1. CALL TO ORDER – 6:00 PM
Mayor Ritchie called the City Council to order at 6:00 p.m.
Mayor Ritchie asked Father Kyle Clark of St. John's Anglican Church to provide
the Invocation.
Mayor Ritchie led the Pledge of Allegiance to the United States Flag and to the
Texas Flag.

ASSESSMENT COMMITTEE (SAAC) TO ACCEPT A DONATION OF
ART AND CONSIDER RESOLUTION NO. 2024-R78; A RESOLUTION
OF THE BOERNE CITY COUNCIL, ACCEPTING THE SCULPTURE "THE
RUNNER" AS A DONATION TO THE CITY OF BOERNE'S PUBLIC ART
COLLECTION.
Mayor Ritchie called on Nick Montagno, Operations Manager / Special Projects.
Mr. Montagno gave presentations outlining the enhancements the donation
would bring to the city. He was first approached about the donation of "The
Runner" in June 2024. The donors will cover all costs for shipping and
installation, while the city will be responsible for the statue's maintenance.

FROM SPECIFIC PROVIDERS OF GOODS AND SERVICES, IN
ACCORDANCE WITH THE APPROVED ANNUAL BUDGET, IN
ACCORDANCE WITH SECTION 6.08 OF THE CITY OF BOERNE’S
HOME RULE CHARTER, AND IN ACCORDANCE WITH TEXAS
MUNICIPAL PROCUREMENT LAWS.
Mayor Ritchie called on Sarah Buckelew, Finance Director. Director Buckelew
explained that this is an annual item, noting some changes to the vendor list
and vendors associated with previously approved contracts. She mentioned
that the item has been presented to the council for the past 20 years and is
being brought forth this year due to a change in verbiage. Director Buckelew
clarified that no contracts already approved by the council are being

resubmitted. A total of 88 contractors have been moved to the approved list.

TEM WOLOSIN, TO APPROVE RESOLUTION NO. 2024-R79; A RESOLUTION

BOERNE AND LUCK DESIGN TEAM FOR NORTHSIDE COMMUNITY
PARK TOEPPERWEIN ROAD IMPROVEMENTS FOR AN ADDITIONAL
AMOUNT NOT TO EXCEED $31,530.00.
Mayor Ritchie called on Lissette Jimenez, Director of Parks & Recreation.
Director Jimenez presented the need to amend the existing agreement with
Luck Design Team for Northside Park. She stated the amendment focuses on
road improvements, including upgrades to the park, road, and utilities.
Planned improvements involve the plat, parking lot, turning lanes, and road
widening, with the project scheduled to begin in July 2025.

AN AGREEMENT BETWEEN THE CITY OF BOERNE AND PROJECT
CONTROL FOR NORTHSIDE COMMUNITY PARK PROJECT
MANAGEMENT SERVICES FOR AN AMOUNT NOT TO EXCEED
$144,000.00.
Mayor Ritchie called on Lissette Jimenez, Director of Parks & Recreation.
Director Jimenez presented an updated construction cost for Northside Park,
citing increases in inflation, interest rates, and construction costs. As a result,
the project will now be completed in two phases and requires additional
support in the form of a Construction Manager at Risk (CMAR). She outlined
the responsibilities the CMAR will manage for the city and parks department,
emphasizing that the city and parks will remain involved in all aspects of the
project but are seeking additional assistance.

AMOUNT NOT TO EXCEED $144,000.00. THE MOTION CARRIED BY THE

THE NORMANDY GROUP, LLC FOR SERVICES RELATED TO THE
EXPLORATION OF FEDERAL GRANT FUNDING OPPORTUNITIES
FOR AN AMOUNT NOT TO EXCEED $275,400.00 OVER THE
THREE-YEAR TERM.
Mayor Ritchie called on Kristy Stark, Assistant City Manager. ACM Stark
presented on the city's relationship with the Normandy Group, emphasizing

the benefits of maintaining this partnership through a three-year contract. She
explained that when the city is not awarded a grant, the Normandy Group
provides debriefs to help improve future applications. ACM Stark also reviewed
the grants the city has received, including the most recent one, which will fund
the hiring of six new firefighters.

GROUP, LLC FOR SERVICES RELATED TO THE EXPLORATION OF FEDERAL GRANT
FUNDING OPPORTUNITIES FOR AN AMOUNT NOT TO EXCEED $275,400.00 OVER

6. COMMENTS FROM COUNCIL – No discussion or action may take place.
Mayor Pro Tem Wolosin stated Boerne ISD would be going into Fall Break and
this weekend's Rod Run event would be held in downtown Boerne.
Council Member Wright stated this year's Barktoberfest will be held Saturday,
October 19th from 9am-4pm at Main Plaza. It is a great fundraiser that helps
aid local animal shelters. Also, this event helps support programs for low cost
vaccines and other services.
