MINUTES HISTORIC LANDMARK COMMISSION MEETING BOERNE CITY HALL RONALD C. BOWMAN CITY COUNCIL CHAMBERS 447 North Main Street Tuesday, March 1, 2022 - 5:30 PM Minutes of the Historic Landmark Commission meeting of March 1, 2022, at 5:30 p.m. Present: 6- Chairman Ben Adam, Commissioner Cesar Hance , Commissioner Just i n Boerner, Commissioner Michael Nichols, Commissioner Cali Redd, Commissioner Patti Mainz Absent: 1- Commissioner Sally Pena Staff Present: Sara Serra-Bennett, Ryan Lewis, Barbara Quirk, Krystal Brown Recognized/ Registered Guests: Christina Ryrholm, Sam McGee, Kristen McGee, Lydia Ogonowski, Candace Appleton, Michael Arthur, Diane Arthur, Jim McDonald, Monica Basques, Andria Lugo EXECUTIVE SESSION IN ACCORDANCE WITH THE TEXAS GOVERNMENT CODE: THE HISTORIC LANDMARK COMMISSION MAY, AS PERMITTED BY LAW, ADJOURN INTO EXECUTIVE SESSION AT ANY TIME TO DISCUSS ANY MATTER LISTED BELOW AS AUTHORIZED BY GOVERNMENT CODE §551.071 (CONSULTATION WITH ATTORNEY) 1. CALL TO ORDER – 5:30 PM Chairman Adam called the Historic Landmark Commission to order at 5:30 p.m. 2. CONFLICT OF INTEREST DECLARATION No conflicts were declared. PUBLIC COMMENTS: This is the opportunity for visitors and guests to address the Historic Landmark Commission on any issue. The Historic Landmark Commission may not discuss any presented issue, nor may any action be taken on any issue at this time. (Attorney General opinion – JC-0169) No comments were received. 4. CONSENT AGENDA: All items listed below within the Consent Agenda are considered routine by the Historic Landmark Commission and may be enacted with one motion. There will be no separate discussion of items unless a Commission Member or citizen so requests, in which event the item may be moved to the general order of business and considered in its normal sequence. 4.A. 2022-282 THE MINUTES OF THE HISTORIC LANDMARK COMMISSION MEETING OF FEBRUARY 1, 2022. A MOTION WAS MADE BY COMMISSIONER HANCE, SECONDED BY COMMISSIONER MAINZ, TO APPROVE THE CONSENT AGENDA AS PRESENTED. THE MOTION CARRIED BY THE FOLLOWING VOTE: YEA: 5- COMMISSIONER HANCE, COMMISSIONER BOERNER, COMMISSIONER NICHOLS, COMMISSIONER REDD, COMMISSIONER MAINZ Approved: 5-0 5. 2022-283 TO CONSIDER A CERTIFICATE OF APPROPRIATENESS FOR A MONUMENT SIGN LOCATED AT 604 SOUTH MAIN STREET (SAM MCGEE) Ms. Sara Serra-Bennett presented the request for a certificate of appropriateness for a monument sign to be located at 604 S. Main St. The sign will be made of stone and mortar with a wood base. The background color will be "Pure White" with black metal letters. The sign will be facing Main St and the address numbers will be on side of the sign. The Commission asked the applicants some questions regarding additional details of the sign. A MOTION WAS MADE BY COMMISSIONER MAINZ, SECONDED BY COMMISSIONER REDD, TO APPROVE THE REQUEST FOR A CERTIFICATE OF APPROPRIATENESS FOR A MONUMENT SIGN LOCATED AT 604 SOUTH MAIN STREET (SAM MCGEE). THE MOTION CARRIED BY THE FOLLOWING VOTE: YEA: 5- COMMISSIONER HANCE, COMMISSIONER BOERNER, COMMISSIONER NICHOLS, COMMISSIONER REDD, COMMISSIONER MAINZ Approved: 5-0 6. 2022-284 TO CONSIDER A CERTIFICATE OF APPROPRIATENESS FOR A SIDEWALK SIGN LOCATED AT 470 S MAIN STREET (CANDACE APPLETON) Ms. Sara Serra-Bennett presented the request for a certificate of appropriateness for a sidewalk sign located at 470 S. Main St. The sign will be a 40" x 20", A-frame, magnetic chalkboard sign that will be placed in front of the establishment during the hours of operation. Chairman Adam asked if the sign design was permanent or adjustable. Ms. Candace Appleton, the applicant, spoke on the details of the sign. The Commission expressed their preference for a more permanent sign design. Ms. Appleton explained that she plans to consult a chalkboard artist to create a permanent design. Commissioner Boerner spoke in opposition of sidewalk signs. A MOTION WAS MADE BY COMMISSIONER REDD, SECONDED BY COMMISSIONER HANCE, TO APPROVE THE REQUEST FOR A CERTIFICATE OF APPROPRIATENESS FOR A SIDEWALK SIGN LOCATED AT 470 S MAIN City of Boerne Page 3 Printed on 4/12/2022 Historic Landmark Commission Official Meeting Minutes March 1, 2022 STREET (CANDACE APPLETON) WITH THE CAVEAT THAT THE SIGN DESIGN IS MADE PERMANENT. THE MOTION CARRIED BY THE FOLLOWING VOTE: YEA: 4- COMMISSIONER HANCE, COMMISSIONER NICHOLS, COMMISSIONER REDD, COMMISSIONER MAINZ NAY: 1- COMMISSIONER BOERNER Approved: 4-1 7. 2022-285 TO CONSIDER A CERTIFICATE OF APPROPRIATENESS FOR A COLOR TO BE USED AT 100 W HOSACK STREET (MICHAEL AND DIANE ARTHUR) Ms. Sara Serra-Bennett presented the request for a certificate of appropriateness for a paint color to be used at 100 W. Hosack St. The exterior siding, facia, soffit, posts and doors will be painted in the shade "Pewter Green". Commissioner Nichols spoke in opposition of painting everything in one color. A MOTION WAS MADE BY COMMISSIONER BOERNER, SECONDED BY COMMISSIONER MAINZ, TO APPROVE THE REQUEST FOR A CERTIFICATE OF APPROPRIATENESS FOR A COLOR TO BE USED AT 100 W HOSACK STREET (MICHAEL AND DIANE ARTHUR). THE MOTION CARRIED BY THE FOLLOWING VOTE: YEA: 4- COMMISSIONER HANCE, COMMISSIONER BOERNER, COMMISSIONER REDD, COMMISSIONER MAINZ NAY: 1- COMMISSIONER NICHOLS Approved: 4-1 8. 2022-286 TO CONSIDER A CERTIFICATE OF APPROPRIATENESS FOR A DECORATIVE POST AND PANEL LOCATED AT 403 E BLANCO ROAD City of Boerne Page 4 Printed on 4/12/2022 Historic Landmark Commission Official Meeting Minutes March 1, 2022 (MONICA BASQUES/ UNITED CLEANING SERVICES) Ms. Sara Serra-Bennett presented the request for a certificate of appropriateness for a decorative post and panel sign located at 403 E. Blanco Rd. The sign will be max-metal, single-faced and facing Main St. It will include 3 colors and 2 fonts. Commissioner Redd asked if the posts would also be painted. Mr. Jim McDonald, the property owner, explained that the posts will be painted. A MOTION WAS MADE BY COMMISSIONER BOERNER, SECONDED BY COMMISSIONER HANCE, TO APPROVE THE REQUEST FOR A CERTIFICATE OF APPROPRIATENESS FOR A DECORATIVE POST AND PANEL LOCATED AT 403 E BLANCO ROAD (MONICA BASQUES/ UNITED CLEANING SERVICES) WITH THE CAVEAT THAT THE POSTS BE PAINTED BLACK. THE MOTION CARRIED BY THE FOLLOWING VOTE: YEA: 5- COMMISSIONER HANCE, COMMISSIONER BOERNER, COMMISSIONER NICHOLS, COMMISSIONER REDD, COMMISSIONER MAINZ Approved: 5-0 9. 2022-287 TO CONSIDER A CERTIFICATE OF APPROPRIATENESS FOR A DECORATIVE POST AND PANEL LOCATED AT 401 E BLANCO ROAD (ANDRIA LUGO/ CANDLES BY SCENTAHOLICS) Ms. Sara Serra-Bennett presented the request for a certificate of appropriateness for a decorative post and panel sign located at 401 E. Blanco Rd. Based on the current regulations the applicant will need to go before the Design Review Committee for a variance on the setback of the sign location. Commissioner Mainz asked if the posts would also be painted. Andria Lugo, the applicant, expressed her willingness to paint the posts. A MOTION WAS MADE BY COMMISSIONER NICHOLS, SECONDED BY COMMISSIONER HANCE, TO APPROVE THE REQUEST FOR A CERTIFICATE OF APPROPRIATENESS FOR A DECORATIVE POST AND PANEL LOCATED AT 401 E BLANCO ROAD (ANDRIA LUGO/ CANDLES BY SCENTAHOLICS) WITH THE CAVEAT THAT THE POSTS BE PAINTED BLACK. THE MOTION CARRIED BY THE FOLLOWING VOTE: YEA: 5- COMMISSIONER HANCE, COMMISSIONER BOERNER, COMMISSIONER NICHOLS, COMMISSIONER REDD, COMMISSIONER MAINZ Approved: 5-0 10.
