CALL TO ORDER – 5:30 PM Chairman Boerner called the Historic Landmark Commission to order at 5:30 p.m. 2. CONFLICT OF INTEREST Commissioner Patti Mainz declared a conflict with item 5.F. 3. PUBLIC COMMENTS: Chairman Boerner opened public comments at 5:32 p.m. No comments were received. Chairman Boerner closed public comments at 5:32 p.m. 4. CONSENT AGENDA: A motion was made by Commissioner Graves, seconded by Commissioner Mainz, to approve the consent agenda as presented. REGULAR AGENDA: 5.A. 2024-128 Consider the untabling of the previously proposed demolition request for all structures located at 417 Graham Street. (Tabled on February 6, 2023 and tabled again on March 5, 2024). A motion was made by Commissioner Mainz, seconded by Commissioner Pena, to untable the previously proposed demolition request for all structures located at 417 Graham Street. (Tabled on February 6, 2023 and tabled again on March 5, 2024). The motion carried by the following vote: Yeah: 4- Commissioner Graves, Commissioner Pena, Commissioner Bateman, Commissioner Mainz 5.B. 2024-129 Consider the previous demolition request (now a building relocation request) for the structure at 417 Graham Street (KAD 23547) (Rocktown Investment Partners LLC) Sara Varvarigos, City Planner II, presented the proposed request that was originally to approve a demolition and is now being presented as a relocation, not demolition. The commission will be voting on the relocation of the structure instead of a demolition of the structure. Commission discussion was in favor of the modified request for relocation. A motion was made by Commissioner Pena, seconded by Commissioner Mainz, to approve the modified request for relocation of the structure located at 417 Graham Street (KAD 23547) (Rocktown Investment Partners LLC). (Tabled on March 5, 2024) A motion was made by Commissioner Pena, seconded by Commissioner Mainz, to untable the previously proposed demolition request for all structures located at 422 West San Antonio Avenue. (Tabled on March 5, 2024). The motion carried by the following vote: Yeah: 4- Commissioner Graves, Commissioner Pena, Commissioner Bateman, Commissioner Mainz 5.D. 2024-131 Consider the previous demolition request (now a building relocation request) for the structure at 422 W San Antonio Ave (KAD 23476) (Margaret Kay Stewart). Sara Varvarigos, City Planner II, presented the proposed request that was originally to approve a demolition and is now being presented as a relocation, not demolition. The commission will be voting on the relocation of the structure instead of a demolition of the structure. John and Margaret Hemmick, property owners, had questions regarding being able to reapply for a demolition permit in the future and also if they would be able to relocate the structure anywhere or if it would have to be relocated in the city of Boerne or Kendall County. Chairman Boerner explained that they have the right in the future to reapply for a demolition permit and they can relocate wherever they wish. A motion was made by Commissioner Bateman, seconded by Commissioner Mainz, to approve the modified request for relocation of the structure located at 422 West San Antonio Avenue. Sara Varvarigos, City Planner II, presented the proposed request for a Historic District Improvement Program Grant. A motion was made by Commissioner Mainz, seconded by Commissioner Graves, to approve the Historic District Improvement Program Grant request for the Dienger building located at 210 North Main Street (KAD 19902, Boerne Original Town Lot 70, 71, PT 69, PT 72, PT 73, PT 41, 0.9137 Acres) (Manivi Properties, Tony Dacy). The motion carried by the following vote: Yeah: 4- Commissioner Graves, Commissioner Pena, Commissioner Bateman, Commissioner Mainz 5.F. 2024-141 Consider a certificate of appropriateness for exterior paint color to be used at 103 N Main Street and E San Antonio (KAD 19943 & 19944 Blacksmith Grill), Boerne Original Town Lot PT 130A (replat), .0815 acres. Commissioner Mainz recused herself from item 5.F. and left the dais at 5:59 p.m. Sara Varvarigos, City Planner II, presented the proposed the request for a certificate of appropriateness. Commissioner Pena emphasized the importance of using high-quality paint, specifically designed for metal surfaces, that can endure extreme heat and outdoor conditions. Jason and Crystal Dady, the applicants, indicated that they intend to use Sherwin Williams brand paint and will discuss the paint's quality with City of Boerne Page 4 Printed on 5/21/2024 Historic Landmark Commission Official Meeting Minutes April 2, 2024 the contractor to ensure its durability. A motion was made by Commissioner Bateman, seconded by Commissioner Pena, to approve a certificate of appropriateness for exterior paint color to be used at 103 N Main Street and E San Antonio (KAD 19943 & 19944 Blacksmith Grill), Boerne Original Town Lot PT 130A (replat), .0815 acres. The motion carried by the following vote: Yeah: 3- Commissioner Graves, Commissioner Pena, Commissioner Bateman Recused: 1 - Commissioner Mainz Commissioner Mainz did not vote on item 5.F. and returned to the dais at 6:06 p.m. 6. COMMENTS FROM COMMISSION/LEGAL COUNSEL/STAFF – No discussion or action may take place. No comments were received. 7.
