1. CALL TO ORDER – 6:00 PM
Chairman Bannwolf called the Planning and Zoning Commission to order
at 6:00 p.m.
Alicia Kreh, Associate City Attorney, joined the meeting via Zoom at 6:01

2. CONFLICTS OF INTEREST
No conflicts were declared.
3. PUBLIC COMMENTS: This is the opportunity for visitors and guests to address the
Planning and Zoning Commission on any issue. The Planning and Zoning Commission
may not discuss any presented issue, nor may any action be taken on any issue at this
time. (Attorney General opinion – JC-0169)
Mr. Jeremy Williams gave an update on the proposed Planned
Development District (hereinafter, PDD) plan after meetings and
discussions with neighbors. He requested that the items be tabled and
not considered for vote at this time.
Raul Rodriguez, resident at 142 Escalera Circle (Esperanza subdivision),
spoke regarding concerns with drainage and traffic with the proposed
PDD.
Kathy Lee, resident at 108 Catina Sky (Esperanza subdivision), requested
postponement for consideration of this request; she spoke regarding
meeting with the developer and expressed concerns with noise, traffic
and drainage generated by the proposed development; she prefers
commercial development for this location.
Steve Andrus, resident at 144 Cool Rock, spoke in opposition of the
proposed zoning and development.
Brian Rittimann, resident at 423 Oak Park, spoke regarding a recent
meeting with the developer where a proposed fence was discussed; he
expressed concerns with liability as a neighboring property owner but
stated he was not speaking for or against this development.
Kevin Soltis, 127 Escalera Circle (Esperanza subdivision), spoke in

opposition of the proposed zoning but in favor of commercial
designation, and stated he has not met with the developer.
Anadrea Resendez, resident in the Champion Heights neighborhood,
spoke regarding the willingness of the developer to work with the
neighbors to address concerns; she expressed appreciation to Embrey,
but explained the neighbors have outstanding concerns with drainage,
and the City's thoroughfare plan, specific to connectivity.
Scott Rykers spoke regarding potential impact to his property and
questioned the public notification process for this proposed project.
Heather Goodrich, resident at 105 Bravo, spoke regarding the
notification process and recent engagement with the developer; she
expressed appreciation to the developer and his representatives for
their willingness to work with the community and efforts to provide a
private agreement to the neighbors.
Alex Rudd, Kendall County resident, spoke regarding concerns with the
rapid growth, and traffic.
Lisa Fife, 102 El Cielo (Esperanza subdivision) spoke regarding traffic
concerns and the possibility of the city purchasing this property to keep
as green space.
Vilma Ortiz, resident of the Esperanza subdivision, spoke regarding
concerns with overcrowding the schools in Boerne and that Boerne is
gone forever.
Michelle Schmidt stated she is currently building in the Esperanza
subdivision, has concerns with traffic, and spoke to the importance of
preserving Boerne.

4. COMMENTS FROM COMMISSION/LEGAL COUNSEL/STAFF - No discussion or action
may take place
Commissioner Bird explained to the audience that the Planning and
Zoning Commission, as a whole, is available to be contacted through
email via City of Boerne website.
Chairman Bannwolf further explained that Commissioners may not be
able to respond because they must be careful not to form a quorum
(four members of the Planning and Zoning Commission create a
quorum); normal procedure is city staff will respond and the Commission

can address the correspondence in public meetings.
5. ADJOURNMENT
Chairman Bannwolf adjourned the Planning and Zoning Commission at
7:14 p.m.
