Notice of Public Hearing for the Consideration of a Project pursuant to the
Chapter 353 Redevelopment Plan for the
Main Center Redevelopment Corporation Redevelopment Area

Pursuant to Section 353.110 of the Revised Statutes of Missouri, this letter is to provide notice to each
applicable political subdivision of a public hearing to be held before the Blue Springs City Council to
consider a Project (the “Project”) pursuant to the Amended and Restated Chapter 353 Redevelopment
Plan for the Main Center Redevelopment Corporation Redevelopment Area (the “353 Plan”), along with
a written statement of the impact on ad valorem taxes that such tax abatement or exemption will have
on such political subdivisions. As required by State law, this notice is to provide the following
information regarding the scheduled public hearing:
(1) The public hearing will be held at 6:00 p.m., or as soon thereafter as possible, on Monday, November
20, 2017 in the City Council Chambers at Blue Springs Public Safety Building, 1100 SW Smith, Blue
Springs, Missouri.
(2) The proposed Project is located at 1201 W. Main St, within the Redevelopment Area for the 353 Plan
in the City of Blue Springs, Missouri.
(3) Attached to this notice is a tax impact statement which provides each political subdivision with a
written statement of the impact of the proposed Project on ad valorem taxes. This written statement
includes an estimate of the amount of ad valorem tax revenues of each political subdivision which will
be affected by the proposed tax abatement or exemption, based on the estimated assessed valuation of
the real property involved as such property would exist before and after it is redeveloped.
(4) At the public hearing, all interested persons and all political subdivisions shall have the opportunity
to be heard on such grant of tax abatement or exemption.
(5) The proposed Project requests tax abatement for the repurposing of the property at 1201 W Main St.
into a brewery and taproom on the main building level while maintaining the existing tenant spaces in
the basement. If the proposed project is approved by the City Council, the Main Center Redevelopment
Corporation will be responsible for administering the tax abatement program. The tax abatement
requested for the proposed Project within the redevelopment area is a maximum of 100% abatement
for ten years, plus 50% abatement for an additional fifteen years. Documentation about the proposed
Project is available for inspection by any interested party at the Office of the Blue Springs City Clerk, at
the Blue Springs City Hall, 903 W Main, Blue Springs, Missouri. It may be inspected between the hours of
8:00 a.m. and 5:00 p.m., Monday through Friday.
By this notice, each taxing district from which taxable property is included in the Redevelopment Area is
invited to submit comments to the City Council prior to the date of the public hearing concerning
matters that will be discussed at the public hearing, as well as appear at the public hearing and provide
comments.
