Mayor Hall reported on the following: • The City Council has visited many businesses and attended several ribbon cuttings over the last month. • The Christmas Express play was wonderful. • The Point groundbreaking was scheduled for December 17,2024. • The Mayor serves on the Utah Transit Authority("UTA")Advisory Board and attended "fresh look" meetings regarding transit for the south end of the Valley, which is discussed in her November newsletter. Council Member Austin reported on the following: • He attended the Bluffdale Lions Club Trap Shoot at the Wasatch Wing and Clay Club. It was a good event. Proceeds benefit their Sub for Santa program. Council Member Aston reported on the following: • The Primary Children's Hospital Supply Drive was ongoing. Donations of toys, blankets, shirts, coloring books, etc. will be collected through the end of the week and then sorted and delivered the following Wednesday. Council Member Wilding reported on the following: • He attended the South Valley Mosquito Abatement District Meeting and Christmas event. • He thanked City Stafffor organizing the Employee Christmas party. He appreciates everyone who works for the City. Council Member Lord reported on the following: • He attended Volunteer Appreciation Day. Presentation Items. 4.1 Recognition of Exemplary Students from Summit Academy. Bluffdale Campus. (Presenter, Rebekkah Allen), Mayor Hall asked the students to introduce themselves, and then read their teachers' comments. Tayson Reynolds is in the third grade. 'T am excited to nominate Tayson Reynolds for this recognition. Tayson is all-around fantastic. He is great at athletics and academics. However,that is not all. He has the kindest heart. Whenever anyone is hurt on the soccer field, he is the first one to stop the game and make sure they are okay. He is also dedicated to his schoolwork. Recently, he checked out and came back to class with only 30 minutes left because he wanted to finish his test and be there to meet his siblings after school. Tayson is a leader who others should follow, especially because he leads with true friendship." JJ. Robinson is in the fifth grade. "We're excited to nominate J.J. Robinson for mayoral recognition. J.J. is an incredible example ofkindness and respect. He has the biggest heart and consistently looks out for others. J.J. is not only dedicated to his schoolwork,but also takes every opportunity to support his teachers and peers. He approaches every assignment with enthusiasm, curiosity, and a commitment to doing his best. His thoughtful nature and willingness to help make the world a better place. We are so proud of him and are truly grateful to have the privilege ofteaching him this year." Tanya Chomutare is in the second grade. "I would like to nominate Tanya Chomutare for mayoral recognition this December. Though she is new to our school this year, she embodies the Summitt standards like a veteran student and wholeheartedly embraces what it truly means to be a Bison. Endlessly generous, Tanya seeks numerous opportunities to assist her peers, both academically and socially. She encourages and celebrates the progress of her classmates and shines as a beacon of positivity in our classroom community. No child sits alone when Tanya is around. Tanya also holds herselfto a high standard of academic excellence and takes accountability for her learning. "I am excited to nominate Deborah for this award. Deborah is phenomenal. She goes above and beyond to help others in the classroom. She always wants jobs to do, especially at the end of the day. She calls out the names of students as they show up on the screen so no one will be late for loading. She reminds other students to take their belongings as they go. And she does it all with a smile. She works hard every day and enjoys learning. Deborah is such ajoy to have in class." Certificates were presented to the students, and photographs were taken with the City Council. 4.2 Point In Time. Homeless Committee Presentation. (Presenter, Rebekkah Allen). Rebekkah Allen spoke on behalf of the Salt Lake Valley Coalition to End Homelessness Point in Time("PIT") Count Planning Committee. Ms. Allen is also a Community Engagement Coordinator for the Salt Lake City Homeless Team. The PIT count is an annual count ofhomeless persons to: 1. Find homeless persons living on the streets and gather information in order to connect them with available services. 2. Help policymakers and program administrators set benchmarks to measure progress toward the goal ofending homelessness. 3. Help plan services and programs to appropriately address local needs,and help identify strengths and gaps in our community's current homelessness assistance system. 4. Inform public opinion, increase public awareness, and attract resources. 5. Create the most reliable estimate of people experiencing homelessness throughout Utah.  BLUFFDALE CITY COUNCIL, LOCAL BUILDING AUTHORITY,AND REDEVELOPMENT AGENCY BOARD MEETING MINUTES Wednesday,December 11, 2024 6. Make a difference in the lives of those experiencing homelessness. Ms. Allen addressed the need for volunteers to perfonn the counting ofindividuals. Volunteers work in teams to seek out and interview persons experiencing unsheltered homelessness. Hours are from 4:00 a.m. to 6:00 a.m. Thursday, January 30, 2025 through Saturday, February 1, 2025. A link to gain more information and sign up was forwarded to City Recorder, Tami Timothy. The website has previous years' PIT data and training videos. The PIT Planning Committee also strives to hand out tangible items like hats, scarves, gloves, and socks, and any efforts to donate or organize a donation drive are appreciated. Mayor Hall thanked Ms. Allen for the presentation and described her own experience participating in the PIT count. In response to her question, Ms. Allen stated that volunteers should sign up online at www.endhomelessness.org. and training videos are available on the website. 4.3 Donation Presentation to the Youth Council. (Presenter, Blake LeonellL Waste Manasemenf). Blake Leonelli reported that Waste Management and Bluffdale have a longstanding partnership and Waste Management appreciates the opportunity to be involved with the Youth Council. He presented a check for $2,000 to Bluffdale Youth City Council Mayor, Evie Oman. Photographs were taken. 4.4 Youth Council Update (Presenter, Evie Oman, Youth Council Mavor^. Youth Mayor Oman thanked Waste Management for the generous donation. She then provided an updated on the Youth City Council's activities. 2024 Youth City Council events included: • January 22: Bingo Night in partnership with the Healthy Bluffdale Coalition. • February 24: Youth City Council Dance with Harriman and Riverton City. • March 7 through March 9: 13 members of the Youth Council attended the Utah State University Youth Council Leadership Conference. • March 30: Assisted the Lions Club with the easter egg hunt.  BLUFFDALE CITY COUNCIL, LOCAL BUILDING AUTHORITY,AND REDEVELOPMENT AGENCY BOARD MEETING MINUTES Wednesday,December 11,2024 April 10: Attended a youth social with the Riverton Youth Council. May 11: Participated in a citywide cleanup with the Lions Club. May 30: Conducted a spring cleanup at the community garden. June 11: Staffed a booth at Love Where You Live, where they made balloon animals. June 15: Assisted with the Walk for Strength. July 3: Participated in the Riverton City Parade with the Riverton Youth Council. August 3: Built the float for the Bluffdale Parade. August 3: Sold snacks and concessions for Old West Days and worked in the Trading Post throughout the day. August 7: Assisted with youth night for Old West Days. August 9: Sold concessions at the Old West Days movie night. August 20: Youth Council parent meeting. September 20: Assisted with the Mountain Point Fun Run. September 27: Participated in the Independence Fall Festival. October 1: Toured the Waste Management facility. October 9: The new Youth Council was sworn in. October 29: Assisted with the City Trunk or Treat, including staffing the haunted house. December 2: Staffed booths for Santa and the Lights. December 10: Responded to letters to Santa. In total, they raised $1,165.57 during Old West Days, received a $2,000 sponsorship from Waste Management,and a Utah State University grant of$600. The Youth City Council meets on the third Tuesday of each month. The leadership team meets at 5:00 p.m., and then the full Council meets at 5:30 p.m. There are approximately 40 Youth City Council Members, with 20 to 30 members in attendance at each meeting. Any Bluffdale residents between the ages of 14 and 18 are welcome to join. Mayor Hall stated that the list ofthe Youth Coimcil's achievements will be included in the newsletter so residents can see the positive impact they have had on the community.  BLUFFDALE CITY COUNCIL, LOCAL BUILDING AUTHORITY,AND REDEVELOPMENT AGENCY BOARD MEETING MINUTES Wednesday,December 11,2024 4.5 Appointing Fire Department Captains. Battalion Chief, and Recognition of Retiring Battalion Chief. (StaffPresenters, Fire ChiefMatt Evans, Oath ofOffice Administered by Tami Timothv\ Fire Chief, Matt Evans thanked Mayor Hall and the City Council, as well as City Manager, Mark Reid, and Assistant City Manager, Bruce Kartchner, for all they do for the City. He then asked Battalion Chief, Chris Aston to step forward, Mr. Aston has 26 years of service with Bluffdale beginning in 1998 when he was 17 years old but he was retiring and moving to a new position as Deputy Fire Chief in Sandy City. Battalion Chief Aston wrote all of the Fire Department's grant requests and obtained a matching grant for the City's first Rosenbauer Fire Truck, which was the first in the Valley to have a red and black paint scheme. He graduated with a Bachelor of Science in Emergency Management. Chief Evans presented an engraved Axe to Mr. Aston. Photographs were taken with the City Council. Mayor Hall thanked Mr. Aston for his 26 years ofservice with Bluffdale. Chief Evans presented the City's first fulltime firefighters: Captains Ryan Christensen, Ian Call, and Dave Gerber; and Engineer/Lieutenants Dustin Moon, Jesse Krinke and Wyatt Herber. The new firefighters were sworn in and presented with their badges, and then photographs were taken. 4.6 Recognition of Police Detective Service. (Presenter,Police ChiefAndrew Burton). Police Chief,Andrew Burton recognized Seargent Carl Hamer,who performed duties in the Bluffdale precinct as Detective Corporal and has since been promoted. Seargent Hamer worked with Bluffdale for over three years and was being recognized for his outstanding work as an Investigations Corporal, performing duties as a Drug Abuse Resistance Education("DARE")officer, and his participation in many community activities. Seargent Hamer was awarded a Metal of Merit for distinguished service while serving as the Investigations Corporal in the Bluffdale precinct. His outstanding dedication to duty contributed to the overwhelming success of the Police Department's mission and his actions reflect great credit upon himself, the Police Department, and the cities of Bluffdale and Saratoga Springs, Utah. Seargent Hamer was presented with the award certificate and ribbon, and photographs were taken.  BLUFFDALE CITY COUNCIL, LOCAL BUILDING AUTHORITY,AND REDEVELOPMENT AGENCY BOARD MEETING MINUTES Wednesday,December 11,2024 Mayor Hall thanked Sergeant Hamer for inviting her to teach DARE. She is grateful that he always involved the Council and Staff. He will be greatly missed, and they hope he will come back to them someday. ChiefBurton reported that Sergeant Hamer is now a patrol supervisor, so he will still work with the Bluffdale precinct. 4.7 Presentation of the 2023-2024 Fiscal Year Audit Report Hansen Bradshaw Malmrose & Erickson. (Presenter, JeffMiles), [Joint Presentation of Audit: Citv Council. Local Building Authority, and Redevelopment Agency Board.] Jeff Miles was present from Hansen, Bradshaw, Malmrose & Erickson("HBME")and presented the 2023-2024 Fiscal Year Audit Report. He noted that his firm was awarded a five-year contract to provide services to Bluffdale City. He met with the City's newly formed Audit Committee in September to kick offthe audit and then again earlier in the week to discuss the Audit results in detail. He was available to answer any questions that arise as the Council members review the full report. The report found that, "In our opinion, the City's financial statements present fairly, in all material respects, the respective financial position ofthe governmental activities, the business-type activities, each major fund, the aggregate remaining fund information of the City as of June 30, 2024, and the respective changes in financial position and, where applicable, cash flows thereof and the respective budgetary comparisons for the General Fund and the major special revenue funds for the year then ended in conformity with accounting principles generally accepted in the United States of America." The City's total net position increased by $17.3 million, primarily due to continued investment in infrastructure and the new Public Works building. The small decrease from the previous year is indicative of statewide trends, and his firm believes the City maintains a strong economic position. The unassigned General Fund balance is capped at 35% ofbudgeted revenues,and Bluffdale's balance is approximately 34%. Mayor Hall clarified that the net increase is in both funds and assets. Mr. Miles stated that the increase is primarily infrastructure and services, not cash. Mr. Miles reported that every governmental auditor is required to gain an understanding ofthe internal controls of each city, and through that process they did not identify any significant deficiencies or material weaknesses. The Audit Committee identified some joumal entries that were not finalized, 8  BLUFFDALE CITY COUNCIL, LOCAL BUILDING AUTHORITY,AND REDEVELOPMENT AGENCY BOARD MEETING MINUTES Wednesday,December 11,2024 but this was due to Bluffdale's position as the first City they audit each year. They may discuss possibly delaying the audit to give Staff more time to finalize the year-end financials. However,the internal controls include a good segregation of duties and management of City funds. The Compliance Report included review ofthe following areas. No findings were identified. Budgetary compliance; Fund balance; Justice court; Restricted taxes; Fraud risk assessment; Government fees; Enterprise Fimd services; and Open and Public Meetings Act. Mr. Miles noted that the Public Safety Fund and Local Building Authority had deficits in unrestricted Fund balance, which would normally be a finding being reported to the State. However,the deficits were or will be corrected. Public Safety Fund expenses were higher than revenues, but it is a new fund so that issue should correct itselfover time. The Local Building Authority deficit was eliminated when bonds were issued in August,2024. Mayor Hall clarified that LBA and RDA meetings will be held regarding the Audit. In response to a question fi-om Council Member Lord, Mr. Miles stated that Finance Director, Dave Sanderson performs final reconciliations and prepares an audit packet. Mr. Sanderson strives to submit that information to HBME by August 31. For the last two years, the State has been slow to remit certain funds, so all the information was not available when the audit process began. Mr. Reid stated that Mr. Sanderson has been with the City for many years and prides himself on getting everything to the auditors in an efficient manner. He does a great job of helping the City remain compliant with its intemal controls. 5. Her prior work history was in the private sector,having more than 12 years of progressive experience in the accounting field with exposure to various aspects of business management and operations, working in positions such as accounts receivable, corporate sales reconciliation, accounting business financial analyst, cost accountant, and human resource manager. Ms.Thayer has a Bachelor ofScience degree in accounting from the University ofPhoenix. In 2020, she obtained a Certified Government Financial Manager Certification from the Association of Government Accountants. She is an ongoing member of the Government Finance Officers Association and regularly attends continuing professional education courses to maintain and increase her knowledge, skills, and credentials in the government finance field. The motion passed with the unanimous consent of the Council. 7.6 Ordinance 2024-29- Consideration and Vote on a Proposal to Adopt Title 1.60 of Bluffdale City Code Authorizing Electronic Meetings. (StaffPresenter, Fred Donaldson), City Attorney,Fred Donaldson reported that the proposed Ordinance will allow all City public bodies to hold electronic meetings in compliance with State Code. Some public bodies have inquired about the possibility of holding electronic meetings and his research indicated that either an Ordinance or Resolution would be necessary. The Ordinance would apply to all public bodies and require them to follow the same procedures. Differences from in-person meetings include requiring both voting and comments to be performed by roll call. Mayor Hall stated that the Ordinance will provide flexibility for the City's various boards and commissions. The motion passed with the unanimous consent of the Council. 7.7 Resolution 2024-81 - Consideration and Vote on Google Fiber Agreement. (Staff Presenter, Fred Donaldson), Mr.Donaldson reported that the above Agreement will allow Google Fiber to install fiber lines within the City's rights-of-way. In return, Bluffdale will receive compensation in the form of 2% of gross revenues derived from the lines and Google Fiber will be required to follow all procedures related to permitting,insurance, and construction. It is Google Fiber's intention to deploy citywide, beginning in western Bluffdale and ending in the south. In response to a question raised by Mayor Hall, Mr. Kartchner stated that installation will be at the edge of gutter. In response to a question from Council Member Lord,Mr.Donaldson confirmed that the Google Fiber will be installed citjwide. They intend to connect every residence in the City, although private streets or other impediments may make some homes ineligible. In response to a question from Council Member Austin, Google Fiber representative, Alberto Garcia, stated that after the agreement is signed, they will work closely with City Staff to complete engineering, and their goal is to begin work by the second quarter of2025. He thanked Mayor Hall, the Council Members,and City Stafffor their collaboration and diligence in reaching the agreement. It is a big construction project, and they will work closely with Staffto ensure that it is as seamless as possible and any issues that arise are mitigated as quickly as possible. He will be available to answer questions and address concems from Staff and Council Members. Council Member Crockett stated that a large subdivision in South Jordan would be meeting with Google Fiber the following Saturday to discuss bringing the service to their neighborhood, and Google Fiber is requesting a commitment from a percentage ofhomes prior to installation. She asked for clarification on that position. Mr. Garcia stated that their goal is to bring Google Fiber to the whole City. In response to a question raised by Council Member Wilding, it was clarified that City Engineer, Michael Fazio or Assistant City Engineer, Addison Mitton will be working with the Google Fiber Liaison. The motion passed with the unanimous consent of the Council. 7.8 Ordinance 2024-30 - Consideration and Vote on Proposed Text Amending Chapter 7.50 of Bluffdale Code. Disposition of Significant Real Property Excludes Conveyance of Non-Perpetual Easement Lease, or License for Public Purpose. (StaffPresenter^ Fred Donaldson), Mr. Donaldson reported that he was recently asked to approve granting an easement to the Jordan Basin Improvement District for a sewer easement on City property at the rodeo grounds. As he reviewed the related City Code, he discovered that the current definition is very broad and includes easements. Some cities exclude all easements from their definition of significant real property because disposition of significant parcels of real property require a public hearing. Mr. Donaldson indicated that the process may not have been followed appropriately in the past because it was assumed that it was not required for utility easements. The proposed Text Amendment would amend the definition of "disposition" to exclude non-perpetual easements, leases, and licenses for public purposes. Perpetual easements for public purposes would still require a vote by the City Council. Public Hearing Items. 8.1 Ordinance 2024-26- Consideration and Vote on a Proposed Text Amendment to Section 11.110.110 to Allow Satellite Communications Stations in the SD-X Gateway Zone. Applicant. Casey Reno. (StaffPresenter, Caitlvn TubbsX Planning Manager, Caitljni Tubbs presented the Staff Report and stated that the SD-X Gateway Zone covers a six-acre parcel at 383 West 14600 South, which is currently entitled for a full-service hotel and up to 500 residential units. The Text Amendment would adopt the definition of a satellite communications station and allow installations up to 0.5-acres(27,780 square feet)in size in the SD- X Gateway Zone to accommodate a Starlink satellite communications facility at the site. Ms. Tubbs reported that the Planning Commission reviewed the request at a public hearing on October 2, 2024 and requested that the applicant retum at a later date with additional information including the Federal Communications Commission ("FCC") call sign of the proposed facility, photographs of the proposed fencing style and similar sites, and a Radiation Impact Analysis. The applicant returned with those items at the November 6,2024 Planning Commission public hearing. The Radiation Impact Analysis indicates that radiation levels will not exceed industry standards as the site currently exists. Higher levels are anticipated within the enclosure. However, that area will not be accessible to the public, and warning signs will be posted as required by the FCC. There will be no onsite employees, and the facility can be remotely powered down to prevent radiation exposure to any employees performing maintenance. The Radiation Impact Analysis reports that radiation may potentially exceed acceptable limits out to a distance of240.8 meters from the main antenna beam at a 25-degree angle, but as the site currently exists, no nearby buildings or terrain would be impacted. If the site is developed in the future, that may impact and be impacted by the signal. The applicant also provided example photographs of similar installations and eight-foot, sight-obscuring metal fencing as originally proposed for this site. The site itself would have a gravel road base with no landscaping. 15  BLUFFDALE CITY COUNCIL, LOCAL BUILDING AUTHORITY,AND REDEVELOPMENT AGENCY BOARD MEETING MINUTES Wednesday,December 11,2024 Following a public hearing on November 6, 2024, the Planning Commission forwarded a positive recommendation ofthe proposal and recommended that the City Council consider deliberating on the following items: • That the City obtain a third-party review of the Radiation Impact Analysis. To date, Staff had been unable to obtain a recommendation for third-party review. • That the project be required to meet the existing fencing and landscaping standards for public utility installations. This would require a masonry wall instead of metal, and would also include perimeter landscaping for beautification purposes. • That the City inquire with the City of West Jordan regarding their experience with permitting Starlink facilities. Ms.Tubbs referred to an email received from the West Jordan zoning administrator indicating that the installations were treated as utility substations and went through the Administrative Site Plan and Building Permit processes. The applicant's representative, John Fazio thanked Ms. Tubbs for the report and had no further comments. He hoped to move forward with a positive resolution and was happy to answer questions. Mayor Hall opened the public hearing. There were no public comments. The public hearing was closed. Council Member Aston reported that the property is located at the entrance to Bluffdale. It is a challenging parcel. She served on the City Council when the hotel was approved and they did a lot of work to make the development possible. It was her opinion that if the satellite installation were allowed at the entrance to the City, it would make an already challenging parcel even harder to develop, and it would be the first thing people see when they enter Bluffdale. She did not believe it was the appropriate area for the installation. Council Member Austin read from the Radiation Impact Analysis: "The maximum permissible exposure limits for the Ka-band and E-band frequencies used by these gateways are a power density 16  BLUFFDALE CITY COUNCIL, LOCAL BUILDING AUTHORITY,AND REDEVELOPMENT AGENCY BOARD MEETING MINUTES Wednesday,December 11,2024 equal to 5 mW/cm2 averaged over a six-minute period for controlled exposure, and 1 mW/cm2 averaged over a 30-minute period for the general population." He noted that the near field and far field numbers are calculated for a single antenna, but 40 antennas are proposed for the site, which could put the site over the allowed maximum. He was concerned about radiation exposure for the general public. Mr. Fazio stated that he is not a radio frequency engineer. However, the installations are governed and approved by the FCC. Analyses have been conducted on the federal level and found that installations of like kind with a similar number of antennas are within permissible limits. All firequencies are emitted upward at a 25-degree or larger angle, not outward or downward. Council Member Austin stated that the 25-degree angle is the on-axis listed in the analysis, and the listed off- axis is residual radiation that would affect the population. In response to a question fi*om Council Member Lord, Mr. Fazio clarified that Starlink will lease a portion of the property from the owner, who has indicated that they intend to proceed with the originally approved project. Construction of the hotel would require relocation of the installation, and their long-term plan is to relocate it to the roof of the future hotel building. In response to a follow-up question, Mr. Fazio reported that they initially reached out to several properties within a five-kilometer search area, but either did not receive a response or could not come to terms with those property owners. Council Member Crockett stated that the hotel site also includes a large residential development with three towers. Ms. Tubbs clarified that the site will include 500 residential units, including one tower that does not have a height limit. Council Member Wilding thanked the applicant for putting time, money, and effort into considering the site, as well as City Staff and the Planning Commission for their time and attention to the application. The original Santa Rosa Subdivision Plat was recorded in 2004. In 2005, lot line adjustment began. In 2007, the parcel adjustment to effectuate the lot line adjustment occurred. In 2021, the Santa Rosa Amended Subdivision Plat was approved but not recorded. The City Council would be considering the surplus exchange ofthe two properties. Following their decision, the lot line adjustment would resume and be finalized through deeds. The Santa Rosa Subdivision Amended Plat will then be recorded. Mayor Hall opened the public hearing. The motion passed unanimously. 8.5 Public Hearing - Consideration and Compensation Increase for Executive Municipal Officers as Required bv SB-91 (2024). (Staff Presenters Fred Donaldson and Bruce Kartchner\ Mayor Hall reported that the above item will be considered in a public hearing but a vote is not required. Mr. Donaldson reported that the Utah State Legislature passed a law in 2024 requiring that a public hearing be held before any governing body adopts a final budget or final budget amendment that includes a compensation increase for an executive municipal officer. It can be held immediately prior to or after the public hearing on the budget or budget amendment. State code defines an executive municipal officer as the city manager, chief administrative officer, assistant city manager, assistant chief administrative officer, city attomey, any individual who is the head or chief of a city 20  BLUFFDALE CITY COUNCIL, LOCAL BUILDING AUTHORITY,AND REDEVELOPMENT AGENCY BOARD MEETING MINUTES Wednesday,December 11,2024 department or division, or someone who is the chief assistant or deputy of such a department or division. Mr. Kartchner stated that elected and statutory officers have an additional obligation with respect to compensation. Even if a budget adjustment is not required, changes in compensation also require a public hearing. Mr. Donaldson added that elected and statutory officer compensation must be set by ordinance after a public hearing, but not every executive municipal officer is a statutory or elected officer. Mr. Kartchner reported that it was proposed that the City Attorney receive a 4.1% compensation increase as part ofthe budget adjustment. Mr. Reid added that it was his proposal. The public hearing was closed. 8.6 Resolution 2024-82 - Adopting a Budget Adjustment for the 2025 Fiscal Year Budgetfor All Funds Except the LBA and RDA.(StaffPresenters Fred Donaldson and Stephanie Thaver). ILBA and RDA Public Hearings held in Conjunction]. Mayor Hall stated that the LBA and RDA public hearings would be held in conjunction. Mr. Kartchner reported that the City Budget is finalized in June based on estimates. For example, only eight to nine months of sales tax data is available when the next year's Budget is passed. As actual data is available. Budget Adjustments are required. The proposed Budget Adjustment included wage adjustments to bring salaries in line with the market. Mr. Kartchner noted that the proposed adjustments would only bring salaries to the low end of the market range. A number of employees have received offers from other municipalities or private companies,and the adjustment would allow the City to match those offers or adjust other staffsalaries to bring them in accordance with market rates. Mr. Kartchner stated that franchise taxes are expected to remain above budget, so that additional revenue should cover the salary increases into the future. Bluffdale has the opportunity to receive a grant to construct a fire station near Camp Williams, and an environmental assessment will be required to submit with the grant application. A parcel has been identified and the City is moving forward with the assessment, but it is important to secure the 21  BLUFFDALE CITY COUNCIL, LOCAL BUILDING AUTHORITY,AND REDEVELOPMENT AGENCY BOARD MEETING MINUTES Wednesday,December 11,2024 property as soon as possible. Public Safety Fund expenditures of approximately $2 million were included in the Budget Adjustment to cover potential purchase of the property, the environmental assessment, and other associated costs. Mr. Reid clarified that the Public Safety Fund is different from the Fire and Police Protection Fund. It is funded through Impact Fees, not taxes or other revenues, and Impact Fee funds have been collected to build a Public Safety building. The current Fund balance will not cover the property purchase and construction, but matching grant funds could allow the project to move forward. Mr. Kartchner stated that certain salaries are allocated amongst multiple funds. For example, the City Attorney's salary is paid through multiple funds like the General Fund and Water Fund. Revenue generated by the Public Safety Fee is deposited directly into the Public Safety Fund and cannot be used for other expenditures. One Fire Department employee increase would be paid through that fund, but all other recommended employee increases will come from other sources. The Police Department has also requested that the records clerks be promoted fi*om part-time to full-time to handle the increased volume of work, which would result in a contract increase of $60,000. That increase would also be paid through the Public Safety Fund, and Staff was confident that no fee increase would be necessary. City Treasurer, Stephanie Thayer presented the Budget Adjustments. General Fund The Salaries and Wages line items for various departments were adjusted to incorporate mid-year pay increases to retain key staff and stay competitive with the market. Salary analyses are conducted periodically to determine if staff are being under- or overpaid, and typically Bluffdale is on the low end of the acceptable salary range. Related benefit costs were also adjusted. The total increase of $98,400 will be offset by a slight increase in fi-anchise tax revenue. Public Safety Impact Fee Fund 22  BLUFFDALE CITY COUNCIL, LOCAL BUILDING AUTHORITY,AND REDEVELOPMENT AGENCY BOARD MEETING MINUTES Wednesday,December 11,2024 An increase of$2 million for potential land purchase for the future public safety building is included as an offset to the Fund bedance. The item is included in the Impact Fee Facility Plan as a future planned facility. Roads and Bridges Impact Fee Fund A $520,000 adjustment is included for the 13900 South project between 2700 West and 2950 West, which has been underway since 2022. Carryover amounts have been challenging to estimate as Staff believed the project would be completed earlier. The overall project cost has increased due to a change order of $160,000 to change the roundabout material from asphalt to concrete and an additional $70,000 to add landscaping to the roundabout. Capital Projects Fund An additional $11,000 is included to expand the secure evidence room at City Hall. Mr.Reid reported that building has two concrete vaults. Both vaults were given to the Police Department to use as evidence rooms,but the space is now full, and they need an additional Evidence Room. Water Fund A portion of Staff wages allocated to the Water Fund has been applied to the Water Fund. Fire and Police Protection Fund Changes include a market adjustment for one salary, a $14,000 retirement contribution for Tier 2 firefighters, the $60,000 increase to the Police Department contract, and $20,000 to upgrade handheld radios. Mr. Kartchner stated that the Salt Lake Valley Emergency Communications Center is changing the type ofradio being used by emergency services, and Bluffdale was able to obteiin their pricing. The City will save approximately $60,000 by upgrading the radios now. All expenses will be offset by Fund balance. Mayor Hall opened the public hearing. There were no public comments. City Manager, Mark Reid,reported on the following: • The City Council previously discussed renaming the area north of North Star Academy and south of Bangerter Highway as the Wardle Business Park and renaming a road in the area as Wardle Way. It would be a challenge to rename 2700 West due to the number of existing addresses, but it would be possible to rename the road between 2700 West and 2950 West. Council Members Aston, Wilding, and Crockett approved of the idea. Council Member Austin stated that he was hesitant to name the road after a person due to a recent issue. Mayor Hall stated that the name would match Wardle Regional Park. Council Member Lord asked about renaming the road north of Wardle Park, but it was indicated that too many businesses and the school would object to renaming 14000 South. There was a discussion on whether any businesses would be affected by renaming the suggested road. Mayor Hall stated that there was potential support, and asked Staffto further research the matter. 25  BLUFFDALE CITY COUNCIL, LOCAL BUILDING AUTHORITY,AND REDEVELOPMENT AGENCY BOARD MEETING MINUTES Wednesday,December 11,2024 • Over 400 people attended Santa and the Lights, and a Mass Gathering permit is required for over 500 attendees. • The Youth Council replied to 140 Letters to Santa. • He thanked the City Council for their support for the captains and lieutenants. A lot ofpeople were interested in the positions, and the City received assistance from outside agencies during the interview process. Chief Evans and his team did a great job. Once the captains were selected, they were part of the interview process for the lieutenants and engineers. It was a very professional, exciting process. • They have received requests to extend the Green Waste Program. They cannot extend it this year, but with the Council's support he would like to extend 2025 the contract to December. Council Member Lord stated that the majority of his leaves are not down by the end of November, but he did not know if that was a viable reason to extend the contract. Coimcil Member Crockett noted that it would increase the contract cost. Mr. Reid stated that he discussed the matter with Mr. Leonelli from Waste Management, who indicated that they should be able to do it within the current contract cost. Ifthere is an additional cost, he believes it will be minimal. Council Member Aston reminded the Council that they will be sorting the Primary Children's Hospital Supply Drive donations on Wednesday from 9:00 a.m. to 12:00 p.m. 10. Closed Meeting.
