BLUE SPRINGS PUBLIC SAFETY
CITIZEN ADVISORY BOARD MINUTES

CALL TO ORDER:
The meeting was called to order by Chairman Echerd at 6:05 p.m.
APPROVAL OF MINUTES:
Emil Spears made a motion to approve the minutes from the August 13,2013 meeting of
the Public Safety Advisory Board. Lee Miller seconded the motion and the minutes were
approved by the members present.
PUBLIC SAFETY SALES TAX UPDATE:
Deputy Chief Bob Muenz provided the board with the monthly Public Safety Sales Tax
Status Report in the absence of Chief Wayne McCoy. Updates to the report were
highlighted in yellow.
Radio Communication System
IPD was notified in late August that their pending frequencies have been approved, and
inter-operability is expected to be complete on September 26,2013.
Additional Personnel
There was no new data to report on Goals #1-4 under Additional Personnel.
Goal #5: Reduce the time evidence/property is returned/auctioned/legally disposed by
33oh, while increasing available pick-up hours for the public by 20%.
Status: Completed in part; verification will continue. Approval for the use of the on-line
auction process has been received from the city attomey. BSPD has met with the
companv providing the service and use is expected to begin in October,2073. (The city
gets a percentage of the cost of items sold. Big ticket items may generate a lower
percentage return for the city.)
HIRING STATUS: COMPLETED
Facilities and Equipment
No new reports for Goals #1-5.
OVERALL STATUS: New Updates
o Weekly progress meetings and additional focused topical meetings continue to be
held every Tuesday. August meetings included the 6th, Sth (structural design
presentatio n), 12th (cell tower), 13th, 20th,22"d (interior furnishings workshop),
and one and one-half day interior design workshop on27th and 28ft.
o Tentative transition planning:
o Court Records, Property/Evidence to be located at Lumber Yard property.
o Holding facility services to be held at Sugarcreek PD, LSPD, and IPD.
o Currently looking at potential leased property for Investigations,
Administration and CYOU.
o Dispatch Center to KCMO South Patrol or local location- under review by
I.T.
. Upcoming events include:
o Update at Department-wide meeting on September 6,2013. Longevity
plan was presented by City Administrator Eric Johnson. October 1,2013
will be the effective date for changes presented.
o Focused MEP meeting on September 12,2013.
o Presentation by architects/consultants at Public Safety Board forum on
November 12,2013.
Financials
For the month of August, the City received 85% of budgeted revenues and 97%o of
revenue received last year. Through eleven months of the fiscal year, PSST sales tax
revenues are $64,703.08 or 2.35% below budget.
NOTE: The updated report contains requested specific dollars data from the previous
year for comparison. This month, the trend is negative. Per Christine Cates, this was
caused by not receiving the expected sales taxes for out ofstate vehicle sales. This law
change has been corrected by the legislature, and these funds are expected to retum
receipts to projected levels.
A recommendation was made by the PSAB in regards to our PSST revenues. The Board
would like Chief Wayne McCoy, City Administrator Eric Johnson, and City
Administrator, Financials, Christine Cates to attend our October PSAB meeting to
discuss the Public Safety budget and Councilman Ron Fowler's comments on the budget.
UPDATE ON SELECTION OF STUDENT BOARD MEMBER:
SRO Eric Mohler notified the Board that Meg Kissner, a Blue Springs High School
Senior. has been named to the Public Safety Advisory Board for the 2103-2014 school
year. Hopefull.v she will be able to join us for the October meeting.
DEMONSTRATION OF A PATROL SUV:
Deputl.Chief Muenz brought one of the new patrol SUV's for the Board to view. All the
board members u'ere able to obsen-e the new MDT's that have been installed in the
vehicles and get a first hand vierv of horl'all of the equipment fits into the SUV. Major
Muenz uil1 see if it is possible to bring one of the new sedans to the October meeting so
we can compare the differences,
FORUM QUESTIONS FOR THE NOVEMBER 12,2013 PUBLIC FORUM:
The questions to be presented during the Public Forum were discussed and will remain
very similar to last year's questions. These questions will be finalized at the October
PSAB meeting. Councilman Edmondson suggest-ed Chairman Echerd be put on the
agenda for the City Council meeting November 4'n to talk about the upcoming forum on
November 121h. The building plans for the renovations for the Public Safety Building
will be presented by the building architects/consultants at the forum.
Last year's forum questions for comment are as follows:
1. The Blue Springs Police Department's Traffic Control Unit has made a concerted
effort to reduce speeding violations in areas where accidents frequently occur,
school zones and other areas in response to citizen's requests. What concerns do
you have regarding the enforcement of traffic ordinances in our community?
What suggestions do you have?
2. What changes in coverage or services provided by our Animal Control unit would
you like to see?
3. What other services related to public safety would you like the Blue Springs
Police Department provide or help coordinate?
Emil Spears presented a statement to the board for consideration. The Blue Springs
community has taken measures to increase the safety of our public schools by securing
access to the buildings. With the events of the last two years, what measures are being
taken to phase elections out of our public schools? Just something to think about.
