TTY 7- 1-1. *Contact Kris Stam at (80 1)-254-2200 *425 if you desire to give the Invocation.  BLUFFDALE CITY HISTORIC PRESERVATION COMMISSION MEETING MINUTES Thursday, November 29, 2018 Present: Mark Hales, Chair Robin Thraen, Vice Chair Kory Luker Arlene Parry Rhonda Pilcher Ross Jones Mel Spencer Sheila Spencer Staff: Caitlyn Miller, Associate City Planner Kris Stam Others: Andrea Hales, Secretary (via telephone) HISTORIC PRESERVATION COMMISSION B USINESS MEETING Associate City Planner, Caitlyn Miller, called the meeting to order at approximately 6:35 p.m. She described her background and reported that she graduated from the University of Utah with a Master's degree and a Graduate Certificate in Historic Preservation. T he Mayor, City Council, and City Manager asked her to serve as the staff resource for the Historic Preservation Commission. 1. Invocation and Pledge of Allegiance. Mark Hales offered the Invocation and led the Pledge. 2. Public Comment. There were no public comments. 3. Introduction of Members of the Historic Preservation Commission. Mel Spencer reported that he is a life long Bluffdale resident. Sheila Spencer stated that they married in 1954 and moved to Bluffdale in 1956. Robin Thraen, a 20-year resident, reported that she is an Oklahoma native, and lives in one of the oldest homes in Bluffdale. Arlene Mousley Parry, a lifelong Bluffdale resident, was born and raised in the old Mousley Home. Rhonda Parry Pi lcher, reported that she has lived in Bluffdale all of her life. She was anxious to serve on the Commi ssion to hel p preserve the City's history. Mark Hales, a six-year resident, lives in Parry Farms and is an attorney by profession.  BLUFFDALE CITY HISTORIC PRESERVATION COMMISSION MEETING MINUTES Thursday, November 29, 2018 Ross Jones reported that he lives in the old Mousley Home. He has lived in Bluffdale for 35 years and loves the City. Kory Luker, a nine-year resident, wanted to be part of the history of Bluffdale and make sure that it is preserved. 4. Election of a Chair and Vice Chair of the Historic Preservation Commission. The duties of the Chair and Vice Chair were described. In response to a question raised by Sheila Spencer, Ms. Miller explained that the City ' s Historic Landmark Register is an honorary designation for properties in the City. The City is looking more at guidelines than restrictions. Mark Hales offered to serve as Chair. He was appointed with the unanimous consent of the Commission. Chair Hales assumed the Chair. Chair Hales moved to nominate Robin Thraen as Vice Chair of the Historic Preservation Commission. The motion was seconded by (could not be deciphered from the recording). The motion passed with the unanimous consent of the Commission. Chair Hales moved to nominate his wife, Andrea Hales, to serve as Secretary of the Historic Preservation Commission. The motion was seconded by ( could not be deciphered from the recording). The motion passed with the unanimous consent of the Commission. Discussion Items 5. Historic Preservation Commission Business (Planning Session for Upcoming Items, Follow Up, Etc. Ms. Miller indicated that she will serve as the Commission 's staff point of contact and will respond to questions regarding ordinances or processes. Any Commissioners wishing to discuss issues with the City Council will be put in contact with the City Recorder who will arrange a meeting. She rep01ted that the Historic Preservation Commission was reestablished in September 20 l 8 in an effort to regain Bluffdale's Certified Local Government (CLG) status from the Utah State Hi storic Preservation Office (SHPO). She explained that a CLG is a governmental entity in the State of Utah that includes a Historic Preservation Ordinance and has a Commission in place. SHPO approval makes the City eligibl e for grant money from the State Historic Preservation Office. Grant funds can be used for public outreach, educational items, or to rehabilitate hi storic properties in the City. For a time, the City of Bluffdale had an ordinance in place, however, the Historic Preservation Commission di sbanded and had not met for some time. The City Council rev ived it in an effort to reclaim that status. An ordinance was distributed and contains a proposed amendment to the existing Hi storic Preservation Ordinance, which was last updated in 1994. Ms. Miller reviewed the document and made 2  BLUFFDALE CITY HISTORIC PRESERVATION COMMISSION MEETING MINUTES Thursday, November 29, 2018 adjustments to the designation procedures for the City 's h_istoric sites list, landmark register, and certain standards for rehabilitation set forth by SHPO in their model ordinances. The document would be presented to the City Council at their December 12 meeting. Feedback from the Commi ssion Members was welcomed. Ms. Miller explained that another requirement of reinstatement of the City' s CLG status included the completion of forms provided by the State's Historic Preservation Office. She asked that completed fonns be returned to her for submission to the State. In reviewing grant opportunities, Ms. Miller reported that staff is in the process of identifying items the City and Commission feel would be of benefit when applying for those grant monies. One item included updating the survey oflocal historic structures. The survey had not be conducted since 1998. She noted that 34% of the homes listed on the survey have since been demolished. She stressed the importance of conducting the survey and properly documenting what remains. She asked that those with documentation involving historic structures or sites in Bluffdale be provided to staff who will scan or copy them so that are available electronically. Sheila Spencer commented on a historic ho me that has never been remodeled. Ross Jones stated that he has been inside of the home and while he would love to see it preserved, he was concerned that it may be too far gone. Ross Jones commented that their home is the second above gro und home that was built in Bluffdale and is on a beautiful piece of property. He reported that the property is wmth much more than the home, which he considered a detriment. He wished to explore similar situations going forward . Chair Hales suggested another meeting be scheduled where specific issues can be addressed. Ross Jones stated that his background does not seem to qualify him to serve on the Historical Commiss ion. Chair Hales stated that the qualifications specify that at least two Commission Members have a history in planning and zoning, which was the case. Ms. Miller stated that the State ' s form helps them recognize the background of people who are interested in historic preservation. She stressed that the State will not disqualify anyone w ishing to serve. Potential uses for the grant fund s were discussed. Ms. Miller stated that the State ' s main criterion is that if there isn' t a structure available to be rehabilitated or renovated, that the City preserve as much cultural history as possible. This can be done through oral histories, documentation of journal entries, or photographs, sketches of homes, or anything pertaining to educating the general populace about the culture and history of the C ity. She noted that the grants funds require a dollar for dollar match. She was not certain as to whether funds had been budgeted for this purpose. Sheila Spencer commented on different forms of research including church records, w hich contain information on fam ilies in Bluffdale. Kory Luker asked if there is a repository for hi storical items in the City. Ms. Miller responded that at the moment there is not. A determination would need to be made with regard to items members of the community would like to be preserved there. Currentl y, the City has a few dozen photographs, the DUP 3  BLUFFDALE CITY HISTORIC PRESERVATION COMMISSION MEETING MINUTES Thursday, November 29, 2018 (Daughters of Utah Pi oneers) book, the Nielsen Family' s book, and past editions of The South Valley Journal. One specific artifact was also in the City' s possession. Ross Jones gave his address as 1342 West 14550 South and stated that their ho me is set back in. Features of the ho me and vario us artifacts were described. Ms. Miller stated that if the Commissio n is interested in having a di splay case at City Hall they sho uld suggest it to the City Counc il. Rob in T lu·aen wished to discuss the Rockwell histo rical marker. It was noted that it will be relocated to the corner of 14600 So uth and Porter Rockwell Boulevard. It is something the City has been collabo rating with the SEP o n. They recentl y finali zed an agreement with the property owner who has donated the Porter Rockwell statue that was previo usly at the Porter Rockwell Center to the C ity. It was to be relocated fro m its current locatio n in order to protect it from vanda lism and to place it in a mo re visible area. Ms. Miller stated that it should be fairl y prominent in its new location. A meeting schedule was discussed as well as t he frequency of meetings. Meetings were to commence at 6:30 p .m. with the next meeting scheduled for Thursday, January I 0, 2019. Ms. Miller asked about the preferred method of contact for Comm ission Members. According to the responses received, Ms. Miller indicated that she would send o ut emails. If she receives no response she will foll ow up with a phone call the next day. Ms. Miller asked to be notified of items to be included on the agenda one week prio r to meetings. 6. Adjournment.
