MINUTES CHARTER REVIEW COMMISSION MEETING BOERNE CITY HALL Staff Training Room – 1st Floor 447 North Main Street Boerne, TX 78006 DECEMBER 3, 2024 – 6:00 PM Minutes of the December 3, 2024 Charter Review Commission. Present: Chairman Frank Ritchie, Vice Chairman Ty Wolosin, Sharon Wright, Josoeph Macaluso, Quinten Scott, Bret Bunker, Kyle Mickelsen, Ron Cisneros, and Paula Wells. Absent: Stan Leech, Paula Wells Joe Bateman arrived at 6:31 p.m. Staff Present: Ben Thatcher, Mick McKamie, Mike Raute, and Lori Carroll Recognized/Registered Guests: Patti Mainz 1. CALL TO ORDER – 6:00 PM Chairman Ritchie called the meeting to order at 6:01 p.m. 2. PUBLIC COMMENTS: Patti Mainz, 1571 S. Main spoke regarding stormwater drainage and the rate she is being charged for her acreage in the city limits. 3. CONSIDER APPROVAL OF THE MINUTES OF THE CHARTER REVIEW COMMISSION MEETING OF OCTOBER 29, 2024 AND NOVEMBER 19, 2024. A motion was made by Member Macaluso, seconded by Member Scott to approve the minutes of the October 29, 2024 meeting and the November 19, 2024 meeting. The motion was carried by the following vote: Yay: 9 Chairman Ritchie, Vice Chairman Wolosin, Member Wright, Member City of Boerne Page 1 City Council Official Meeting Minutes December 3, 2024 Macaluso, Member Scott, Member Bunker, Member Mickelsen, Member Cisneros, and Member Zartler. 4. DISCUSSION ON PROPOSED HOME RULE CHARTER AMENDMENTS AND REVIEW BALLOT LANGUAGE. Chairman Ritchie invited legal counsel Mick McKamie to review the proposed ballot language for the commission-recommended amendments. The draft wording had been emailed to commission members prior to the meeting for their review. Mr. McKamie also provided a summary of the amendments' purposes for the members' convenience. During the discussion, particular attention was given to Section 7.01, Planning and Zoning Commission. Mr. McKamie proposed removing the word "Commission" from the Municipal Code to clarify the section and avoid the necessity of a voter-approved amendment. Additional recommended changes included: Amending Section 3.08 to remove the reference to "cities with three (3) year City Council terms." Revising Section 10.07(a) to state that reviews shall occur "a minimum of once every ten years." Mr. McKamie stated that he will prepare the changes. If any of the commissioners have concerns with the changes, please contact city secretary Lori Carroll. 5. DISCUSSION ON SCHEDULING FUTURE MEETING DATES. Chairman Ritchie stated that the next meeting of the Charter Review Commission will take place on January 14, 2025 unless the commissioners feel an additional meeting is necessary. Mr. McKamie stated that after canvassing the election, council will need to consider an ordinance determining the staggered terms if the proposition is passed by the voters. 6.
