Dir. of Comm. Dev. None 1. Call to Order – 6:40 p.m. 2. Comments on the notes of the September 24, 2014 meeting There were no changes to the minutes. The minutes were approved. 3. Intergovernmental Agreement between the City of Blue Springs and the Mid America Regional Council for the Annual Household hazardous Waste Program Mr. Holley explained that the Intergovernmental Agreement would be going to the City Council on December 1st and asked if there were any comments on the program and/or agreement that the Commission wanted to forward to the City Council. Chairman Craddolph noted the Commission continues to support this program. No further action was necessary by the Commission. 4. Recap of the Bridging the Gap presentation and discussion Mr. Holley and Commissioner Fasl provided a recap on Sadie Gardner’s presentation. As noted in the September meeting summary, Bridging the GAP focuses on commercial business recycling. She offered examples of how Bridging the Gap has successfully worked with various companies in the Kansas City Metro area to provide recycling educational services. She explained that each company has their own needs and culture and that one of the things that Bridging the Gap helps with is defining the needs and ways in which education will impact the company culture. Ms. Gardner also explained how Bridging the Gap is funded. A portion of their funding is from grants and a portion is fee for service Page 2 related. It was noted that further discussion may be warranted if the Commission would like to pursue Bridging the Gap services but after hearing how they are funded and the services provided it sounds as though this service may simply be a resource to refer to interested commercial businesses and companies in Blue Springs. 5. Why Waste Newsletter Fall 2014 issue finalized Copies of this report were provided at the meeting. 6. EJC Yard Waste Center update Mr. Holley provided a handout showing the weekly transactions at the EJC yard waste center. Data has been accumulated for each weekend between June 14th and October 11th. A total of $3,404.00 has been collected so far. It is unclear how this compares to staff expenses, because not all of the staff time has been submitted to Jackson County to report. It is assumed though that the expenses thus far exceed the income. A total of 276 patrons have been to the facility since the facility opening. 137 of those, or approximately 50%, have been from Blue Springs.26% have been from Grain Valley, 15% from Oak Grove, and 9% from Independence. 7. America Recycles Day – November 15th Mr. Holley explained that staff is seeking suggestions for activities that could be provided for America Recycles Day. He suggested that a booth be placed in the lobby of City hall with information and materials regarding recycling. Mr. Holley noted that in the past there have been challenges and other activities but given the late date and limited staff suggested that any activities should be fairly simple in its implementation. It was agreed that the lobby idea was fine. 8. Other Business Chairman Craddolph requested the status of the combination Burr Oaks Conservation District and the sign for the Recycling Center. Mr. Holley stated that as far as he knows the Conservation District has agreed to allowing the sign and the Parks Department is making the sign. This is a busy time for the parks and it is likely that it will be after the holidays when the sign is finished. Mr. Holley will follow up to get more information on this. Chairman Craddolph also asked about Christmas tree and lighting recycling. Mr. Holley agreed to follow up on this as well. Chairman Craddolph discussed future meeting dates and it was decided that given the holidays it makes sense that there would be no meeting in November and December of 2014. The next meeting date was set as noted below. Also discussed was that if information need to get to the commission it could be provided through Mr. Holley and distributed to the commission via e-mail. 9. Set next meeting date The next meeting is set for Wednesday, January 28, 2014 at 6:30 p.m. in the City Hall East Conference Room. 10. Adjourn The meeting was adjourned at 7:10 p.m. 2
