Minutes of a Regular Public Art Commission Meeting April 12, 2023 A regular meeting of the Blue Springs Public Art Commission was held on Wednesday, March 8, 2023 at 3:30pm at the Fieldhouse. The Chairman called the meeting to order. Eleanor Frasier – Present City Council Liaison: Jerry Kaylor Ramon Magee – Absent Parks Dept. Staff: Justin Stuart Taylor Beller - Present Community Development Staff: Cara Elbert Pam May – Present Community Member: Pam Buck, Downtown Alive; Kamera Meaney- Absent Doug Bennet, Artist; Lawrence Randall, Artist Kathy Cornelius- Present Cydney Carl- Present A motion was made by Pam and seconded by Kathy to accept the Minutes of the March meeting as presented; it passed unanimously. Financial Report. The financial report was available for review. There were no questions. Proposed Public Art Project- Mural “Cats On Main” Pam Buck from Downtown Alive provided a picture of the proposed mural to be placed on the east side of the business building near 12th and Main Streets. The mural represented the two high school mascots and relates to the current project of placing eight Jaguar and Wildcat mascots along Main Street for a six month period. Doug Bennett, artist of the mural, explained details. Cara Elbert of Community Development stated that the project met the City requirements for mural art. PAC review was that the mural font of the title seemed small and hard to read. After discussion, Taylor moved and Kathy seconded to recommend the mural. Motion passed. Proposed Art Enhanced Chimney Swift Tower Eleanor reported that MACAA had accepted the proposed Chimney Swift Tower project and will provide funding of $750. Eleanor introduced Lawrence Randall, former BSSD art teacher and former PAC member, who will design and build the tower along with other Randall family members. Lawrence showed a mockette of the proposed tower and gave explanation of how it will look and what is involved in creating it. The decision of where to place the tower is pending. Eleanor asked Justin to provide several options for placement on City property. It was decided that PAC would have a dedication of the tower on Thursday, June 22 Maintenance of Art. Justin reported that the contract for power washing was completed and the work should be completed in the near future. The contract with Zahner for conservation is still pending. “New Growth” Art Purchase Artist, Amie Jacobsen, has been paid for the sculpture and Parks will arrange to take the artwork from Colonial Gardens and store it until it is placed on the site at City Hall. Status/Information/Updates ---“Regenerate”. Colonial Gardens decision to purchase “Lily No. 1” by Artist Jake Balcom is still being negotiated. Artists of the remaining artworks will de-install their sculptures by the first of May. --“Cats on Main” project by Downtown Alive. Kathy reported the progress on the project and the expected installation and dedication of the Cats by mid-May. --Veterans Way Memorial Flyer. Eleanor reported that she would discuss the possibility of having a flyer at Meyer Funeral Home to see if they are willing to work with us on this plan. --Jerry Kaylor, City Council Liaison with PAC. Jerry spoke on his support of PAC and the various projects underway. PAC members were appreciative of his guidance and help during his term with us.
