MAIN Thursday, December 9, 2021 - 6:00 PM PRESENT: CHAIRMAN CHRIS TAYLOR, VICE CHAIR CODY KELLER, SHELLY CONDRA, ABSENT: CHRIS HARTHCOCK, CARR STOKES STAFF PRESENT: SARA SERRA-BENNETT, BARBARA QUIRK, RYAN BASS, HEATHER WOOD REGISTERED/RECOGNIZED GUESTS: ZACHARY WRIGHT EXECUTIVE SESSION IN ACCORDANCE WITH THE TEXAS GOVERNMENT CODE: THE DESIGN REVIEW COMMITTEE MAY, AS PERMITTED BY LAW, ADJOURN INTO EXECUTIVE SESSION AT ANY TIME TO DISCUSS ANY MATTER LISTED BELOW AS AUTHORIZED BY GOVERNMENT CODE §551.071 (CONSULTATION WITH ATTORNEY) 1. CALL TO ORDER – 6:00 PM Chairman Taylor called the Design Review Committee to order at 6:09p.m. 2. CONFLICT OF INTEREST DECLARATION No conflicts were declared. 3. PUBLIC COMMENTS: This is the opportunity for visitors and guests to address the Design Review Committee on any issue. The Design Review Committee may not discuss any presented issue, nor may any action be taken on any issue at this time. REGULAR AGENDA: 4.A. 2021-1009 CONSIDER THE PROPOSED CREATIVE ALTERNATIVE FOR THE PROPERTY LOCATED AT 33575 INTERSTATE HIGHWAY 10 (KAD 15922, 15923) (BUC-EES LTD.) TO ALLOW FOR SERVICE BAYS TO BE LOCATED IN FRONT OF THE MAIN STRUCTURE. TAKE NECESSARY ACTION. Mr. Ryan Bass, City Environmental Planner / Urban Forester presented the proposed creative alternative. Mr. Stan Beard, Buc-ee's representative, made himself available for questions. Committee discussion included questions about lighting, dark sky requirements, and general landscape in the plan. Mr. Beard explained that the lighting is designed to be under fuel canopy, not projecting upward, and he discussed the landscape plan. Ms. Sara Serra-Bennett, City Planner II, clarified that this project is vested under older regulations and discussed general lighting requirements under the older regulations. A MOTION WAS MADE BY COMMITTEE MEMBER KELLER, SECONDED BY COMMITTEE MEMBER CONDRA, TO APPROVE THE PROPOSED CREATIVE ALTERNATIVE FOR THE PROPERTY LOCATED AT 33575 INTERSTATE HIGHWAY 10 (KAD 15922, 15923) (BUC-EES LTD.)
