Public Notice City of Blue Springs, Missouri Community Development Block Grant 2017-2022 CDBG Consolidated Plan 2017-2022 CDBG Citizen Participation Plan 2017-2018 CDBG Annual Action Plan The City of Blue Springs is in the process of developing three important Community Development Block Grant (CDBG) documents, including the following: 2017-2022 Consolidated Plan, 2017-2022 Citizen Participation Plan, and the 2017-2018 Annual Action Plan. The Consolidated Plan will cover the 5-year period beginning on October 1, 2017 and ending on September 30, 2022 and provides the framework for the planning process that will be used by the City to identify housing, homeless, community, and economic development needs and resources, and to tailor a strategic plan for meeting those needs as required by the U.S. Department of Housing and Urban Development (HUD). The Citizen Participation Plan outlines the City’s policies and procedures for citizen participation in the development of the Consolidated Plan and the Annual Action Plan, the review of Performance Reports, and the review of substantial amendments to any approved documents. The Annual Action Plan will cover the period beginning October 1, 2017 and ending on September 30, 2018 and describes the specific activities that the City will undertake during the upcoming program year. Approved activities in the past include low-moderate income housing improvements, infrastructure improvements in low-moderate income areas, slum and blight removal, public services that benefit low-moderate income clientele or areas, and general administration costs. The purpose of the public hearing is to invite the public the opportunity to provide input on drafts of the goals and objectives of the Consolidated Plan, funding proposals for the Annual Action Plan, and policies and procedures for the Citizen Participation Plan. The public is encouraged to attend the public hearing, including organizations that provide assistance to low-moderate income residents and individuals who may be homeless or at risk of becoming homeless, public housing agencies, residents of public and assisted housing developments, and low-moderate income residents. At the end of the public hearing, the CDBG Advisory Committee will make a recommendation on the draft plans to the City Council and request the noticing of a 30- day public comment period to review and comment on draft plans. A public notice will be published for the 30-day public comment period and the final public hearing to be held by the City Council.
