MINUTES HISTORIC LANDMARK COMMISSION MEETING BOERNE CITY HALL RONALD C. BOWMAN CITY COUNCIL CHAMBERS 447 NORTH MAIN STREET Tuesday, January 4, 2022 - 5:30 PM Minutes of the Historic Landmark Commission meeting of January 4, 2022, at 5:30 p.m. Present: 7- Chairman Ben Adam, Commissioner Sally Pena, Commissioner Cesar Hance, Commissioner Justin Boerner, Commissioner Michael Nichols, Commissioner Cali Redd, Commissioner Patti Mainz Staff Present: Laura Haning, Sara Serra-Bennett, Mike Raute, Barbara Quirk, Krystal Brown Recognized/ Registered Guests: Christina Ryrholm, David Spencer, Sam McGee, Michael and Sonja Mazour 1. CALL TO ORDER – 5:30 PM Chairman Ben Adam called the Historic Landmark Commission to order at 5:30 p.m. 2. CONFLICT OF INTEREST DECLARATION Chairman Ben Adam declared a conflict of interest with item 7. 3. PUBLIC COMMENTS: This is the opportunity for visitors and guests to address the Historic Landmark Commission on any issue. The Historic Landmark Commission may not discuss any presented issue, nor may any action be taken on any issue at this time. (Attorney General opinion – JC-0169) No comments were received. 4. CONSENT AGENDA: All items listed below within the Consent Agenda are considered routine by the Historic Landmark Commission and may be enacted with one motion. There will be no separate discussion of items unless a Commission Member or citizen so requests, in which event the item may be moved to the general order of business and considered in its normal sequence. A MOTION WAS MADE BY COMMISSIONER BOERNER, SECONDED BY COMMISSIONER REDD, TO APPROVE THE CONSENT AGENDA AS PRESENTED. THE MOTION CARRIED BY THE FOLLOWING VOTE: YEA: 6- COMMISSIONER PENA, COMMISSIONER HANCE, COMMISSIONER BOERNER, COMMISSIONER NICHOLS, COMMISSIONER REDD, COMMISSIONER MAINZ Approved: 6-0 5. 2022-109 TO CONSIDER APPROVAL FOR A CERTIFICATE OF APPROPRIATENESS FOR A FENCE LOCATED AT 249 NORTH MAIN STREET (KAD 19930) (DAVID SPENCER) Ms. Sara Serra-Bennett, City Planner II, presented the request for a certificate of appropriateness for a fence located at 249 N. Main St. It will be built using the same materials used for the fence located at the neighboring property. A MOTION WAS MADE BY COMMISSIONER NICHOLS, SECONDED BY COMMISSIONER PENA, TO APPROVE THE REQUEST FOR A CERTIFICATE OF APPROPRIATENESS FOR A FENCE LOCATED AT 249 NORTH MAIN STREET (KAD 19930) (DAVID SPENCER). THE MOTION CARRIED BY THE FOLLOWING VOTE: YEA: 6- COMMISSIONER PENA, COMMISSIONER HANCE, COMMISSIONER BOERNER, COMMISSIONER NICHOLS, COMMISSIONER REDD, COMMISSIONER MAINZ Approved: 6-0 6. 2022-110 TO CONSIDER APPROVAL FOR A CERTIFICATE OF APPROPRIATENESS FOR COLORS TO BE USED ON THE EXTERIOR City of Boerne Page 2 Printed on 1/28/2022 Historic Landmark Commission Official Meeting Minutes January 4, 2022 OF A STRUCTURE LOCATED AT 604 SOUTH MAIN STREET (KAD 21609) (SAM MCGEE) Ms. Sara Serra-Bennett presented the request for a for a certificate of appropriateness for paint colors to be used on the exterior of a structure located at 604 S. Main St. The fascia and the door on the right would be painted in "Iron Ore". The rest of the structure would be painted in "Pure White". Mr. Sam McGee, the applicant, spoke on his intent to preserve the historical integrity of the structure. Commissioner Nichols felt that the architectural features may disappear if the rest of the structure was painted all in "Pure White". Mr. Sam McGee expressed is willingness to paint other parts of the structure in "Iron Ore". A MOTION WAS MADE BY COMMISSIONER NICHOLS, SECONDED BY COMMISSIONER PENA, TO APPROVE THE REQUEST FOR A CERTIFICATE OF APPROPRIATENESS FOR COLORS TO BE USED ON THE EXTERIOR OF A STRUCTURE LOCATED AT 604 SOUTH MAIN STREET (KAD 21609) (SAM MCGEE) WITH THE CAVEAT THAT THE GINGERBREAD DETAIL, SCROLLWORK DETAIL, WINDOW TRIM AND FASCIA BE PAINTED IN "IRON ORE". THE MOTION CARRIED BY THE FOLLOWING VOTE: YEA: 6- COMMISSIONER PENA, COMMISSIONER HANCE, COMMISSIONER BOERNER, COMMISSIONER NICHOLS, COMMISSIONER REDD, COMMISSIONER MAINZ Approved: 6-0 Chairman Ben Adam recused himself from the dais at 5:44 p.m. Commissioner Boerner assumed the Chair. 7. 2022-111 TO CONSIDER APPROVAL FOR A CERTIFICATE OF APPROPRIATENESS FOR A SIGN LOCATED AT 437 S. MAIN STREET City of Boerne Page 3 Printed on 1/28/2022 Historic Landmark Commission Official Meeting Minutes January 4, 2022 (KAD 27895, WENDLERS ADDITION LOT PT 14, .299 ACRES) (MICHAEL AND SONJA MAZOUR). Ms. Sara Serra-Bennett presented the request for a certificate of appropriateness for a sign located at 437 S. Main St. The sign would include two colors, be halo-lit and made of aluminum. A MOTION WAS MADE BY COMMISSIONER NICHOLS, SECONDED BY COMMISSIONER HANCE, TO APPROVE THE REQUEST FOR A CERTIFICATE OF APPROPRIATENESS FOR A SIGN LOCATED AT 437 S. MAIN STREET (KAD 27895, WENDLERS ADDITION LOT PT 14, .299 ACRES) (MICHAEL AND SONJA MAZOUR). THE MOTION CARRIED BY THE FOLLOWING VOTE: YEA: 6- COMMISSIONER PENA, COMMISSIONER HANCE, COMMISSIONER BOERNER, COMMISSIONER NICHOLS, COMMISSIONER REDD, COMMISSIONER MAINZ Approved: 6-0 8. COMMENTS FROM COMMISSION/LEGAL COUNSEL/STAFF – No discussion or action may take place. No comments were received. Chairman Ben Adam rejoined the dais at 5:46 p.m. 9.
