Minutes of the Historic Landmark Commission Meeting of September 5,
2023, at 5:30 p.m.

5.B. 2023-643 CONSIDER A CERTIFICATE OF APPROPRIATENESS FOR A FENCE
LOCATED AT 106 EAST THEISSEN STREET (PATRICIA ROETMAN)
Ms. Sara Serra-Bennett, City Planner II., presented the proposed fence.
Commission discussion ensued regarding the existing fence, concerns
with the proposed 6ft. height of the fence along the front of the
proposed area most visible from Main Street, and the possibility of using
different materials.
Applicant, Ms. Patricia Roetman, stated that she would like the
proposed fence to have some privacy and to protect her property. She
clarified that the old temporary fence will be removed, she is open to
other materials being used, and is open to having a lower profile fence
in the front section as discussed.
A MOTION WAS MADE BY COMMISSIONER NICHOLS, SECONDED BY
COMMISSIONER HANCE, TO APPROVE A CERTIFICATE OF
APPROPRIATENESS FOR A FENCE LOCATED AT 106 EAST THEISSEN STREET
(PATRICIA ROETMAN) WITH THE FOLLOWING CAVEATS:
* Front section of the fence from the chimney to existing barn structure
to be constructed as 1-inch x 3-inch picket style fence with a gap
between boards, with a maximum height of 4 ft, and painted white or
black.
* Back section of the fence from the barn structure to the back northeast
corner was approved with a 6 ft maximum height (corrugated metal in
vertical direction).

5.C. 2023-644 CONSIDER A CERTIFICATE OF APPROPRIATENESS FOR A WALL
SIGN LOCATED AT 152 SOUTH MAIN STREET (HEY LOVE)
Ms. Sara Serra-Bennett, City Planner II., presented the proposed wall
sign.
Applicant, Mr. Matt Mattingly with Signarama, explained that the sign is
made of 1/2 inch acrylic and will weather much better than vinyl. The
sign will be mounted to studs that are secured on the back; fasteners
will go through the material and will not be visible.
Commissioner Nichols requested to have the corners clipped to match
the shape of the sign frame.
Mr. Mattingly said he would have to get approval from customer to
make the proposed modification to the corners.

WITH THE PROPOSED MODIFICATION. THE MOTION CARRIED BY THE
FOLLOWING VOTE:

5.D. 2023-645 CONSIDER A CERTIFICATE OF APPROPRIATENESS FOR A
PROJECTING SIGN LOCATED AT 189 SOUTH MAIN STREET
(BEFORE YOUR EYES INTERIORS)
Ms. Sara Serra-Bennett, City Planner II., presented the proposed
projecting sign.
Commission discussion ensued regarding the material being used,
questions about colors/missing color samples, and concerns with the
logo detail that protrudes from the sign.
Representative Mr. Matthew Mattingly clarified that the sign is all one
piece, on one sheet of vinyl, the board will be cut around the logo detail,
and will be hung higher than other hanging signs in the area.
A MOTION WAS MADE BY COMMISSIONER PENA, SECONDED BY
COMMISSIONER BOERNER, TO APPROVE A CERTIFICATE OF
APPROPRIATENESS FOR A PROJECTING SIGN LOCATED AT 189 SOUTH
MAIN STREET (BEFORE YOUR EYES INTERIORS). THE MOTION FAILED BY
THE FOLLOWING VOTE:
YEA: 2- COMMISSIONER BOERNER, COMMISSIONER PENA
NAY: 2- COMMISSIONER NICHOLS, COMMISSIONER HANCE
No action taken. It was a tie vote, and the motion failed.
5.E. 2023-646 CONSIDER A CERTIFICATE OF APPROPRIATENESS FOR A WALL
SIGN LOCATED AT 189 SOUTH MAIN STREET (BEFORE YOUR EYES
INTERIORS)
Ms. Sara Serra-Bennett, City Planner II., presented the proposed wall
sign.
The Commission provided some feedback for the applicant - the
chandelier logo and colors are acceptable, however the logo should not
extend beyond the sign and should be condensed to remain within the

physical boundary of the sign itself and not extend beyond the sign.
Also, applicant should bring back all color samples when item comes
back before the Commission.

Ms. Sara Serra-Bennett, City Planner II., presented the hanging wall sign.
Owner, Mrs. Candace Affeldt, explained that the proposed sign is the
exact same, with new business name, as a previously approved sign from
her previous business that was at the same location; brackets are
already in place from previous sign.

COMMISSIONER PENA, TO APPROVE A CERTIFICATE OF APPROPRIATENESS

Ms. Sara Serra-Bennett, City Planner II., presented the proposed
structure.
Business owners, Mr. Jeremy Affeldt and Mr. Brandon Phillips, made
themselves available for questions.
The commission did not have questions, but thanked the owners for
working with the Commission regarding requested changes to originally
proposed structure.

Ms. Sara Serra-Bennett, City Planner II., presented the proposed pole
sign and expressed some concerns with the lighting of the signs
complying with dark sky regulations; the city will monitor to confirm
compliance.
Commissioner Nichols had a questions regarding the dimension of the
sign compared to the existing sign, the numbers on the sign, and the
color of the pole; Ms. Serra-Bennett confirmed that the letters on the
sign will not be electronic and will be manually changed out. They will
repaint the pole the same light grey as what is existing as maintenance.

sign.

COM M I S S I O N E R NICHOLS, TO APPROVE A CERTIFICATE OF
APPROPRIATENESS FOR A FASCIA SIGN AT 211 SOUTH MAIN STREET
(VALERO) WITH THE COLORS AS PRESENTED WITH THE CAVEAT THAT THE
BLUE LIGHT ON THE FASCIA BE REMOVED. THE MOTION CARRIED BY THE
FOLLOWING VOTE:

pump sign and confirmed that the existing lights from under the canopy
will remain, but no lights are proposed from the pumps themselves.

COMMISSIONER PENA, TO APPROVE A CERTIFICATE OF APPROPRIATENESS
FOR SPANDREL SIGN AT 211 SOUTH MAIN STREET (VALERO) WITH THE
CAVEAT THAT THE COLUMN REMAINS SQUARE. THE MOTION CARRIED BY
THE FOLLOWING VOTE:

The Commission commented on recent text message correspondence
with staff; they like having text reminders as an easy way of
communicating.
