Minutes of the Historic Landmark Commission meeting of April 5, 2022,
at 5:30 p.m.

Chairman Adam called the Historic Landmark Commission to order at
5:30 p.m.

3. PUBLIC COMMENTS: This is the opportunity for visitors and guests to address the
Historic Landmark Commission on any issue. The Historic Landmark Commission may

Ms. Sara Serra-Bennett, City Planner II, presented the request for the
demolition of a structure located at 17 Herff Rd. The accessory garage is
the only structure to be demolished. Ms. Serra-Bennett shared the
proposed development plans for the site. Fourteen notifications were
mailed out to property owners within 200ft. We received two responses
that were both in favor of the demolition.
Mr. John LaRoche spoke in opposition of the demolition.

Chairman Adam spoke on the structure's history and his observations
from the site visit.
Ms. Whitney Koch, with Mustard Design Architects, elaborated further
on the structure's history and the proposed project.
Mr. LaRoche spoke in favor of the demolition after hearing the
applicant's proposal.

their findings from their site visit. All agreed the structure had no

Ms. Sara Serra-Bennett, City Planner II, presented the request for the
demolition of structures located at 103 Old San Antonio Rd. All
structures will be removed except the carport, water storage tank, well
and pump house. Seven notifications were sent to property owners
within 200ft. We received four responses that were all in favor of the
demolition.
Mr. John LaRoche spoke in opposition of the demolition.
Ms. Donna Taylor, Trustee of Cibolo Preserve, spoke on the Preserve's
mission to maintain and protect Cibolo Creek and surrounding habitat.
She also mentioned how these structures are considered a liability so
they wish to have them removed.
Ms. Candace Andrews, Chairman of the Board of the Cibolo Preserve,

explained that they will be working with Habitat for Humanity to assist
in determining what materials can be salvaged. She further emphasized
the Preserve's mission to protect the natural habitat along Cibolo Creek.
Commissioner Boerner shared his findings from the site visit. He had a
question regarding the history of the small building with a screened-in
porch.
Mr. LaRoche spoke on the history of the small building.
Chairman Adam shared his findings from the site visit. The structures did
not have any historical significance in his opinion.
Commissioner Mainz asked why the structures were being demolished.
Chairman Adam gave an explanation regarding permeable cover and the
applicant's desire to increase this.
Ms. Taylor reiterated the Preserve's concerns regarding liability with
keeping these vacant structures and run-off issues.

Ms. Sara Serra-Bennett, City Planner II, presented the request for the
demolition of a structure located at 124 James St. The request is to
preserve the original rock house that was built in 1849, and remove the
addition that was made in 1953. Nineteen notifications were mailed to
property owners within 200ft. We received seven responses that were all
in favor of the demolition.
Commissioner Boerner, Chairman Adam and Commissioner Pena shared
their findings from the site visit. All agreed that the structure has no
historical significance.

Hosack St. The shutters will be made of hardy board and painted in the
same color that was approved for the building previously.

certificate of appropriateness for a fence located at 448 S. Main St. The
fence will be 2ft tall and painted one color.

SOUTH MAIN STREET (KAD 27895) (HAMBY’S/ JOSH MAZOUR)
Ms. Sara Serra-Bennett, City Planner II, presented the request for a
certificate of appropriateness for a planter box/fence to be installed at
437 S. Main St. The fence will be built with stained cedar.
Commissioner Nichols asked a question regarding the stain color.
Mr. Josh Mazour, the applicant, spoke in further detail on the design of
the fence.
Commissioner Nichols asked if Mr. Mazour would be opposed to staining
the cedar the same color as the existing columns.
Mr. Mazour stated he had no opposition to that request.

product that is being served.

Commissioner Mainz, the property owner, spoke on details regarding the
proposed project.
Commissioner Mainz rejoined the dais at 7:26 p.m.

action may take place.

Chairman Adam adjourned the Historic Landmark Commission at 7:26
