Public Notice City of Blue Springs, Missouri Community Development Block Grant Substantial Amendments to 2016-2017 Annual Action Plan The City of Blue Springs is proposing Substantial Amendments to the CDBG 2016-2017 Annual Action Plan. The Substantial Amendments describe the specific activities that the City will amend from previously approved plans. The purpose of this Notice is to invite the public to a public hearing and provide input on the Substantial Amendments. The proposed Substantial Amendments are: A) to eliminate the Downtown Façade Grant Program under the Low-Moderate Area Benefit category since it is no longer in a designated Low-Moderate Area. The $10,000 will be reallocated to Property Acquisition/Demolition in the Slum/Blight Area Benefit category. B) to reallocate $5,000 from the Downtown Façade Grant Program under the Slum/Blight Area Benefit category to Property Acquisition/Demolition in the Slum/Blight Area Benefit category. C) to reprogram $240,490.20 of unexpended funds from previous program years and allocate $67,000 to Property Acquisition/Demolition in the Slum/Blight Area Benefit category and allocate $173,490.20 to a Sidewalk Improvement Program in the Low- Moderate Area Benefit category. The Community Development Block Grant (CDBG) Advisory Committee will hold a public hearing on Wednesday, March 15, 2017 at 6:00 PM in the East Conference Room at City Hall at 903 W. Main Street. The Committee shall consider the views of citizens, public agencies and other interested parties in preparing its final submission and attach a summary of such comments as they relate to the plan. A 30-day public comment period will begin at the public hearing on Wednesday, March 15, 2017 and end on Friday, April 14, 2017. The City Council will hold a second public hearing on Monday, April 17, 2017 at 6:00 PM in the Howard L. Brown Public Safety Building at 1100 SW Smith Street following the 30-day public comment period and consider the Substantial Amendments. The Substantial Amendments will then be submitted to HUD for their records. Beginning Monday, February 27, 2017, any interested parties may examine a copy of the Substantial Amendments at the Community Development Department or on the City of Blue Springs website at http://www.bluespringsgov.com/202/Community- Development-Block-Grant-CDBG.
