BOWMAN CITY COUNCIL CHAMBERS 447 North Main Street Tuesday, August 2, 2022 - 5:30 PM Minutes of the Historic Landmark Commission Meeting of August 2, 2022, at 5:30 p.m. Present: 5- Chairman Ben Adam, Commissioner Justin Boerner, Commissioner Michael Nichols, Commissioner Cali Redd, Commissioner Patti Mainz Absent: 2 - Commissioner Sally Pena, Commissioner Cesar Hance Staff Present: Laura Haning, Sara Serra-Bennett, Lesley Gastelum, Krystal Brown Recognized/ Registered Guests: Christina Ryrholm, Richard Pike, Rick Martini, Garrett Rogers, Amanda Neutze EXECUTIVE SESSION IN ACCORDANCE WITH THE TEXAS GOVERNMENT CODE: THE HISTORIC LANDMARK COMMISSION MAY, AS PERMITTED BY LAW, ADJOURN INTO EXECUTIVE SESSION AT ANY TIME TO DISCUSS ANY MATTER LISTED BELOW AS AUTHORIZED BY GOVERNMENT CODE §551.071 (CONSULTATION WITH ATTORNEY) 1. CALL TO ORDER – 5:30 PM Chairman Ben Adam called the Historic Landmark Commission to order at 5:30 p.m. 2. CONFLICT OF INTEREST DECLARATION No conflicts were declared. PUBLIC COMMENTS: This is the opportunity for visitors and guests to address the Historic Landmark Commission on any issue. The Historic Landmark Commission may not discuss any presented issue, nor may any action be taken on any issue at this time. (Attorney General opinion – JC-0169) No comments were received. 4. CONSENT AGENDA: All items listed below within the Consent Agenda are considered routine by the Historic Landmark Commission and may be enacted with one motion. There will be no separate discussion of items unless a Commission Member or citizen so requests, in which event the item may be moved to the general order of business and considered in its normal sequence. 4.A. 2022-596 THE MINUTES OF THE HISTORIC LANDMARK COMMISSION MEETING OF JULY 5, 2022. A MOTION WAS MADE BY COMMISSIONER BOERNER, SECONDED BY COMMISSIONER MAINZ, TO APPROVE THE CONSENT AGENDA AS PRESENTED. THE MOTION CARRIED BY THE FOLLOWING VOTE: YEA: 4- COMMISSIONER BOERNER, COMMISSIONER NICHOLS, COMMISSIONER REDD, COMMISSIONER MAINZ Approved: 4-0 5. REGULAR AGENDA: 5.A. 2022-597 TO CONSIDER THE DEMOLITION REQUEST FOR A STRUCTURE LOCATED AT 414 OAK PARK DRIVE (KERNAGHAN ADDITION BLK 2 LOT PT 6, .417 ACRES, KAD 23889) (RICHARD PIKE) I. STAFF PRESENTATION II. PUBLIC HEARING III. MAKE RECOMMENDATION Ms. Sara Serra-Bennett, City Planner II, presented the request for the demolition of a structure located at 414 Oak Park Dr. Ms. Brenda Leal, property owner next door, expressed concern about future development and tree preservation. Commissioner Mainz and Commissioner Boerner attended the sight visit. Both agreed that the structure had no historical significance and was in poor condition. Ms. Serra-Bennett shared that thirteen neighbors within 200ft of the property were notified. We received two responses which were in favor of the demolition. She also mentioned that the applicant has a tenant currently, so future plans for the property have not been decided. A MOTION WAS MADE BY COMMISSIONER BOERNER, SECONDED BY COMMISSIONER NICHOLS, TO APPROVE THE DEMOLITION REQUEST FOR A STRUCTURE LOCATED AT 414 OAK PARK DRIVE (KERNAGHAN ADDITION BLK 2 LOT PT 6, .417 ACRES, KAD 23889) (RICHARD PIKE). PETER THE APOSTLE CATHOLIC CHURCH). I. STAFF PRESENTATION II. PUBLIC HEARING III. MAKE RECOMMENDATION Ms. Sara Serra-Bennett, City Planner II, presented the request to demolish a structure located at the corner of W. Kronkosky and Mueller St. Eleven property owners within 200ft were notified. We received two responses; one in favor and one in opposition of the demolition. The one in opposition expressed concern about future development plans. Commissioner Boerner did not see any historical value. (GARRETT ROGERS/ RAINBEAR) Ms. Sara Serra-Bennett, City Planner II, presented the request for a certificate of appropriateness for a monument sign located at 210 E. Blanco Rd. The sign will be 44"x57", metal, and will have one font. There will be three main colors with two gradient colors for the brown shade. A MOTION WAS MADE BY COMMISSIONER MAINZ, SECONDED BY COMMISSIONER BOERNER, TO CONSIDER A CERTIFICATE OF APPROPRIATENESS FOR A MONUMENT SIGN LOCATED AT 210 E BLANCO ROAD (KAD 19933). Main St. A MOTION WAS MADE BY COMMISSIONER REDD, SECONDED BY COMMISSIONER BOERNER, TO REQUEST APPROVAL OF A HISTORIC DISTRICT IMPROVEMENT PROGRAM (HDIP) APPLICATION FOR 112 SOUTH MAIN STREET (KAD 19894, BOERNE ORIGINAL TOWN LOT 62 AND 63, 0.2213 ACRES) FOR REIMBURSEMENT FUNDS IN AN AMOUNT NOT TO EXCEED $3,000.
