MINUTES HISTORIC LANDMARK COMMISSION MEETING BOERNE CITY HALL 447 North Main Street Monday, March 22, 2021 - 5:30 p.m. Minutes of the Special Called Historic Landmark Commission meeting of March 22, 2021 at 5:30 p.m. Present: 5- Chairman Ben Adam, Vice Chairman Justin Boerner, Commissioner Michael Nichols, Commissioner Patti Mainz, Commissioner Cali Redd Absent: 2- Commissioner Cesar Hance, Commissioner Shanna Bergmann Staff Present: Laura Haning, Sara Serra-Bennett, Barrett Squires, Krystal Brown 1. CALL TO ORDER – 5:30 PM Chairman Ben Adam called the Historic Landmark Commission to order at 5:30p.m. 2. CONFLICTS OF INTEREST No conflicts were declared. 3. PUBLIC COMMENTS: This is the opportunity for visitors and guests to address the Historic Landmark Commission on any issue. The Historic Landmark Commission may not discuss any presented issue, nor may any action be taken on any issue at this time. (Attorney General opinion – JC-0169) No comments were received. 4. CONSENT AGENDA: All items listed below within the Consent Agenda are considered routine by the Planning and Zoning Commission and may be enacted with one motion. MAKE RECOMMENDATION Ms. Sara Serra-Bennett presented the request for the demolition of a structure located at 114 Rosewood Ave. The structure is currently used as the facility maintenance office for Kendall County, but primarily used as a parking lot. Ms. Sara Serra-Bennett spoke on the 18 notifications that were mailed to property owners within 200 ft of the structure. One response was received, which was in favor of the demolition. Mary Ellen Schulle, Kendall County Development Engineer/ Floodplain Administrator, explained that the County would like to remove the structure to make space for future plans. Short-term, the property will continue to be used for parking. Long-term, there are no immediate plans currently. MAKE RECOMMENDATION Ms. Sara Serra-Bennett presented the request for the demolition of a structure located at 322 N Plant Ave. 20 notifications were mailed to property owners within 200 ft of the structure. One response was received, which was in favor of the demolition. Commissioner Boerner spoke on the additions that were made to the original structure. He stated the structure had no historical significance or value. Commissioner Redd asked Chairman Adam's opinion on the age of the property. Chairman Adam thought it was originally built sometime around the 1940's. He spoke on the structure's poor condition and the additions that had been made. The property did not appear on the 1910, 1927 or 1934 Sanborn Maps. Chairman Adam agreed that the structure had no historical value. Ms. Laura Haning explained that Matkin Hoover has planned to subdivide the property into multiple single-family residential lots. Jason Hubbert, with Matkin Hoover, stated this property will be subdivided into 14 single-family residential lots. The poles, gingerbread cutout and window trim will be white. Main St. The front awning and both side awnings will be the same colors; brown and creamed striped. Commissioner Nichols asked for clarification on the material of awnings. Ms. Lisa Taber and Ms. Sarah DiPaola, with The Sanctuary, said the awnings would be a brand new sun protected striped fabric. Ms. Sara Serra-Bennett presented the request for a certificate of appropriateness for a 7’x 6’ wall sign located at 322 S. Main St. The sign will have 2 colors and 1 font style. This request did comply with our Sign Ordinance and the dimensions were approved by Ms. Betty Kwasneski, with Code Enforcement. Commissioner Nichols felt this design had more of an Austin, TX aesthetic. Ms. Lisa Taber and Ms. Sarah DiPaola, with the Sanctuary, said this design was similar to a mural that is at their previous business location. Ms. Sara Serra-Bennett presented the request for a certificate of appropriateness for paint colors to the façade of a building located at 438 S. Main St. The front and back doors will be painted black. The window and the door trim will be repainted the same white color. The exterior and siding will be repainted the same sand color. Main St. The sign will have 1 font style and 4 colors; orange, brown, cream and white. This request did comply with our Sign Ordinance. Commissioner Nichols asked if a green color was missing from the request because he noticed the color of the peppers was not included. Ms. Sara Serra-Bennett agreed the green color was in fact missing. Chairman Adam felt the amount of the green color was relatively small when compared to the overall sign. Ms. Sara Serra-Bennett presented the request for a certificate of appropriateness for a 4' x 5' freestanding sign located at 208 E. Blanco Rd. The sign will have 1 font style and 3 colors. The font will be painted white. The sign background will be painted a dark blue. The poles and some small detailing on the sign will be painted a lighter blue. The current sign frame will still be used. The request did comply with our Sign Ordinance. Chairman Adam asked the applicant if they had an issue with moving the address number from the bottom of the sign to the top so it would be more visible. Van Vu, with Bridal Perfect Fit and Casual Tailoring, did not have an issue and agreed to move the address number to the top of the sign. UDC UPDATE Ms. Laura Haning explained that the adoption of the UDC has been delayed per City Council recommendation. Many were unaware of the UDC and the city-wide rezoning that has been taking place. In an effort to address their concerns, the official adoption has been postponed to July 2021. An updated Table of Uses has been sent out. Some verbiage and definitions need to be addressed for clarification. A UDC handbook is currently in the works. The Overlay District Map is now available online. 15. COMMENTS FROM COMMISSION/LEGAL COUNSEL/STAFF – No discussion or action may take place. 16.
