SW Green Meadow Drive between SW 7 Highway and SW 8th Street
Notice is hereby given that a public hearing will be held by the Planning Commission of the City
of Blue Springs on Monday, October 12, 2020 at 6:30 p.m. in the Howard L. Brown Public Safety
Building located at 1100 SW Smith Street, Blue Springs, MO.
The purpose of this meeting is to hear interested parties and citizens on a request by the applicant
and property owner, Brad Kempf with Clayton Properties Group, Inc. DBA Summit Homes, to
approve the vacation of existing street right-of-way and utility easement on 0.08 +/- acres generally
located in the median of SW Green Meadow Drive between SW 7 Highway and SW 8th Street.
The area to be vacated is currently a landscaped island at the entrance to The Meadows and
Edgewater at Chapman Farms subdivisions. Interested parties may view the application materials

Right-of-Way AND Utility Easement to be Vacated:
A tract of land in the Southwest Quarter of Section 19, Township 48 North, Range 30 West of the
5th Principal Meridian in Blue Springs, Jackson County, Missouri, being a portion of the Right-
of-Way and Utility Easement dedicated to the City of Blue Springs in Instrument number
2006I0003693, Exhibit “A” , Page 3, being bounded and described for the purpose of vacating a
portion of the referenced Right-of-Way as follows: Beginning at the southeast corner of Tract K,
a recorded tract of land being part of “THE MEADOWS AT CHAPMAN FARMS – 1ST PLAT”
RECORDED IN INSTRUMENT NUMBER 2007E0013126, BOOK I103 AT PAGE 61; thence
North 01°45'01" East, ON THE EAST LINE OF SAID Tract K, 19.93 feet to the Northeast corner
of said tract K; thence leaving said east line, Easterly along a curve to the right having an initial
tangent bearing of North 87°05'26" East with a radius of 10.00 feet, a central angle of 04°57'58"
and an arc distance of 0.87 feet; thence South 87°56'35" East, 156.98 feet; thence Southerly along
a curve to the right having an initial tangent bearing of South 87°57'30" East with a radius of 10.00
feet, a central angle of 180°01'49" and an arc distance of 31.42 feet; thence North 87°56'35" West,
156.98 feet; thence Westerly along a curve to the right being tangent to the last described course
with a radius of 10.00 feet, a central angle of 04°21'10" and an arc distance of 0.76 feet to the Point
of Beginning. Containing 3,313 square feet or 0.08 acres, more or less.

The City Council of the City of Blue Springs will also hold a public hearing on the above noted
Vacation (VAC-09-20-7493) on Monday, October 19, 2020 at 6:00 p.m. in the Howard L. Brown
Public Safety Building located at 1100 SW Smith Street, Blue Springs, MO.
ALTERNATE HEARING LOCATION: If, on the date of either or both public hearings, the
City is under additional public gathering and personal distancing restrictions, the public hearing
will be held via teleconference. MEETING LOCATION AND PARTICIPATION

Due to the possibility of technical difficulties during a potential teleconference, the City strongly
encourages that written comments are mailed to the City of Blue Springs (903 W. Main St., Blue
Springs, MO 64015 / Attn. Community Development) or emailed
to CityClerk@bluespringsgov.com in advance of the meeting. All written comments must be
received by Noon on the Friday prior to the respective meeting to be included in the associated
public hearing. Mailed and emailed comments should include “PUBLIC COMMENT:
