific information on the condition of each piece that was examined , the recommendations for improvement, estimated costs for restoration/conservation, and suggested annual maintenance of each piece. PAC members are to review the document for discussion at the March meeting. Background of PAC Eleanor provided each member with a copy of the City ordinance passed in September, 20000 which set up the Public Art Commission and identified the purposes of the Commission. She gave new members copies of “10 Years of Public Art”, “20 + 1 Years of Public Art in Blue Springs”, and assorted other publications that indicate the scope of the work of PAC since it was established. She recommended that the new members become familiar with the names and locations of the various public art pieces that have been retained. Justin will provide each new member with the City document detailing the Rules of Procedures for Commissions and Committees of the City of Blue Springs. Status/Information/Updates -“Regenerate”- Ramon indicated that he had contact with Colonial Gardens about any possible purchase of artwork from this exhibit. Colonial Gardens is still determining their administrative plan and budget and not ready to make a decision. Discussion was that the artists are to be informed of dates to de-install their sculptures in mid-March. If they are not purchased, Justin will arrange with the artists for a time to remove. Ramon will continue to check with Colonial Gardens to determine their interest to purchase any artwork. -“The Visit”. Eleanor had reported at the October meeting that “The Visit” had been placed in the Chapel at St. Mary’s Health Center but that it did not seem to be properly installed and the plaque was not included. Ramon went to the Chapel and took photos of the artwork and reported that the artwork now looks appropriate, and the plaque is in place. -Veterans Way Memorial- Eleanor reported that she had another contact from an organization requesting information on how to reserve the Veterans Memorial . Eleanor felt PAC needed a specific document that lists the procedures for reservation. Justin felt PAC could use the same type of informational process as reserving a Shelter House. Justin will provide a sample policy at the next meeting. -“Blue Spring”- Eleanor and Justin created a “thank you” for Brummel Landscaping and the Parks Department for their work in improving the area around this iconic sculpture. Jerry reported that he had received several compliments on the improvements. 1 Cats on Main Project by Downtown Alive! -Ramon and Kathy serve on the project committee. Ramon reported that the group has designated 8 artists to complete the Cats that represent mascots of the High Schools in Blue Springs. Details on funding have been made and it is expected that the Cats will be placed by early Fall so they can be included in each School Homecoming. At the end of the exhibit time, the Cats will be auctioned. Visitors/Public Comment: -None Other Business- -The February PAC meeting will be held on Thursday, February 9 at 3:30pm due to scheduling conflicts with the usual Wednesday meeting date.
