In accordance with 24 CFR 91.05(c)(2) and subpart B of the federal regulations relative
to citizen participation for Community Planning and Development Programs and
applicable waivers made available to those requirements through the Coronavirus Aid,
Relief, and Economic Security Act (CARES Act), the City of Blue Springs is proposing
substantial amendments to the 2017-2021 Consolidated Plan, 2017-2021 Citizen
Participation Plan, and the 2019-2020 Annual Action Plan. Amendments include the
following: accepting and allocating $158,235 in CDBG-CV funds in the Consolidated
Plan and Annual Action Plan, which are proposed to be allocated for microenterprise
and small business assistance for retention of low-moderate income jobs or businesses
owned by low-moderate income persons and for public services to assist low-moderate
income persons and households impacted by employment losses or reductions or other
financial impacts as a result of the COVID-19 pandemic; and amending the Citizen
Participation Plan to accommodate expedited review processes for urgent needs and to
hold virtual public hearings when necessary. Proposed amendments can be viewed on

This notice shall serve as the opening of the public comment period, which will
run between Saturday, May 2, 2020 and the videoconference public hearing, which
will be held by the CDBG Advisory Committee on Thursday, May 14, 2020 at 6:00
P.M. Instructions on how to participate in the public hearing will be provided with
the agenda packet, which will be published in the Agenda Center on the City’s
website in advance of the meeting. The purpose of the public comment period and
public hearing is to invite the public to review the proposed amendments and provide
input on proposed processes, programs, and activities. The CDBG Advisory Committee
will make a recommendation to the City Council for final consideration and adoption.
The public is encouraged to submit public comments or participate in the public hearing,
including organizations that provide assistance to low-moderate income residents and
individuals who may be homeless or at risk of becoming homeless, public housing
agencies, residents of public and assisted housing developments, and low-moderate
income residents.
The City shall consider the views of citizens, public agencies, and other interested
parties in preparing final submissions and attach a summary of such comments as they
relate to the substantial amendments to the Consolidated Plan, Citizen Participation
Plan, and the Annual Action Plan.
