Minutes of the Special Called City Council Meeting of April 17, 2024.
Staff Present: Ben Thatcher, Kristy Stark, Danny Zincke, Lissette Jimenez, Chris
Shadrock, Robert Taylor, Larry Woods, Jeff Carroll, Manny Casarez, Susan Finch,
Mike Raute, Kelly Skovbjerg, Nathan Crane, Steve Perez, Lori Carroll, and
multiple other city employees.
Recognized / Registered Guests: Due to the nature of the event, guests did not
register.
Present: 4- Mayor Frank Ritchie, Mayor Pro Tem Ty Wolosin, Council
Member Quinten Scott, and Council Member Joseph Macaluso
Absent: 2- Council Member Sharon D. Wright, and Council Member Bret
A. Bunker
1. CALL TO ORDER – 10:30 AM
The special event began at 10:30 a.m.
2. WELCOME
Assistant City Manager Kristy Stark welcomed guests to the Official Reopening
of the River Road Park. Ms. Stark recognized elected officials and honored
guests in the audience.
3. INVOCATION
Mayor Ritchie provided the Invocation and spoke regarding the River Road Park
and it's significance to Boerne.

4. REMARKS
City Manager Ben Thatcher spoke regarding the strategic intention of the River
Road Park Bank Stabilization Project. He stated that the City's vision and
mission commits to building an exemplary Hill Country Community with
emphasis on environmental responsibility and preserving and enhancing our
community charm. City Manager Thatcher recognized the Park's staff who were
responsible for coordinating and championing the project.
Assistant City Manager Danny Zincke provided the history of River Road Park.
Parks and Recreation Director Lissette Jimenez discussed the details of the Park
Stabilization Project. She introduced those that were instrumental in the
success of the project. Ms. Jimenez unveiled the mockup of the project plaque.
5. RIBBON CUTTING
Ms. Stark asked everyone to move to the Boardwalk for a group photo, the
ribbon cutting and refreshments.
6. ADJOURNMENT
The event was concluded at approximately 11:30 a.m.
