CALL TO ORDER – 5:30 PM Commissioner Boerner called the Historic Landmark Commission meeting to order at 5:30 P.M. 2. PUBLIC COMMENTS: This is the opportunity for visitors and guests to address the Historic Landmark Commission on any issue. Historic Landmark Commission may not discuss any presented issue, nor may any action be taken on any issue at this time. (Attorney General opinion – JC-0169) There were none. 3. CONFLICT OF INTEREST DECLARATION There were none. 4. APPROVAL OF MINUTES 2019-286 Request for approval of the Historic Landmark Commission meeting minutes of March 5th, 2019. COMMISSIONER NEWEY MADE A MOTION TO APPROVE THE HISTORIC LANDMARK COMMISSION MEETING MINUTES OF MARCH 5TH, 2019. COMMISSIONER ADAMS SECONDED THE MOTION. THE MOTION CARRIED 5-0. The sign was at previous business location and will consist of the same material and construction of the sign. Staff is supportive and recommends approval. THE MOTION CARRIED 5-0. 6. 2019-274 Request for approval for a Certificate of Appropriateness for a 4’ x 8’ wall sign (south wall) located at 322 S. Main Street KAD No. 19869 (Shopping with Siobhain). Take necessary action. Mr. Nick Colonna explained the request for the 4' X 8' wall sign. The font, colors and size all meet the requirements for the Historic District. COMMISSIONER NEWEY SECONDED THE MOTION. THE MOTION CARRIED 5-0. 7. 2019-275 Request for approval for a Certificate of Appropriateness for a 21” x 72" free standing sign located at 322 S. Main Street KAD No. 19869 (Shopping with Siobhain). Take necessary action. Mr. Nick Colonna explained the 21" X 72" free standing sign. Staff is supportive and recommends approval. Mr. Nick Colonna explained the request for the 18" X 24" projecting, single-sided sign. The sign will be located on the rear of the building. Staff is supportive and recommends approval. COMMISSIONER NICHOLS MADE A MOTION TO APPROVE THE REQUEST FOR A CERTIFICATE OF APPROPRIATENESS FOR A 18” X 24” PROJECTING SIGN LOCATED AT 103 E. KRONKOSKY KAD NO. 297962 (COTTAGE DOOR). COMMISSIONER NEWEY SECONDED THE MOTION. THE MOTION CARRIED 5-0. 9. 2019-278 Request for approval for a Certificate of Appropriateness for a 32” x 48”’ free standing sign located at 103 E. Kronkosky KAD No. 297962 (Cottage Door). Take necessary action. Mr. Nick Colonna explained the request of the 32" X 48" free standing sign. The sign meets all of the requirements. Staff is supportive and recommends approval. COMMISSIONER CUEVAS MADE A MOTION TO APPROVE THE REQUEST FOR A CERTIFICATE OF APPROPRIATENESS FOR A 32” X 48”’ FREE STANDING SIGN LOCATED AT 103 E. KRONKOSKY KAD NO. 297962 (COTTAGE DOOR). COMMISSIONER ADAMS SECONDED THE MOTION. THE MOTION CARRIED 5-0. 10. 2019-280 Request for approval for a Certificate of Appropriateness for a 48” x 24” sidewalk sign located at 233 S. Main Street KAD No. 26004 (Lady Lina Vintage Home and Floral). Take necessary action. Mr. Nick Colonna explained the request for a 48" X 24" sidewalk sign. The sidewalk sign will be placed away from the street and sidewalk. The guidelines do not support sidewalk signs unless absolute necessary. Staff is not supportive of the sign. Ms. Shelly Morales, owner of the business, spoke regarding the request for the sidewalk sign and stated there are other sidewalk signs posted in the same area. Ms. Morales's business location is located in the far side of the retail center and needs the visual sign for people walking by. MAIN STREET KAD NO. 26004 (LADY LINA VINTAGE HOME AND FLORAL). COMMISSIONER CUEVAS SECONDED THE MOTION. THE MOTION CARRIED 5-0. 11. 2019-281 Request for approval for a Certificate of Appropriateness for a 8’ x 8’ wall sign located at 404 S. Main Street KAD No. 49692 (Calamity Janes/Daisey Pearl). Take necessary action. Mr. Nick Colonna explained the request for a 8' X 8' wall sign. Fonts and colors do not meet the requirements as there are two businesses combined into one sign. Commissioner Hance asked if the business owner is against separating the signs. Mr. Colonna stated the business owner wanted them combined. Commissioner Nichols stated he would like the two businesses not to have combined signage and to have them separated each into a single sign for both of the businesses. COMMISSIONER HANCE MADE A MOTION TO APPROVE THE REQUEST FOR A CERTIFICATE OF APPROPRIATENESS FOR A 8’ X 8’ WALL SIGN LOCATED AT 404 S. MAIN STREET KAD NO. 49692 (CALAMITY JANES/DAISEY PEARL), WITH THE CONDITION THAT THE CITY ATTORNEY GRANTS THE BUSINESSES AS TWO SEPARATE ESTABLISHMENTS AND TWO SEPARATE SIGNS WITH THE TOTAL SIZE OF 8' X 8'. COMMISSIONER ADAMS SECONDED THE MOTION. THE MOTION CARRIED 5-0. 12. 2019-282 Request for approval for a Certificate of Appropriateness for a 3’ x 20’ wall sign located at 404 S. Main Street KAD No. 49692 (Calamity Janes/Daisey Pearl). Take necessary action. Mr. Nick Colonna explained the request for 3' X 20' wall sign. MAIN STREET KAD NO. 49692 (CALAMITY JANES/DAISEY PEARL), WITH THE CONDITION THAT THE CITY ATTORNEY GRANTS THE APPROVAL THAT THE BUSINESS IS TWO SEPARATE ESTABLISHMENTS. COMMISSIONER CUEVAS SECONDED THE MOTION. THE MOTION CARRIED 5-0. DISCUSSION ITEMS: 13. 2019-283 Discussion items: a. UDC Update Mr. Colonna updated the Historic Landmark Commission regarding the Unified Development Code. Mr. Colonna went over major project objectives scheduled to take place during the UDC update, along with the working outline and future steering committee meetings to review the updates. Mr. Colonna also briefed the Commission on the City winning the APA's Great Places in Texas and Great Streets. 14. 2019-284 Comments from Commission/Legal Counsel/Staff - No discussion or action may take place. 15.
