Minutes of a Regular Public Art Commission Meeting September 13, 2023 A regular meeting of the Blue Springs Public Art Commission was held on Wednesday, September 13, 2023 at 3:30pm at the Fieldhouse. The Chairman called the meeting to order. Eleanor Frasier – Present City Council Liaison: Kent Edmondson Ramon Magee – Present Parks Dept. Staff: Justin Stuart Taylor Beller - Present Pam May – Absent Kamera Meaney- Present Kathy Cornelius- Present Cydney Carl- Present A motion was made by Ramon and seconded by Cydney to accept the Minutes of the August meeting as presented; it passed unanimously. Financial Report. The financial report was available for review. There were no questions. “Seasons” 14th Temporary Public Art Exhibit --Call to Artist Launch. Ramon reported that the Call was live and that 5 artists had submitted. --Sites for Art. The sites for art placement are available for artists to view. An artist can request a site but it is the choice of PAC where art is placed. --Public Art Website-- The website tour of public art is not yet available but plan to update soon. Shane is no longer at Community Development but Ramon is in touch with the new person and will work out details. --Jurors. Ramon reported that the jurors will be: Larry Randall, Lori Ulrich and Jan Duffendack will be external judges; Sharon Hammond will represent Blue Springs Art League; Ramon will represent Public Art Commission and chair the jury panel. Art Maintenance and Conservation --Status. Ramon reported that he had received a bid for conservation of “Jet Stream” and “Quasarc”. He moved and Taylor seconded the approval of a contract with Marotta Painting LLC and payment of $2765 from assigned art funds for care of “Jet Stream”. Motion passed unanimously. Ramon moved and Taylor seconded the approval of a contract with Marotta Painting LLC and payment of $3270 from assigned art funds for care of “Quasarc”. Motion passed unanimously. Ramon indicated that he had been in contact with Nicole Beck, artist of both artworks, to secure approval of the correct paint color for both pieces, --“Skateboarder”. The base for this artwork needs repair. It involves the talent of a stonemason. Ramon is trying to find someone that can restore the base. The estimated cost is $8200. No action taken. --Ramon stated that PAC needs to find a way to fund art maintenance in the future as needs will continue and we want to preserve the City assets. --New Plaques. Eleanor stated that PAC needs to inventory the plaques to determine the status of replacement. Some still have the temporary signage and need permanent plaques. Some plaques are missing. Status/Information/Updates --Veterans Way Flyer. Cydney has updated the flyer as suggested at the last meeting. Next steps are to discuss with Meyers Funeral Chapel to get their input and approval. Eleanor will contact Meyers. --“New Growth” Update. Eleanor reported that the Blue Springs Art League Executive Board will present and recommend that the Art League purchase this artwork and be the sole donor. The meeting will be on Thursday, September 21 so we will know the decision by the next meeting. We would like to have a Dedication of this artwork in the Spring. --Veterans Way Memorial Flags. Eleanor reported that there were flags along the walkway for Patriots Day, September 11. Kent stated that the City flags were not placed. He is looking into process so that the large flags are flown on major veteran holidays. The next time is Veterans Day on Saturday, November 11. The small flags will be on the walkway from Friday to Monday. 1 Visitors/Public Comment: -None Other Business- --Justin has a conference to attend during the time of the next scheduled meeting of October 11. It was decided that PAC would meet for the October meeting on Wednesday October 4. As there was no further business, a motion for adjournment was made by Ramon and seconded by Kathy.
